CALIPATRIA CITY COUNCIL AGENDA ITEM
Date Submitted: June 18, 2026
Submitted By:
Council Meeting Date: June 23, 2026
Discussion / Action
Subject: CR&R 2026-2027 Annual Rate Adjustment for Solid Waste and Recycling Services Background:
The City of Calipatria maintains a franchise agreement with CR&R Environmental Services for residential and commercial solid waste and recycling collection services. The current agreement was restated and amended in 2022 and provides for an annual rate adjustment based on changes in the Producers Price Index (PPI) and Consumer Price Index (CPI). Pursuant to the agreement, annual rate adjustments are implemented on July 1 of each year and are capped at a maximum increase of 4% per fiscal year.
For the upcoming fiscal year, CR&R has calculated an allowable rate adjustment of 2.1%, based on the applicable CPI index provisions outlined in the agreement.
For residential customers with one set of carts, the monthly rate will change as follows:
• Current rate: $25.81 per month
• Proposed rate: $26.35 per month
• Monthly increase: $0.54 per account
This adjustment reflects increases in operational costs, including fuel, labor, equipment maintenance, and disposal-related expenses, consistent with the terms of the franchise agreement.
Commercial service rates will also be adjusted by the same 2.1% CPI factor in accordance with the agreement.
Recommendation:
Staff recommends the City Council approve the Annual Rate Adjustment in accordance with the terms of the Agreement.
Fiscal Impact:

Re: Annual Rate adjustment for Solid Waste and Recycling Services for 2026-2027 Dear Ms. Guitierrez:
We have prepared for your review the solid waste rate adjustments based upon the formulas within our Franchise Agreement.
As provided for in the 2022 restated and amended agreement in Article 6, Sections 6.3 through 6.4 of the Franchise Agreement between the City of Calipatria and CR&R Incorporated for Integrated Solid Waste Management, the rates illustrated in Exhibit "3A" shall be adjusted annually to reflect the change in various cost categories of the Producers Price Index (PPI) and the Consumer Price Index (CPI). The indexes used are the actual December to December indexes for 2024 to 2025.
Due to the notification requirement, some indexes are considered preliminary (P), but often do not change when finalized. The annual adjustment is limited to a maximum of 4% annually and is implemented July 1s' of each year.
As such, we have supplied copies of the U.S. Department of Labor Statistics for the 12-month change (December to December). The calculations utilized in the attached Forms give an exact number to each category, based upon our contractual arrangement. The contractual CPI index has also been utilized for the disposal change. Rates for services not listed in the attached worksheets will be adjusted according to the percentage change within each service type category.
With your review and approval, the adjustments will be implemented with the both the City and CR&R's July 1, 2026 billing.
As always, it is a pleasure being of service to the City of Calipatria.
Respectfully submitted,
Matthew Gray

Justification
A comparison of fire inspection costs was performed between Imperial County Fire Department and the Brawley Fire Department. Based on the fee schedules reviewed, a rough average was determined to provide the most cost-effective option. While all agencies provide comparable fire prevention and inspection services, the average resulted in the lowest overall cost impact and best value for the project.
