City of Calistoga ECONOMIC DIVERSIFICATION Application Information Purpose. The City of Calistoga wishes to support endeavors that diversify the local economy.
On April 5, 2022 it established a Business Diversification Program charged with distributing funds to encourage a more diverse local economy. In awarding funds the primary consideration will be: How will a grant advance a more diversified economy in Calistoga? Criteria for awarding grants include the following:
a) the applicant must reside within the boundaries of the Calistoga school district; b) the applicant’s business must offer a product or service not otherwise readily available locally;
c) the applicant must demonstrate need;
d) the applicant’s business must demonstrate promise of success.
The Process. Upon receipt, an application will be reviewed by a subcommittee of the City Council. If the proposal qualifies an applicant for a grant, the subcommittee will make a recommendation to the City Council. The City Council ultimately decides whether to award a grant, and the amount of the grant. Grants do not need to be repaid. Grants are intended to encourage a more diverse local economy and are not to be used for other purposes such as discharging a legal debt, awarding bonuses, or taking vacations. Any tax liability associated with acceptance of a grant is solely the grantee’s responsibility.
The Application.
I. To be considered for a grant, submit a page that states your name, business name, mailing address, phone number, and email address.
II. Also on that page please consider these questions:
1) What product or service do you propose to offer?

3) What is the longer-term vision for your business?
4) How will your business serve Calistogans? Will it also serve a larger market? 5) How much assistance do you request?

7) If a grant is awarded you, do you agree to provide semi-annual reports to the city council for two years on the difference your grant made in your business? III. Accompanying your application, please provide three personal or business references.

City of Calistoga
STAFF REPORT
To: Honorable Mayor and City Council
From: Rachel Melick, Parks & Recreation Director
Meeting: City Council - Mar 21 2023
Subject: Redistribution of Funds Allocated to Parks and Recreation Needs Assessment to Parks and Recreation Programs
DESCRIPTION:
Redistribution of Funds Allocated to Parks and Recreation Needs Assessment to Parks and Recreation Programs
RECOMMENDATION:
Receive update and provide additional input on redistribution of parks and recreation needs assessment funds to alternate programs.
BACKGROUND/SUMMARY:
During the 2022 budgeting process for FY 22/23 the city council approved the allocation of up to $35,000 to obtain community input on city services focused on recreation programing. In December of 2022 when the item was brought to council to enter into a contract with a firm to develop and deliver the statistically-valid needs assessment, council did not approve the contract and gave direction to utilize those funds on alternate parks and recreation programs.
At the January 17 city council meeting, Councilmember Eisenberg requested an update on the use of those funds.
ANALYSIS:
Over the course of the last three months staff has identified new and additional programs and welcomes further recommendations from council on any programmatic ideas council would like to see in the community. The following programs have opened to participants with positive response:
• Adult Pickleball Lessons- $2000
• Senior/adult Excursion to Orpheum- $2500
Additionally staff has identified the following programs serving a wide range of the community with an emphasis on youth and seniors.
• Teen Excursion to a San Francisco Giants Game- $2500
• Second Adult/Senior Excursion to museum exhibit in San Francisco- $2500 • Additional pickleball classes beyond what is offered currently- $1500 • Full Day Week Long Summer Camp with National Academy of Athletics- $1800 • Summer Soccer Skills Clinic with Napa United- $4500
Item #9.4.
• Additional special event movie night for community in conjunction with Seis de Mayo special pool event- $2000
Since the funds are already budgeted in contract services there would be no additional fiscal impact nor a need for formal council action as a budget adjustment is not required. If activities proceed as staff currently plans, an estimated $19,300 will be spent leaving a remaining balance of $15,700. Staff welcomes any ideas brought by the council and looks forward to receiving feedback.
CONSISTENCY WITH CITY COUNCIL GOALS AND OBJECTIVES:
Goal 4. Expand and improve recreational facilities. Objective 1. Provide diverse and affordable recreational programs, including senior fitness. Collaborate with other agencies and groups to achieve this objective.
CEQA STATUS:
N/A
FINANCIAL IMPACT:
The funds are budgeted in contract services. Therefore, there is no additional fiscal impact nor a need for a budget adjustment.
