City Council Meeting
Agenda Report
Agenda Item No. 13
SUBJECT: MID-YEAR FINANCIAL AND BUDGET REPORT FISCAL YEAR 2022-23
MEETING DATE: February 6, 2023
PREPARED BY: Celeste Reid, Finance Director and Treasurer RECOMMENDATION: That the City Council approve Resolution No. 2023-09 a Resolution of the City Council of the City of Calimesa amending the Fiscal Year 2022-23 Budget to include certain recommended adjustments.

DISCUSSION: This mid-year budget update is provided to the City Council consistent with policy and to maintain best practice methods of financial management. The budget is reviewed on an ongoing basis to ensure the fiscal management and integrity of the City of Calimesa’s operations and capital improvement projects. This report will provide financial and budget information and includes updated projections for fiscal year 2022-23 for each fund (Attachment A) with recommended updates to the budget for fiscal year 2022-23 (Attachments B through E).

General Fund
Fiscal year ending June 30, 2022
The results of revenues, expenditures and fund balances for fiscal year ending June 30, 2022 have been provided in the General Fund Summary for Attachment B. A summary of actual results to the projected actual results provided in the Fiscal Year 2022-23 Adopted Budget book is detailed below:

Actual Projected Actuals
FY2021-22 FY2021-22 Difference
Beginning Fund Balance $7,237,942 $ 7,237,942 $ -
Revenue 9,247,801 8,844,055 403,746
Expenditures 7,486,152 8,434,496 (948,344)
Net Change in Fund Balance 1,761,649 409,559 1,352,090
Ending Fund Balance $8,999,591 $ 7,647,501 1,352,090

Page 435 of 449 ends

The projected results of fiscal year 2021-22 were provided in the fiscal year 2022-23 original budget approved by Council on June 6, 2022. Consistent with direction from City Council and prudent fiscal management policies, projections are oftentimes conservatively estimated and actual results may differ from projections. For fiscal year 2021-22, actual results differed from final budget projections with increased revenues of approximately $404,000 and expenditure savings of approximately $948,000.

Budgetary Carryovers
Resolution No. 2022-24, which approved the fiscal year 2022-23 budget, was adopted on June 6, 2022. Section 4 of the Resolution provides that, at the end of fiscal year 2021-22, certain purchase commitments or contracts may exist representing contractual obligations of previously budgeted funds. In addition, certain amounts related to one-time allocations for specific projects and services may remain unspent. This is common in the Capital Improvement Plan (CIP) wherein projects may frequently cross fiscal years. At the City Manager’s discretion, these amounts will be deemed budgeted as an addition to the budget amounts approved in the resolution so long as these amounts do not cause expenditures in fiscal year 2021-22 to exceed projected actuals as shown in the proposed fiscal year 2022-23 budget.

The City Manager concluded carryovers were necessary for expenditures and projects not completed by June 30, 2022. The carryover amounts met the terms as established in the Council Resolution. A schedule of carryovers for the General Fund of $387,620 of expenditures from fiscal year 2021-22 into fiscal year 2022-23 has been provided in Attachment F. This schedule includes carryover amounts for all funds.

The General Fund Summary Mid-Year Budget Review for fiscal year 2022-23 (Attachment B) includes reporting for actual activity for fiscal year 2021-22, amended budget for 2022-23, revised estimates for 2022-23, and a column of the recommended adjustments for Council Approval that have been incorporated into the revised budget estimate. Council has previously approved some of the recommended adjustments either in concept or through staff reports and council resolutions.

The fiscal sections of staff reports with previously approved items indicated budget changes were to be incorporated into mid-year budget adjustments.

Revenue
The City’s conservative fiscal management policy requires that staff routinely monitor and assess revenue trends and changes and identify onetime revenue increases such as grant revenues, developer contributions or higher than average development fees. One-time revenue increases are identified to ensure one-time revenue sources are not used for operational expenditures such as ongoing salaries or maintenance costs.

General Fund recommended revenue adjustments for fiscal year 2022-23 are projected to increase revenues by approximately $2.87 million. The adjustments are comprised of approximately $350,000 of ongoing revenue increases which includes favorable and steady increases in property and sales taxes. Adjustments also include approximately $2.52 million of one-time revenue. Onetime revenues include a developer contribution of approximately $1.665 million for the purchase of the City’s new Fire Aerial Ladder Truck, a development project with development fees of

Page 436 of 449 ends

approximately $470,000 and recycling revenue of approximately $390,000. Further General Fund revenue details can be found in
Attachment C.

Expenditures
General Fund recommended expenditure adjustments for fiscal year 2022-23, which are further detailed in Attachment D and below, are projected to increase expenditures by approximately $2.96 million. The recommended adjustments are comprised of approximately $40,000 of ongoing expenditures increases in accordance with the new City Manager’s contract and a small increase in anticipated dues payments.

The balance of $2.92 million of recommended one-time expenditure adjustments includes expenditures identified below:
• As approved by Resolution No. 2022-39 on August 8, 2022, the City Council approved the purchase of a Fire Aerial Ladder Truck. The total $2.2 million cost includes the acquisition of the truck, outfitting, and apparatus training. The Fire Aerial Ladder Truck is funded with a developer contribution of $1.665 million recognized in fiscal year 2022-23, as identified above in the revenue section. The balance of funding for the Fire Truck will come from a separate developer agreement of $450,000 and an approved DIF allocation of approximately $85,000, both of which are anticipated to be received in future fiscal years. In the interim, the balance of the purchase will be funded through a combination of other one-time revenues and fund balance.
• Resolution No. 2022-73, approved by the City Council on November 21, 2022, added the position of Executive Advisor to the City Manager to the City’s position classification schedule as part of the transition plan between the outgoing City Manager and newly hired City Manager . The estimated cost of the new position with salary and benefits through June 30, 2023 is approximately $158,000 with funding offset through other one-time revenues. A significant portion of these costs would have been recognized as a payout of accrued compensated absences if the outgoing City Manager had retired at the time of the hiring of the new City Manager. Factoring in this transition plan, compensated absences with the anticipated retirement- is now estimated to be approximately $208,000. There is a fund balance reservation of $160,000 for the purpose of compensated absence distributions, the balance of which will be funded through other one-time revenues. • One-time professional services increases of approximately $350,000 are in accordance with contractual agreements in relation to one-time revenue collections for higher than average development planning and fire prevention fees. There are estimated one-time revenues of $470,000 provided to offset this expenditure.

All other recommended expenditure adjustments are directly offset by savings in other departmental accounts resulting in no net effect on the fiscal year 2022-23 budget.

The analysis of recommended adjustments and future year revenue projections in relation to one-time and ongoing revenues and expenditures are as follows:

Page 437 of 449 ends

Analysis of Recommended Adjustments Ongoing vs Onetime
Ongoing
Revenues $ 349,400
Expenditures 40,000
Increase in Funds $ 309,400
One-time
Revenues $2,518,621
Expenditures 2,920,136
Use of Funds (401,515)
Net Use of Funds in Fiscal Year 2022-23 $ (92,115)
Future Fire Truck Funding
Developer Agreement $ 450,000
DIF Fire Department 85,000
Total Future Funding for Fire Truck $ 535,000
Fund Balance Analysis
The total General Fund ending fund balance as of June 30, 2023, is projected to be $7,553,989 with adoption of the recommended adjustments as identified in this report and Attachments A-E. This is a reduction in the ending fund balance of approximately $92,000 from the current amended budget for fiscal year 2022-23. It is important to note, however, that while it is too early to estimate expenditure savings, historically the City has spent less than budgeted and it is anticipated that this trend will continue in Fiscal Year 2022-23.

Other Funds
Attachment E contains the recommended revenue and expenditure adjustments for all other City funds. The recommended adjustments are summarized below:
• Insurance Fund – Adjusted to actual known changes through December 31, 2022 • Library Fund – Previously authorized allocation of donations for the construction of the new city library is being recognized as revenues and expenditures, with a net zero, neutral effect on the total budget.
• Road Maintenance and Rehab (RMRA) – Recommended decrease in revenue from prior projections.
• Gas Tax - Recommended decrease in revenue from prior projections and contract adjustment previously approved by Council.
• Measure A – Recommended increase in revenue from prior projections. • Traffic Improvement Fee DIF – Several projects required realignment with budget with respect to revenue and expenditure reporting. It should be noted the County Line Road Interchange project is based on a tentative agreement with Yucaipa and, accordingly, the recommended adjustments are estimates and may be subject to further adjustments. • Community Facility Districts – Projected utility costs are anticipated to increase and a JP Ranch slope and planting project is recommended as well. Recommended adjustments will use accumulated fund balances that have been set aside for purposes including improvement projects.

Staff will be seeking City Council direction regarding the remaining balance of $917,456 for future appropriations. The City must obligate funding by December 2024 and funds must be spent by December 2026.
