Sewer FY 2026/27 CIP List
Project #1
• Project Name: Aeration Conversion and upgrade
• Project Type: Repair and upgrade Aeration Basin
• Purpose: Aeration basin and motors have reached the end of their useful life. Aeration basin has significant erosion along the retaining banks. Current aeration motors are responsible for 50 percent or more of all WWTP power usage. This project will repair the banks and install a liner in the basin. Current aeration system is the most inefficient type of aeration available and are operated manually by timers. Aeration motors will be replaced with fine bubble diffusion, and an automated monitoring system will be added to monitor nutrient levels in real time and adjust air to the actual demand. • Cost: $1.5 million
• Funding Source: Water Fund GL#52 Fund Balance: $3.947million.
Project #2
• Project Name: Rebuild Clarifier #2
• Project Type: Repair and replace catwalk, motor, drive gears, baffles, weirs, discharge pipe, skimmer arms, scum collector arms, and energy dampening device • Purpose: Clarifiers have reached the end of their useful life. Clarifier #1 was rebuilt in 2021. The center discharge pipe doubles as a support structure. It has corroded due to it being submerged as part of its designed operation. The same is true for the skimmer and collection arms. They will be replaced with stainless steel, extending its useful life to 35- 40 years. An increase of 50% over expected life cycle for the current steel used in construction of the clarifier. Clarifier has been out of service since 2021. This will bring it back online and allow for alternating annual service of each clarifier, further extending out the life cycle of each clarifier.
• Cost: $300,000
• Funding Source: Water Fund GL#52 Fund Balance: $2.447million.
Project #3
• Project Name: Pump Replacement
• Project Type: Repair, replace, and size all plant pumps. • Purpose: All the pumps at the WWTP have reached the end of their useful life. They are the original pumps installed in 1994 and 2000. There is a size marked difference between Influent and Filter Influent pumps. The non tertiary system for the WWTP is engineered at 1.5 mgd. The tertiary system is 1mgd. The Filter Influent pumps are designed at 900 gpm. While the influent pumps are designed at 2,000 gpm. In the event of a power outage or heavy rain, the pumps can become swamped and must run for several hours straight to catch up. The Influent pumps will be sized down to 1500 gpm and the filter pumps will be upgraded to 1500 gpm. Preventing the Influent pump from overwhelming the Filter Influent pumps. Given the age of the pumps and efficiencies.
New pumps will provide more reliable service, less maintenance and decreased power costs.
• Cost: $300,000
• Funding Source: Water Fund GL#52 Fund Balance: $2.147million.
Project #4
• Project Name: Site equipment
• Project Type: New equipment purchase
• Purpose: Current Case Tractor (Gannon) is a 1999 model. Over the last few years, it has been in the shop more than it has been in use. We are seeking to purchase a new tractor for hauling and yard work at the plant. Given that the plant is around 20 acres, controlling weeds with backpack sprayers has been ineffective over the last few years. A dedicated agricultural sprayer for the tractor or a dedicated trailer will help keep weeds more easily under control. Prevent fire hazards, free up employee time for maintenance, and prevent encounters between wildlife and plant staff due to the livable and hiding placed created by the increased vegetation.
• Cost: $100,000
• Funding Source: Water Fund GL#52 Fund Balance: $2.047million Project #5
• Project Name: Zero Balance
• Project Type: Financial
• Purpose: The current Wastewater Divion financials show a capital projects balance of in fund 92 approximately $182,000. This balance has been carried since 2021 as a funding source for clarifier #1 rebuild project. A previous $12,000 balance has been carried over for an unknow period of time or purpose. This will move fund balance into the capital projects fund 92 and zero out these carried balances and allow a more transparent capital project funding in the future.
• Cost: $182,000
• Funding Source: Water Fund GL#52 Fund Balance: $1.865 million.
Project #6
• Project Name: Contingency
• Project Type: Financial
• Purpose: While all effort has been made using previous and actual costs from other cities available from their agendas, publicly available quotes, and other searches for actual prices have been made. There is the possibility that geopolitical or other external factors could affect the price beyond what is readily available or could be known. This is a contingency of 12% to ensure the projects are funded appropriately and future requests for additional funds can be avoided.
• Cost: $300,000
• Funding Source: Water Fund GL#52 Fund Balance: $1.565 million.
