SUBJECT: SUMMERWIND TRAILS PHASE 1 AT OAK VALLEY
DEVELOPMENT: REDUCE STREET AND TRAFFIC FACILITIES
DEVELOPMENT IMPACT FEE BOND
MEETING DATE: April 4, 2022
PREPARED BY: Bonnie Johnson, City Manager
Michael Thornton, City Engineer
RECOMMENDATION: That the City Council reduce the Street and Traffic Facilities DIF Bond (posted by JEN SoCal 1, LLC) from $2,438,316 to $1,277,744.
BACKGROUND: Phase 1 of the Summerwind Trails at Oak Valley Specific Plan (approved in 2005) consists of 633 residential dwelling units as depicted on the Summerwind Ranch Specific Plan Land Use Map within Planning Areas A-1 through A-8, located southwest of the Oak Valley Town Center Planning Area.
The City currently holds a Street and Traffic Facilities Development Impact Fee (DIF) bond, from JEN SoCal 1, LLC (Developer) in the amount of $2,438,316 as required per the “Summerwind Trails Development Impact Fee Credit Agreement” dated June 4th, 2018 (DIF Credit Agreement). This agreement required Developer to post a bond to ensure the payment of the City’s DIF for Phase 1 of the project until such time as DIF credits were earned by Developer for the construction of the street improvements. As the Developer moves into subsequent phases of the project, the above DIF bond will be further adjusted as appropriate.
With the build-out of Phase 1,certain street improvements have been constructed and Developer has requested that Council reduce the DIF bond by the appropriate amount. Developer has submitted, and City Engineer has approved, backup documentation as required by the DIF Credit Agreement to substantiate the costs of the street improvements applicable for DIF credits.
Therefore, it is appropriate to reduce the DIF bond by $1,160,572 to leave a remaining bond in the amount of $1,277,744 as described in the below summary table:

Agenda Item No. 8
SUBJECT: CHERRY VALLEY BLVD & PALMER AVE TRAFFIC SIGNAL
COLLISION DAMAGE REPAIR
MEETING DATE: April 4, 2022
PREPARED BY: Mari Shakir, Associate Engineer
RECOMMENDATION: That the City Council:
1. Adopt Resolution No. 2022-12 making findings in support of amending the FY 2021-22 budget to include an appropriation in the amount of $33,615; and
2. Approve the repairs at the Cherry Valley Blvd and Palmer Ave traffic signal in the amount of $33,615.
BACKGROUND: On June 13, 2017, a traffic collision occurred that resulted in damage of the traffic signal cabinet and backup battery system at the Cherry Valley Blvd & Palmer Ave intersection. Staff then requested a quote from Siemens (now Yunex) for the repairs. The original quote was in the amount of $40,713.77 and included the installation of a new TS2 P44 cabinet, external backup battery cabinet, battery backup inverter, backup batteries and a new decorative base cover. On February 27, 2019 an insurance claim check in the amount of $30,014.61 was issued to the City of Calimesa and deposited into the General Fund. However, the repairs were never completed.
The damage caused by the accident resulted in the cabinet being knocked off its base. During a recent maintenance call to the intersection, Yunex had noticed that rats were able to enter and nest in the unsecured cabinet causing significant damage to the wiring and resulted in components shorting within the signal. The City incurred $3,141 in costs for this callout and repairs.
Staff requested an updated quote to reflect using a less expensive option for the backup battery system. Yunex submitted a revised quote to the City in the amount of $33,615.
FISCAL IMPACT: The 2021-22 budget does not include this project. If approved, the budget will be amended to include an appropriation in the amount of $33,615 from the General Fund. Per the recent Mid-Year Budget Review, the General Fund has a projected $2.9 million of unreserved fund balance.

City Council Meeting
Agenda Report
Agenda Item No. 9
SUBJECT: INSTALLATION OF BATTERY BACKUP SYSTEMS AT
SIGNALIZED INTERSECTIONS
MEETING DATE: April 4, 2022
PREPARED BY: Mari Shakir, Associate Engineer
RECOMMENDATION: That the City Council approve the installation of backup battery systems at 3 signalized intersections in the amount of $16,845.
BACKGROUND: There are currently 6 signalized intersections within Calimesa City limits:
1) Calimesa Blvd & County Line Rd
2) Calimesa Blvd & Ave L
3) Calimesa Blvd & Myrtlewood
4) Calimesa Blvd & Sandalwood
5) Cherry Valley Blvd @ Marketplace
6) Cherry Valley Blvd & Palmer/Desert Lawn
The two newest intersections, #5 & #6 were constructed with backup battery systems. Staff is proposing that systems be installed for the older intersections, except for Calimesa Blvd and County Line Rd, since a future roundabout is proposed at that location.
On May 27, 2020, the City publicly advertised and invited Requests for Proposals for Citywide Traffic Signal Maintenance Services. As part of the cost proposal, the City requested a price for installation of battery backup systems. The successful bidder, Siemens (now Yunex) provided prices per intersection for two different systems:
Alpha BBS Clary BBS
Installation of New Battery Back-Up System (per intersection) $5,615 $10,800 Replace Battery Back-Up Unit $1,500 $5,700
Replace Batteries, Per Unit $898 $1,975
DISCUSSION: The current plan of action during power outages is for the maintenance crew to place temporary stop signs at the affected intersection. By the time the City is noticed of the outage to when the crew can place the signs, typically, a large window of time has passed that the intersection is without any signalization. Backup battery systems increase the safety of intersections
by allowing signals to keep running during power disruption. They also maintain the normal flow of traffic in contrast to the temporary stop signs.
Staff was informed by Siemens that the Clary BBS is slightly higher performing, but that they only take one brand of battery. It was also relayed that they have experienced product shortage for this battery at times. The Alpha BBS takes multiple battery brands and has a run time of 4 or more hours. The cost of replacing the Clary battery is twice as expensive as the Alpha. The Alpha BBS is more economical, and staff finds it adequate for the City’s needs.
FISCAL IMPACT: There are available funds within the Public Works budget to cover the cost of installation.

SUBJECT: APPROVE LIST OF PROJECTS FOR SUBMITTAL TO THE
CALIFORNIA TRANSPORTATION COMMISSION FOR FY 2021-22
FUNDING, AND APPROPRIATION OF $233,326 FROM FUND 22
TO FUND THE PROJECTS
MEETING DATE: April 4, 2022
PREPARED BY: Mari Shakir, Associate Engineer
RECOMMENDATION: That the City Council Adopt Resolution No. 2022-13, a Resolution of the City Council of the City of Calimesa approving the attached list of projects for submittal to the California Transportation Commission to be eligible for Road Maintenance Rehabilitation Account Funding for Fiscal Year 2021-22 and appropriate $233,326 to the project list from Fund 22 – Road Maintenance & Rehabilitation Account (RMRA).
BACKGROUND: On April 28, 2017, the Governor signed Senate Bill (SB1), which is known as the Road Repair and Accountability Act of 2017. To address basic road maintenance, rehabilitation, and critical safety needs of both the state highway and local streets and roadway system, SB1 increases per gallon fuel excise taxes, increases diesel fuel sales taxes and vehicle registration fees; and provides for inflationary adjustments to tax rates in future years.
Beginning November 1, 2017, the State Controller started depositing various portions of this new funding into the newly created Road Maintenance and Rehabilitation Account (RMRA). A percentage of this new RMRA funding will be apportioned by formula to eligible cities and counties pursuant to Streets and Highways Code (SHC) Section 2032 (h) for basic road maintenance, rehabilitation, and critical safety projects on the local streets and roads system.
In order for the City to receive their apportionment of RMRA funds, it must submit a list of projects it proposes to be funded with RMRA funds. The CTC requires this List of Projects be submitted by July 1, of each year and the list must be adopted by City Council Resolution. The List of Projects will be submitted to the CTC by the July 1 deadline, and the projects on the list will be included in the City’s Capital Improvement Program budget that is adopted by the City Council at a regular public meeting by June 30th of each year.
The project list identifies the County Line Road Corridor Improvement Project. This project is a joint improvement project with the City of Yucaipa to construct improvements on County Line Road from Calimesa Boulevard to Bryant Street including signalized, 4-way stop or roundabout intersections, sidewalk, ADA ramps, bike lanes, utility relocations, and street widening.
A complete funding plan and separate agreement for this project was presented to City Council and approved on March 5, 2018.
This action is necessary for the City to receive the RMRA funds and is pursuant to Streets and Highways Code Section 2034(a)(1).
FISCAL IMPACT: Calimesa is anticipating receiving $233,326 as its FY 22-23 contribution from SB1. This will be placed into Fund 22, which was established as a result of the passage of SB1.

TH STREET PARK EXPANSION – REQUEST FOR PROPOSAL
FOR PARK DESIGN SERVICES
MEETING DATE: April 4, 2022
PREPARED BY: Mari Shakir, Associate Engineer
Kelly Lucia, Planning Manager
RECOMMENDATION: That the City Council direct staff to release a Request for Proposal for Park Design Services for the 4th Street Park Expansion Project.
BACKGROUND: City staff along with the Parks, Trails & Community Services Commission proposes the construction of an expansion to the existing 4th Street Park. The existing park includes playground and exercise equipment, picnic tables, drinking fountains, a pavilion, garden areas, and walking paths. The 2.31-acre City-owned lot at 941 5th Street is currently vacant except for a portion of the dog park that extends onto the property.
DISCUSSION: Staff is looking into two funding sources for this project: Park Improvement Fees and a small Prop 68 grant. On November 2, 2020, Council passed a resolution to approve the filing of an application for Prop 68 Per Capita grant funds. For the General Per Capita funding, the City of Calimesa received an allocation of $177,952. For the Urban County Per Capita funding, the City received an additional allocation of $5,598. Staff submitted an application on December 23, 2021 and is awaiting further instructions from the grant administrator. The Park Improvement Fees fund has an approximate balance of $3.3 million. After reviewing similar park projects in Southern California, staff feels this amount is adequate to construct the expansion.
On October 6, 2021, a workshop was held at the Parks, Trails, and Community Commission meeting to solicit feedback from the community. Neighboring residents were sent letters to attend, and the general public was noticed via public hearing, social media, and a News Mirror posting. An online survey was also provided to acquire feedback. A second community workshop was held on November 8, 2021 as a Special Joint Workshop of the Planning Commission and the Parks, Trails and Community Services Commission.
After the two workshops, staff moved forward with a site plan to submit for the Prop 68 grant. The major components included are:
- 4 Pickleball courts
- Walking trails
- An adaptable open sports area
- Parking lot
- Maintenance shed
- Bathrooms
Staff is proposing to release a Request for Proposal to procure a contract with a landscape architect to design a park expansion to include these components. Once the services have commenced, the successful architect will be expected to fine-tune costs, and additional amenities may be proposed based on allowable budget. Further workshops are expected.
FISCAL IMPACT: There is no fiscal impact at this time. Staff will return to council to recommend award and determine fiscal impact.
