COUNCIL AGENDA ITEM
MAY 7, 2024
PREPARED BY: Daryl Betancur, City Clerk
SUBJECT: Request for County to Provide Election Services

BACKGROUND
On Tuesday, April 30, 2024, the City Council adopted its Resolution No. 24-3024, ordering a special municipal election to be held on July 30, 2024, for the purpose of submitting to the voters a ballot measure on a special parcel tax to finance police, fire, and emergency medical services only.

Subsequently, the City Clerk's office investigated available resources and assistance to conduct a stand-alone special municipal election because the City Clerk's office is not currently staffed sufficiently to conduct a citywide election without assistance. Upon inquiring with the Kern County Office of the Registrar-Recorder/County Clerk ("County Registrar"), we were informed that the County Registrar would be able to provide election services with a preliminary cost estimate of $42,500. However, the County Registrar further informed us that a City Council Resolution is required requesting County election services to be submitted to the Board of Supervisors. The next meeting at which the Board of Supervisors will be able to consider the City's request is May 21, 2024, subject to receiving a certified resolution by May 8, 2024.

DISCUSSION
The resolution presented with this agenda report contains a request that the Board of Supervisors order the provision of election services by the Kern County Office of the Registrar-Recorder/County Clerk to the City of California City for the City's Special Municipal Election to be held on July 30, 2024. The resolution also authorizes the Board of Supervisors to canvass the returns of the City's Special Municipal Election, and authorizes the Board of Supervisors to permit the Kern County Office of the Registrar- Recorder/County Clerk to:
a) Print and supply ballots for said California City Special Municipal Election; b) Mail the City's sample ballots to the registered voters in the City of California City in the form and manner as required by law; and
c) Perform such other and further services as may be required for the conduct of said California City Special Municipal Election on July 30, 2024. 1 The City obligates itself under the resolution to reimburse the County in full for the election services performed on behalf of the City upon the presentation of a bill by the County.

FISCAL IMPACT
The fiscal impact of requesting the County provide election services for the City's special municipal election to be held on July 30, 2024, is preliminarily estimated at $42,500.

However, the city will be obligated to reimburse the County for its actual costs of providing the election services to the city. The funds to cover this expenditure will be coming from G/L Account # 10-4132-460.

RECOMMENDATION
Staff recommends that the City Council adopt Resolution No. 24-3026, Requesting the Board of Supervisors of the County of Kern to Canvass the Returns of a California City Special Municipal Election to be Held on July 30, 2024, and to Request that the Registrar of Voters of Said County be Permitted to Render Specified Services to the City of California City Relating to the Conduct of Said Special Municipal Election.
