CITY COUNCIL MEETING
Agenda Report
Agenda Item No. 4.
SUBJECT: Summerwind Trails Phase II-V: Approval for Finance Parcel Map No. 38212
MEETING DATE: May 4, 2026
PREPARED BY: Mike Thornton, City Engineer
RECOMMENDATION:
That the City Council:
1. Authorize approval of Finance Parcel Map No. 38212 and authorize the City Clerk to sign the map.
2. Execute the Survey Monumentation Agreement and accept the survey monumentation bond.
3. Accept the dedications offered for public use subject to their improvement in accordance with City Standards.
4. Authorize the City Clerk to forward for recordation at the County Recorder's Office.
BACKGROUND:
Tentative Parcel Map No. 38212, was approved at the City Council meeting held on July 21, 2025 by Resolution No. 2025-44. This approval was for the finance and conveyance purposes for Phase 2 of Summerwind Trails phases 2 through 5 (Tentative Tract Map No. 33536) and the lots created as part of this map do not create legal building lots. This map does not remove any development requirements set forth through City Council Resolution No. 2025-43 (for separate Tentative Tract Map No. 33536 Amendment 1), which must be satisfied with development of the property.
DISCUSSION:
The Developer for Parcel Map No. 38212 has requested final approval of said map. The final map has been reviewed by the City Engineer and found to be substantial compliance with the approved tentative parcel map. Therefore, in accordance with the State of California Subdivision Map Act, Chapter 4, Article 66474.1, it is in order for the Council to give final approval to this map.
This proposed Finance Map is consistent with the previously approved entitlements including Environmental Assessment (EA) 23-03, General Plan Amendment (GPA) 23-02, Specific Plan
Amendment (SPA) 22-01, Tentative Tract Map (TTM) 33536 Amendment 1 and Tentative Parcel Map (TPM) 38212.

Agenda Item No. 5.
SUBJECT: Treasurer's Report for the month ended March 31, 2026 MEETING DATE: May 4, 2026
PREPARED BY: Celeste Reid, Finance Director
RECOMMENDATION:
That the City Council receive and file the Investment Report for the month ended March 31, 2026.
BACKGROUND:
DISCUSSION:
The investment report provides information in accordance with the Investment Policy approved by Council Resolution No. 2025-50. Information includes the reporting of realized and unrealized gain and loss activity for the respective month of reporting. Generally, unrealized gains and losses are the day-to-day increases or decreases in an assets value. Until an investment is sold for cash, the gains or losses remain unrealized. Realized gains and losses reflect the results of selling of investments and are the difference between the cost basis and the market value as of the transaction date of sale. The City will continually have reportable changes of unrealized gain and loss activity between cost basis and market value as underlying investments are subject to the variability of market conditions. Staff evaluates investment options on an ongoing basis to ensure reasonable access to funds and reserves are set aside to maintain availability of cash position for general operations and capital assets.
Significant transactions during the month include a transaction of $2,000,000 from the LAIF bank account to the Bank of America bank account on March 4, 2026.
FISCAL IMPACT:
Revenue of $9,955 interest and dividend earnings was recognized for Checking Sweep account, CFD and Successor Agency funds.

SUBJECT: Community Grant Award Application
MEETING DATE: May 4, 2026
PREPARED BY: Will Kolbow, City Manager
RECOMMENDATION:
That the City Council provide guidance to staff regarding the Community Grant Award application.
BACKGROUND:
City Council in October 2025 approved the City of Calimesa Community Grant award guidelines and an application process for nonprofit organizations requesting funds from the City of Calimesa. To request funds from the Community Grant program, interested applicants on behalf of respective nonprofit organizations are required to submit a completed application for consideration by the City Council.
DISCUSSION:
Staff communicated Community Grant Award guidelines to potential applicants via direct conversation, emails, phone calls and social media outreach to organizations that may be interested in the program as well as organizations that previously received funding from the City of Calimesa.
The City of Calimesa received a completed application on April 1, 2026, from Yucaipa Calimesa Veterans Committee requesting a grant of $1,000. A copy of the received application and IRS Determination Letter is available for reference as attachments to this staff report. The Finance Committee met in April 2026 for discussion and the committee provided valuable input and suggestions for the grant award amount. Staff respectfully request City Council discussion and guidance regarding a potential grant award amount of the received application.
FISCAL IMPACT:
The City of Calimesa Fiscal Year Budget for 2025-26 has sufficient budget for the $1,000 requested from the grant applicant.
