City Council Meeting
Agenda Report
Agenda Item No. 5
SUBJECT: THIRD AMENDMENT TO AGREEMENT FOR PROFESSIONAL
CONSULTING SERVICES (ON-CALL PLANNING) WITH MICHAEL
BAKER INTERNATIONAL, INC.
MEETING DATE: May 19, 2025
PREPARED BY: Will Kolbow, City Manager
RECOMMENDATION: That the City Council approve Amendment No. 3 to the Agreement for professional consulting services (on-call planning) between the City of Calimesa and Michael Baker International, Inc. (“MBI”).
BACKGROUND/DISCUSSION: As the Council is aware, the City is currently experiencing a great deal of proposed entitlement and development activity. This development activity is occurring in the City’s downtown area and existing core, within the Summerwind Ranch Specific Plan area, the Mesa Verde Specific Plan area, and others. The Planning Department is currently staffed with two fulltime employees – one Planning Director and one Senior Planner. Due to the volume and complexity of the development that is occurring, the City is in need of supplemental professional services. The City contracts with several firms to provide supplemental services, including MBI, which has successfully provided on-call planning services since February 2022. The initial Agreement with MBI was amended and extended in June 2023 and April 2025.
The annual not-to-exceed amount of the Agreement with MBI is $100,000. The City’s Planning Director has been on an extended leave, so MBI has been providing supplemental staffing services in her absence. The Planning Director intends to return to work in July 2025. As a result of the additional services provided, the current term, covering July 1, 2024 through June 30, 2025, will exceed the annual amount allowed under the Agreement. The Third Amendment will increase the not-to-exceed amount for the current term only to $150,000. All other provisions of the Agreement will remain the same.
FISCAL IMPACT: The total contract compensation amount is $710,000, with a not-to-exceed amount of $60,000 for the initial term, and $100,000 for each additional term (i.e. fiscal year), except for the period of July 1, 2024 through June 30, 2025, which will be $150,000 with approval of this Third Amendment. It is anticipated that all charges related to this contract will be borne by development project deposits. Thus, there is no General Fund impact anticipated by this contract.

Agenda Report
Agenda Item No. 6
SUBJECT: AUTHORIZATION TO PURCHASE THREE FORD VEHICLES
INCLUDED IN THE FY 25-26 CAPITAL IMPROVEMENT PLAN
PRIOR TO BUDGET ADOPTION
MEETING DATE: May 19, 2025
PREPARED BY: Mari Shakir, Public Works Director
RECOMMENDATION: That the City Council:
1) Authorize the early purchase of three vehicles included in the proposed FY2025-26 CIP, and 2) Adopt a resolution approving a budget appropriation in the amount of $225,000 from the General Fund Reserve to fund the purchases and delegating authority to the City Manager to execute purchase agreements up to $225,000.
BACKGROUND: As part of the proposed FY2025-26 Capital Improvement Plan, staff identified the need to replace three aging City vehicles:
• Ford Ranger COP Vehicle – $45,000
• Ford F-350 Crew Cab – $100,000
• Fire Department Squad Vehicle (F150/F250) – $80,000
These vehicles were selected due to age, mileage, ongoing repair costs, and efficiency concerns.
Collectively, they represent a total estimated cost of $225,000, all to be funded by the General Fund Reserve as included in the CIP.
DISCUSSION: Ford Motor Company is offering employee pricing on fleet vehicle purchases through July 7, 2025. Staff has been advised that this pricing represents a significant discount, and that postdeadline pricing may be materially higher due to market and tariff uncertainties. To secure this limited-time pricing and avoid cost increases, staff requests early authorization to proceed with the purchases prior to budget adoption, which is scheduled for June 2, 2025 to be effective July 1, 2025.
Additionally, staff requests that the City Manager be delegated authority to approve and execute the purchase agreements for the three vehicles in an amount not to exceed $225,000, provided purchases are completed by the July 7 deadline.
FISCAL IMPACT: The General Fund will transfer funds to the Vehicle Replacement Fund to support this one-time $225,000 expenditure. The General Fund budget will increase to reflect the fund transfer and the Vehicle Replacement Fund Vehicle Expenditures budget will increase by $225,000.
ATTACHMENTS:
Attachment A: Resolution No. 2025-19
RESOLUTION 2025-19
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CALIMESA
APPROVING A BUDGET APPROPRIATION IN THE AMOUNT OF
$225,000 FROM THE GENERAL FUND RESERVE FOR THE PURCHASE OF THREE VEHICLES INCLUDED IN THE FY2025-26 CAPITAL
IMPROVEMENT PLAN AND DELEGATING AUTHORITY TO THE CITY
MANAGER TO EXECUTE PURCHASE AGREEMENTS
WHEREAS, the City Council is reviewing the Fiscal Year 2025-26 Capital Improvement Plan (CIP), which includes funding for the replacement of three aging City vehicles; and
WHEREAS, the three vehicles identified include one Ford Ranger COP Vehicle (Public Works), one Ford F-350 Crew Cab (Public Works) and one F-150 or F-250 Squad Vehicle (Fire Department); and
WHEREAS, the estimated total cost for all three vehicles is $225,000, to be funded by the General Fund Reserve; and
WHEREAS, Ford Motor Company is offering employee pricing on fleet vehicle purchases until July 7, 2025, which may result in substantial cost savings to the City; and WHEREAS, delaying the purchases beyond that date could result in higher costs due to the expiration of the special pricing program and potential tariff impacts;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CALIMESA HEREBY FINDS, DETERMINES, RESOLVES AND ORDERS AS FOLLOWS:
1) A budget appropriation in the amount of $225,000 is hereby authorized from the General Fund Reserve to the Vehicle Replacement Fund for the purchase of the vehicles, in addition the Vehicle Replacement Fund Vehicle Expenditure budget will increase by $225,000
2) The City Manager, or their designee, is authorized to approve and execute all documents necessary to complete the purchases, provided that the total amount does not exceed $225,000 and that all vehicles are ordered no later than July 7, 2025.
PASSED, APPROVED, and ADOPTED this 19th day of May, 2025. _____________________________________
