COUNCIL AGENDA ITEM
August 27, 2024
TO: Mayor and City Council
FROM: Karin Schambeck, Deputy City Attorney
SUBJECT: Suspension of Planning Commission
BACKGROUND/ DISCUSSION:
Attached is a resolution that would temporarily suspend the City of California City Planning Commission. The City has the permissive authority to establish a Planning Commission pursuant to Government Code section 65100, and in the absence of a Planning Commission or other planning agency, the City Council performs the functions of the Planning Commission. Government Code Section 65103 and California Municipal Code Section 2-2.203 outline the functions of the Planning Commission that the City Council will perform during the suspension of the Planning Commission. The City Council has concluded that the suspension of the Planning Commission will ensure the timely and efficient processing of applications, and in turn, promote economic development and job creation. The suspension will allow the City Council to determine where impediments exist on the Planning Commission in order to move applications forward and create future policy to address existing issues.
FISCAL IMPACT:
Staff estimates that there will be minimal fiscal impact.
RECOMMENDATION:
Staff recommends the Council adopt the resolution as presented.
ENVIRONMENTAL IMPACT:
None
