RESOLUTION NO. 25-3136
A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF CALIFORNIA CITY AUTHORIZING THE SDI ADVISORY COMMITTEE TO EXECUTE A LETTER OF ENGAGEMENT WITH ENGEL AND ENGEL, LLP, CERTIFIED PUBLIC ACCOUNTANTS TO CONDUCT A FORENSIC AUDIT OF THE SDI FUND AND SDI MONIES WHEREAS, on March 25, 2025, the City Council passed Resolution No. 25-3119 regarding a forensic audit of the SDI fund; and WHEREAS, Engel & Engel, LLP requested clarification of language under Resolution No. 25-3119 in order to move forward with the forensic audit process; and WHEREAS, Resolution No. 25-3119 is hereby rescinded; and WHEREAS, the SDI Advisory Committee has reviewed, interviewed, and selected Engel and Engel, LLP, as the most qualified auditing firm to conduct a forensic audit of the SDI Fund and SDI monies and Robbie Cordes and John Elmes, on behalf of the SDI Advisory Committee, executed a proposal letter from Engel and Engel dated March 12, 2025; and WHEREAS, the SDI Advisory Committee wishes to ensure that the SDI funds are accounted for and invested and expensed in accordance with generally accepted accounting principles and in compliance with Government Code secton 53600.3; and WHEREAS, the Mayor and City Council have previously provided direction to conduct a forensic audit of the SDI Fund; and WHEREAS, City desires to authorize the SDI Advisory Committee to enter into a letter of engagement with Engel and Engel, LLP, for forensic auditing service.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of California City authorizes the following:
Robbie Cordes and John Elmes, as responsible parties for the SDI Advisory Committee, are hereby authorized to execute a letter of engagement with Engel and Engel, LLP.
The SDI fund will pay for the audit should the SDI Advisory Committee determine to move forward with Engel and Engel, LLP.
The foregoing resolution was introduced and adopted at a regular meeting of the City Council of the City of California City held on May 13, 2025, by the following vote, to wit:
