1. CALL TO ORDER - ROLL CALL - SALUTE TO THE FLAG
Mayor Canning called the regular session to order at 6:07 p.m.

2. REPORT FROM CLOSED SESSIONS
Mayor Canning reported Council held a Closed Session at 5:00 p.m. regarding labor negotiations. There was no reportable action.
3. ORAL COMMUNICATION ON CONSENT ITEMS OR NON-AGENDA ITEMS Oral communication was received. FDurriya Syed made a comment regarding wildfire.
4. ADOPTION OF MEETING AGENDA
A motion was made by Councilmember Williams and seconded by Vice Mayor Lopez-Ortega.

5. CITY MANAGER'S REPORT
City Manager Laura Snideman provided updates regarding upcoming events. On October 5th there will be a Water & Sewer Open House. Additionally, on October 6th there will be an opportunity to receive the COVID-19 booster and flu shot at the high school. Lastly, there will be a building code update at the Community Center at 4:30 p.m.
6. CONSENT CALENDAR
A motion was made by Councilmember Kraus to adopt the consent calendar as presented, seconded by Councilmember Williams.

6.1 . Adoption of Resolution No. 2022-80 - Amending the Unrepresented Employees' salary schedule by including the newly authorized position of Management Analyst 1/11 and adding the temporary, at-will classification of Non-Classified EmployeeProfessional/Technical.
7. GENERAL GOVERNMENT
7.1. Adoption of Resolution No. 2022-081 -Approving and Authorizing the Purchase and Sale Agreement and Escrow Instructions and the Declaration of Covenants and Restrictions with the County of Napa for the Purchase of the Entire Napa County Fairgrounds (APNS 11-140-055, 011-140-006, 011-140-007 and 011-481-022) (approximately 70.6 acres).
Councilmember Gift recused herself due to a property proximity conflict and left the meeting at 6:22 p.m.
City Attorney Michelle Kenyon introduced Commercial Real Estate Attorney Laurie Gustafson who presented the item. Gustafson shared the future shares of net revenue and read change into the record.
Council and staff discussion ensued. There is a significant amount of maintenance and repair needed before the fairgrounds can be used.
Public comment was received.
A motion was made by Councilmember Williams to adopt the resolution, seconded by Councilmember Kraus.

7.2. Discussion and direction regarding Fairground acquisition funding.
Attended virtually: NHA Advisors Managing Principal Craig Hill and Associate Roy Kim James A. Wawrzyniak Jr. Esq. with Jones Hall.
City Manager Laura Snideman presented the item and introduced Craig Hill, Hill proceeded to present a PowerPoint.
Public comment was received.
There will be a balanced allocation and review of scenarios on October 11th.
8. COUNCIL REQUESTS AND IDEAS FOR DISCUSSION
Councilmember Williams brought up an issue regarding trash in the parklets.
Vice Mayor Lopez-Ortega made a reminder regarding the Water & Rates Open House.
Councilmember Gift rejoined the meeting at 8:50 p.m.
9. ADJOURNMENT
Mayor Canning adjourned the meeting at 8:52 p.m.
