MEETING DATE: January 18, 2022
PREPARED BY: Darlene Gerdes, Deputy City Manager/City Clerk RECOMMENDATION: That the City Council adopt Resolution No. 2022-02, a Resolution of the City Council of the City of Calimesa, California approving a new city logo and authorizing related actions.

BACKGROUND: At your December 6, 2021 meeting, Council reviewed the design of the City’s new logo created by CivicEngage (CivicPlus LLC), who is also working on creating a new website for the City. After Council review and discussion, there was Council consensus to approve the Logo and color scheme and direct staff to work with CivicPlus to move Calimesa California closer to the logo so that it displays more of a connection.

This logo shown is the final version following additional direction to CivicPlus of Council’s request and is also attached as Exhibit A to Resolution No. 2022-02
On December 1, 1990 the City Council adopted Resolution No. 90-26 which established the original City Logo. Since a new logo has been established, it is necessary that Council rescind Resolution No. 90-26 and adopt Resolution No. 2022-02 establishing the City’s new logo. Staff respectfully requests that the City Council adopt Resolution No. 2022-02 approving a new city logo and authorizing related actions.

CITY COUNCIL MEETING

AGENDA REPORT
AGENDA ITEM NO. 7
SUBJECT: AMENDMENTS TO THE APPROVED JOB DESCRIPTIONS FOR

FIRE CHIEF, ADMINISTRATIVE ASSISTANT CLASSIFICATION

SERIES AND ACCOUNTING TECHNICIAN
MEETING DATE: January 18, 2022
PRESENTED BY: Bonnie Johnson, City Manager
RECOMMENDATION: It is recommended that the City Council adopt Resolution No. 2022-01, a Resolution of the City Council of the City of Calimesa, California Adopting a Revised Position Classification Plan for City Personnel for Fiscal Year 2021-22.

BACKGROUND/DISCUSSION: The City of Calimesa recognizes the value in recruiting and retaining a well-qualified workforce. In addition, the City of Calimesa understands the need for succession planning in key City positions. Both goals are essential to the long-term stability of the City. In order to facilitate meeting these goals, the City, from time to time, may deem it appropriate to amend jobs descriptions, reclassify certain position(s) and/or adjust related compensation ranges.

With the recent retirement of the City’s Fire Chief, and the likely retirement of at least two more City Management positions over the next 2 to 3 years, the following amendments to job descriptions are being proposed:

Fire Chief
The current job description was approved prior to the City commencing its in-house Fire Department on January 1, 2018. As such, amendment is warranted to eliminate language that addresses duties prior to January 1, 2018. Also, recommended changes are proposed to the education and experience requirements to bring the job description more in line with other departments. In addition, when the Calimesa Fire Department was formed, initial salary levels were less than competitive. The City has steadily been addressing that issue. Although salary adjustments will be necessary throughout the Department in the future, an increase in compensation for the Fire Chief classification is recommended now to bring the salary into a somewhat more competitive range. This will facilitate the appointment or recruitment of the next Fire Chief. The only other changes are considered housekeeping in nature. The proposed revised job description as well as a redline version are attached as Attachment A to this staff report.

Accounting Technician Series
Commonly, public agencies (such as cities and special districts) will adopt a classification series of related jobs that reflect increasing responsibilities, skills, knowledge and abilities. This allows for existing employees to progress and move up based on longevity and/or job performance. In the past, the City of Calimesa adopted a classification series for Public Works Maintenance Worker and Administrative Assistant. Staff is now recommending that a series be adopted for the Accounting Technician classification. This would be accomplished by renaming the current entry level position Accounting Technician I and adding an Accounting Technician II

Page 32 of 78 ends

classification. The proposed revised job description as well as a redline version are attached as Attachment B to this staff report.

Administrative Assistant Series
As noted above, commonly, public agencies (such as cities and special districts) will adopt a classification series of related jobs that reflect increasing responsibilities, skills, knowledge, and abilities. This allows for existing employees to progress and move up based on longevity and/or job performance. In the past, the City of Calimesa adopted a classification series for Public Works Maintenance Worker and Administrative Assistant. Staff is now recommending that an Executive Assistant/Deputy City Clerk classification be added to the Administrative Assistant series. This will not only provide an opportunity for employee growth, but also provide an opportunity for succession planning in the City Clerk’s office. The proposed revised job description as well as a redline version are attached as Attachment C to this staff report.

In order to implement the above changes, certain steps must be undertaken. The proposed Resolution 2022-xx would do the following:
• Revise the Fire Chief Salary Range (F-11) from $83,932 - $107,121 to $100,718 - $128,545;
• Set the salary range for the Accounting Technician II at 23 ($49,003 to $62,580); • Set the salary range for the Executive Assistant/Deputy City Clerk at 30 ($68,995 to $88,096;
• Revise the respective Job Descriptions to incorporate all recommended changes.

FINANCIAL IMPACT: No additional appropriation is being requested at this time. Although there will be an initial annual impact estimated at $28,662, the impact for the balance of the fiscal is expected to be much less than that. See Attachment D to this report. Any need for a budget adjustment will be incorporated into the current year budget estimates as part of the upcoming 2022-23 budget process.
