NEW BUSINESS
NB 1. California City Blvd Road Divider and Passing Lanes – by Councilmember Kulikoff Recommendation: Direct the City Manager to send this project out to bid for a similar design to U.S.

Route 395 divided road and passing lanes.
• Councilmember Kulikoff read NB1 report.
• Councilmember Macedonio – Mentioned a conference where they talked about a road evaluation that was done out of the state where we can participate in, can it be seen? Is our goal to stow down that traffic on CCB? Can we bring back the idea of traffic control between CCB west? • Councilmember Creighton – Questioned if there is any funding for CCB for 14 to Yerba? Requested to bring this back with survey and have a full discussion of what we do know and continued discussion on another agenda, other item?
• Pro Tem Lessenevitch – Mentioned RSTP program for 4 lane Cal city Blvd out to 14, account ton that happening in about 40 years. Don’t see them given us any money on that project, maybe on bike lanes. Nothing is going to happen soon. Per Ramon Pantoja – yes, it is possible that this section qualifies Cmac to do the shoulder widening.
• City Manager Dr. Jim Hart – Refer to staff, let us look at this on a more global perspective in terms of what’s available. Give us some time, at least 2 meetings from now. Committing to bring this back on the 2nd meeting of October or the 1st meeting in November. Would be working with staff to make that occur.

NB 2. New Home Start Credits / Buyer Credits for First Time Homebuyers – by Councilmember Kulikoff
Recommendation: Direct the City Manager to find a limited amount of funds available in the budget for a First Time Homebuyer credits per qualified applicant until funds run out. Once funds are exhausted, City Manager to provide feedback to City Council
• Councilmember Kulikoff read NB2 report.
• Councilmember Creighton – Mentioned a website of 10-15 ways for first time home buyers can get grants. Congress is looking at a 15 thousand dollar retroactive tax credit. USDA mortgages, down payment assistance. Most of the grants you don’t have to pay them back and are available through federal and state, don’t think the city needs to put any money for this. There is plenty available out there. Lenders need to help homebuyers.
• Councilmember Macedonio – we need somebody to come an give presentation about programs that might be available that we can partner with. Suggesting it might be an option. • Mayor O’Laughlin – Mentioned suggestions that were given. Rather see us take the 10 thousand dollars and incentivize police and fire to live in our community. Maybe realtor community needs to fund that. Housing market is strong. Has had 4 calls of this week, people who are homeless. A 93 year old women living in a car, women had to leave her house because it was too hot, 2 separate cases of women that were renting rooms in a house that it’s not safe. A couple of churches do have funds that they can help with. Would like to see into homeless issues. • Councilmember Kulikoff – On homeless issues, some of those might have been address if we didn’t hold back on desert jade, allowing people to come in, taking care of that issue instead of putting roadblocks and having 16 vacancies for so long. Some of those homeless people would already been at desert jade, some of them might have been on the waiting list for desert jade and are closed to being homeless.

City of California City, City Council Meeting Minutes - November 27, 2022 done on the bridge and it has been condemned. If that’s true, all we must do is remove the bridge and built a new one. If proposal need to be done, it needs to go out for evaluation. • Mayor O’Laughlin – Heard comments from people about water fall on bridge being condemned.

Need to have quarterly updated from parks and planning. Asked Theresa if on the 1st meeting of November, can bring an update.
• Councilmember Kulikoff – Mentioned that it needs to be looked at, instead of just condemned something that has been in city for a long time. Nice site to see. In California City, most solutions die because we keep moving it around and trying to get somebody else to solve it. We don’t really do anything. Appreciate all work that has been done. Need to have more action items. • Councilmember Macedonio – Requested to expand discussion. Mentioned that we have a date, Parks and Recs Commission is already starting a discussion.

COUNCILMEMBER COMMENTS, AGENDA REQUESTS, AND AB1234 REPORTS • Councilmember Creighton – Need to remove the part of the agenda where the public is asked to state name for record, is not longer a requirement in the Brown Act. Since the street reserve has funds to cover the 420 thousand local match for the Hacienda, please report to council how much there is in street reserve, so we possibly get some work done. Asked several times to replace in agenda, Cannabis Ordinance, Cannabis Permits and 5-year temporarily greenhouse trial. • Councilmember Macedonio – Read an email, would like to urge council to consider adopting guidelines for public participation. Consider reading for 3 minutes. Many are unable to participate.

Attended an interested meeting with interim city manager.

City of California City, City Council Meeting Minutes - November 27, 2022 • Councilmember Kulikoff – I got 3 items on agenda today, because I completed the agenda report and turn in within the timeframe to have them added to today’s discussion. Requested an item on the agenda on next city council meeting for discussion on pothole problem and other road problems in California city.
• Pro Tem Lessenevitch – have been asking for payroll reports to be given on monthly basis. Council receives an incomplete picture when financials are received. No idea on how much the city is spending on a given month. Have asked for few items to be on agenda, asked repeatedly for information on the water department charges that happened in March/April. Asked for fire department loan to be discussed, and fast track.
• Mayor O’Laughlin – Received a letter from Mojave School District, looking to get a grant for electric busses and asked for a letter of support from us, but council decided that they want to see everything first and is due on the 30th. Attended meeting with military. Mentioned the cleanup, 1.8 tons a little over 3 thousand lbs. that were collected.

ITEM NO.

COUNCIL AGENDA ITEM
DECEMBER 8, 2022
PREPARED BY: Dr. Jim Hart, Interim City Manager
SUBJECT: Presentation of Proposed FY 22-23 Budget

BACKGROUND/ DISCUSSION
As part of the October 11, 2022, City Council agenda, staff recommended, and City Council approved, that the City contract with ClearGov to assist in preparation of a FY 22-23 budget. At that time staff indicated a budget would be developed in approximately 8 weeks to be presented to the City Council. The proposed budget has been developed and will be presented to the City Council at this meeting.

The budget is balanced except in the Police Department – this is due to an ongoing personnel matter -, the TDS – golf courses traditionally operate in a deficit and the Airport. However, the budget as presented has sufficient General Fund surplus to cover those deficit budgets and still provide a surplus in the General Fund on June 30, 2023.

This proposed budget continues City services at the current levels and sets a solid base for development of the FY 23-24 budget. While there are recommendations for staff reclassifications, this budget does not recommend the addition of new staff at this time, except for a Deputy Fire Marshall to assist with cannabis enforcement.

Additionally, there are recommendations for use of the ARPA funds for one-time purchases of equipment and new vehicles that are consistent with the anticipated use of the ARPA funds.

FISCAL IMPACT
A balanced FY 22-23 Budget

COUNCIL OPTIONS
NB 1.

1. Adopt the proposed budget

2. Continue the budget presentation to another special or regular City Council meeting
