COUNCIL AGENDA ITEM
November 8, 2022
PREPARED BY: Dr. Jim Hart, Interim City Manager
SUBJECT: Discussion Regarding California City Boulevard
BACKGROUND/ DISCUSSION
Council Member Kulikoff requested that staff evaluate the feasibility of improvements along California City Boulevard (CCB) to the 14 freeway to enhance safety.
Police Chief Hightower, Chief Water Operator Meza, City Engineer Pantoja and the City Manager met to discuss possible options.
CCB is one lane in both the east and west direction. The lanes are an appropriate width with the minimum allowed width being 12 feet.
Staff considered tall reflectors along the middle of CCB like those used along Highway 395. Since it takes approximately 18 to 24 inches for placement of the reflectors and then adding striping, the lane width would not meet the minimum of 12 feet.
Additionally, with the reflectors in the middle of the CCB, it would interfere with emergency vehicle access and would not allow for drivers to move safely to the shoulder to allow emergency vehicles to pass.
Staff also looked at the possibility of using eminent domain to increase the width of CCB. However, there is a high-pressure gas line along the south side of the of CCB that would have to be relocated. The cost of relocating that line would make this improvement non-feasible. Please see attachment “A” a picture depicting the gas lines location.
With the options above determined not to be feasible, staff discussed enforcement options. Chief Hightower suggested focused enforcement with both the California City Police and Highway Patrol as an option. Additionally, City Engineer Pantoja suggested 45 November 08, 2022
possible 4-way stop signs at Isabella and CCB, Yerba and CCB and Mitchell and CCB.
There would need to be traffic studies to determine the warrants in order to place those stop signs.
FISCAL IMPACT
There would be overtime costs for Police personnel and Engineer cost to conduct the warrant studies.
COUNCIL OPTIONS
Council can authorize the costs for Police overtime and warrant studies for the possible stop signs
Take no action and receive and file this report
Direct staff on other options that may be discussed
RECOMMENDATION
That the City Council authorizes the Police overtime and warrant studies for possible stop signs.

PREPARED BY: Doug Dunford, City Manager
SUBJECT: Council to Discuss and Give Direction to City Manager on the Future of Desert Jade and Legends
BACKGROUND/ DISCUSSION
Staff was requested to present this to Council regarding the future plans for Desert Jade and the Legends (Housing).
As Council is aware the housing situation is not in good shape. Currently, Staff is picking up the monthly rent checks from the office. Patrons of either facility are having to call in asking for repairs or general questions.
The City has demonstrated that we do not have the personnel to run this facility and it is unsustainable at this time for our current budget. It has become a drain on the current Staff due to their already heavy workload. Staff is asking for Council to give direction on what they would entertain as a road to travel to help Desert Jade and Legends.
FISCAL IMPACT
None
COUNCIL OPTIONS
1. Do nothing
2. Council to direct Staff to look for a Project Management Company
3. Council to direct Staff to look at selling the property
4. Council to offer another option that may be possible
