6.6. Consideration of a Resolution that:

1. Conditionally awards a construction contract to Argonaut Constructors Inc. for the Riverside Ponds & Headworks Mitigation Project (Project) for the base bid amount of $5,056,615, subject to Argonaut Constructors providing all documents in satisfaction of the bid award requirements, and the city waives and minor bid irregularities.

2. Approves the Project construction budget in the amount of $6,566,615, which includes the base bid in the amount of $5,056,615, a contingency of 15% for construction in the amount of $750,000 and 15% for construction management, environmental compliance, special inspections, and material testing with a budget amount of $760,000 and authorizes the Public Works Director to negotiate and approve contract change orders up to the approved construction budget amount.

3. Authorizes the City Manager to execute the Project contract on behalf of the City of Calistoga.

4. Authorizes the City Manager to negotiate and execute a Professional Service Agreement to a qualified consultant to perform construction management, environmental compliance, special inspections, and material testing with a budget amount of $760,000.

Provide direction to staff regarding various proposed pool season changes related to the opening of the pool and modification of fees for the high school, pre-season lap swimming, and non-resident youth. An example of a motion might be to:

We/I can only hope that all citizens that are concerning the future of the Iconic Calistoga Speedway will be in full appreciation what this venue has meant to the economy of the Village of Calistoga, from the auto shops, the pizza shops, the camping area, the fair grounds, and more. Yes, there is a history and that history has changed to a great wine industry which has driven out many visitors, no matter what your current statistics show.

Please look forward and keep the stands full and the park full of RV'ers. There are many other entertainment ideas that are possible in the Race Park...Renaissance Fairs, Music Festivals, Native Indian Pow Wows, Car shows, Truck Pulls, and the list just keeps going.

First I would like to applaud the mayors and fellow council members as the work to finalize a deal to rescue the fairgrounds . My family owned and raced a sprint car at this track through the 80’s and have always supported it after owning race cars . We have always planned a vacation around the Vermiel Classic . The race fans bring a ton of money to the city during all of the races .

Good Morning Everyone,
My name is Scott Ramsey and I am a resident of Concord, CA and a long‐time visitor of Calistoga and former attendee at Calistoga Speedway from the early 1980's (when I was three years old) until the activity at the speedway was paused a few years ago. The town and the track have meant a great deal to my family (since the 1950s) and many of my close friends as well. I grew up camping, riding by bike, & playing ball at the fairgrounds, all while mingling with the racing legends that graced the Calistoga Speedway surface. During the day, my family would always go into town and visit the local restaurants, grocery stores, etc. Honestly, some of my favorite memories take place in Calistoga in the town and at the fairgorunds. As time went on, my role developed into that of a race team member and eventually an official photographer at many events during the past few years that the track was operating. I've had a TON of amazing memories at the fairgrounds.

I'm telling you all of this due to the results of the ruling last week and the upcoming vote on February 6th. I am sure there are some hoops to jump through to make this happen but assuming things move forward, I can guarantee you that the racing community is ready to do whatever we possibly can to help to restore the fairgrounds and the racetrack to its former glory. As I'm sure you are well aware, the racing community is filled with people who are passionate about the fairgrounds and many of whom have skills in the trades that I am certain would be willing to help, wherever you may need it.

There are MANY of us in the racing community who have an extra bit of "pep" in our step recently due to the recent news about the fairgrounds. Thank you all for your efforts and I hope that you decide to purchase the fairgrounds and we can all get started restoring it to its former glory! Thank you,

My name is Tandy Conrad, I live in Escalon California.

I would like to express my concerns regarding the Louie Vermeil Classic.

This event is a very special event to several thousands of people, vendors and businesses in the community of Calistoga.

This event employs and brings enough revenue in Calistoga to support businesses, basically for the whole year. Many people that attended this wonderful event, come in on Monday to stay at the fairgrounds including my family which is close to 50 every year. We come in on Thursday and stay until Monday, many people leave on Tuesday. The Hunt family work endless hours to put this awsome event on.

The amount of income this event brings in is a huge amount of money.

Dick Vermeil is always in attendance, after all this race was named after his father that started this event.

Also, this event has a great car show and wine stroll, and a great beer garden event all included in this event. So local wineries and breweries can showcase their products. People from around the world come to this event.. it's a great place to interact with the race car drivers, they are sooo kind and friendly to the kids, and the general public. The racers are always taking pictures with the kids and signing autographs.

My cousin Renee Asborno and I have been working this event selling the event t‐shirts for over 12 years.

I write you as a 70‐year residence of Santa Rosa and Sonoma county. The historic Speedway at Calistoga is known worldwide. As a member of the racing community we have had the privilege to participate at your track on several occasions. And have attended many races there. The first thing are English and Australian friends want to see and attend is a race at Calistoga Speedway. Many of them returning to spend time at the town of Calistoga itself. The fairgrounds itself is a wonderful asset that many towns are losing. Please consider reestablishing the raceway and the fairgrounds for I had many a wonderful time as a 4‐H and FFA member at the fairgrounds and as a race car owner at the track.

To the honorable Calistoga City Council:

I am a long time racing fan, car owner and official. The 1/2 mile race track at the fairgrounds, to my knowledge, is one of two remaining one half mile dirt car racing facilities remaining in California. The other being Perris Auto Speedway in Southern California.

I have attended races at this track for many years. The most recent being the Vermeil Classic. Abreu Vineyards and HMC Productions sponsored this race for several years prior to the closing of the facility. They had updated the track to modern standards to meet current spectator and racing safety standards The track itself, to my knowledge, would take very little repair or maintenance to start holding races again. I am not aware of updates or repair requirements that would be necessary to have patrons attend races or concerts at the facility. With the proper promoters and supervision, I am sure that your City would benefit from all functions that could be held here! When I last attended a race here, I bought tickets for basically my entire family. I live in Clovis, one daughter and Grandkids live in Eldorado hills, a Son and his wife live in Long Beach, and my other Daughter lives in Windsor. I would bring eight to 10 people to this track. It is quite a drive or flight for most of us. My point is that if I bought that many tickets for one race, how much revenue would that bring to your great community? Others I know did the same thing every year.

Besides racing, there are buildings for conferences, weddings and other public functions. Your city is known nationwide for its historical value, vineyards, wine tasting and Fine shops.

Please consider this correspondence as a commitment to attend races at this facility again.

My name is Scott Ramsey and I am a resident of Concord, CA and a long‐time visitor of Calistoga and former attendee at Calistoga Speedway from the early 1980's (when I was three years old) until the activity at the speedway was paused a few years ago. The town and the track have meant a great deal to my family (since the 1950s) and many of my close friends as well. I grew up camping, riding by bike, & playing ball at the fairgrounds, all while mingling with the racing legends that graced the Calistoga Speedway surface. During the day, my family would always go into town and visit the local restaurants, grocery stores, etc. Honestly, some of my favorite memories take place in Calistoga in the town and at the fairgrounds. As time went on, my role developed into that of a race team member and eventually an official photographer at many events during the past few years that the track was operating. I've had a TON of amazing memories at the fairgrounds.

Calistoga Speedway is a landmark and recreational facility for northern Calif. I have worked in Calistoga and attended many races there. I know that there are issues of noise and traffic during race weekends that new residents complain about, but all can be negotiated. Calistoga Speedway is History that is shared by many generations.

As a former promoter and participant, I know that each of the issues can be resolved for the few special events that are promoted on the half mile. Parents, Grandparents and families are able to see national and international stars at the Speedway for healthy entertainment. This will all be lost if the speedway is closed.

Calistoga is not the small rural town that it used to be, so there are voices that are powerful, and rightfully so, but our voices, who value the special events should be heard too.

This is my second message to you addressing the dangerous conditions at the crosswalk between 4th St and the front of the Orthodox Monastery on Washington St. The crosswalk was installed prior to the beginning of construction on the Green Church modification. It is commonly used by elementary school children, some accompanied by adults, some alone.

Soon after construction began I realized that the crosswalk was a blind crossing for those at the 4th St curb, wanting to cross, and also for drivers approaching from the 3rd ST/Berry St and Washington intersection. I sent you my first message at that time. The day after I sent that message someone had placed Blakeley traffic barriers from the 4th St corner down to the large oleander shrub at the edge of the parking strip, improving the visibility and safety of the crosswalk.

As you will see from the attached photos, the barriers are still available but now, unless I find an opportunity to place them back in the street, the default position for them is tossed into the parking strip with vehicles again parking right up to where the corner red zone begins. The sidewalk barrier has also been moved as was the sign directing where to cross. 4th St already has a stop sign. Adding stop signs on Washington St, one in each direction, would make the intersection a 3‐way stop and assure better safety for pedestrians and drivers.

In all these months of construction, nothing has ever been done, identifying it as being done by the City of Calistoga, to mitigate the hazard. I do not know all who will receive this e‐mail addressed to public comment. However, before we all have to grieve over a tragic accident, PLEASE SOMEONE send this message on to whoever is responsible for crosswalk safety.

My name is Andy Palmer and I live in NE Utah. I once lived in Roseville, Ca for most of my life. I worked on a championship race team that visited the great Stoga raceway yearly. I’ve camped on that fairgrounds many times, played golf there, and just enjoyed the town and scenery.

The county letting that historic site go to rumbles is heart breaking. I think the City buying it is awesome. I would without hesitation come back to watch races there and stay in town. Please do what is right and ensure the historic fairgrounds and raceway is preserved.

We have been visiƟng Calistoga since 1980 to aƩend sprint car races at the track, aƩend the fair, and to visit what is a beauƟful small town that my family and I have enjoyed for decades. I have to say that we have always come for the races and then stayed to visit local tourist aƩracƟons and enjoy the beauty of the area. We have played golf many Ɵmes at the course, visited the restaurants and stores, and stayed in local lodging.

We strongly support a passing vote by the council to purchase this historic property and racetrack so that hopefully it can be uƟlized as it has been in the past, bringing back the events at the racetrack, the local fair, and the golf course. I hope there is opportunity for local investment to make the facility bigger and beƩer than it ever has been before. It truly is one of the most beauƟful and picturesque seƫngs for a racetrack with a storied racing history and it would be a shame for it to go away for ever especially when the purchase is so close at hand and within grasp.

I live in Bonita, California. I am possibly one of the furthest away California residents to go to your National Treasure of a racetrack. We turn it into a 1 to 2 week family vacation visiting locations along the way north such as Ventura, The Madonna Inn, Big Sur and even ventured over to the Reno Air Races just to name a few!
I cannot begin to tell you just how important these events are to families such as ours. My daughter was just a year old when we took our one year old alighted to her first Sprint Car race ever at Calistoga Speedway. Over the years, I have made the trek up there to watch the Sprint Cars and Midgets, the World of Outlaws and the Flat Track motorcycle races.

The hospitality that your facility exhibits towards us race fans is second to none and truly make them events for young and old to cherish. I sincerely hope that these races and your facility will continue on the decades of tradition and family gatherings for our families for many decades to come.

My wife and I live in San Jose and have been wine club members in no fewer than four different wineries for nearly 20 years. We love coming to Napa to do some wine tasting, have a great meal, and enjoy some of the best open wheel racing on the planet.

The work that the entire Hunt family puts into holding the Vermeil Classic shows their love and dedication to the sport. A sport that is starting to experience a resurgence that I hope continues to grow. To me, there is no better sporting event to watch in person than open wheel sprint cars and midgets.

I attended the Napa County Board of Supervisors meeting when the proposed sale of the Calistoga Fairgrounds was voted on and unanimously approved.

The positive feeling I was left with gave me great hope that the City of Calistoga will take on this great opportunity to bring back the fairgrounds for all those who are aware of this awakening that can now move forward.

I have mentioned to a few organizations and members of each of them we are now seeing a fantastic outcome of this long-drawn-out ordeal.

I urge you to vote to support this project and to please keep us all updated with how we can help move this project forward.

Certainly, some individuals and organizations are open to VOLUNTEER services to help at least get things "cleaned up" for an open house or similar type event where they can share with YOU and other citizens what interest they have in bringing back the fairgrounds.

The Napa Valley Cruisers Car Club was informed that the decades long downtown Napa Car show venue will no longer be available. This event typically sees more than 300 classic and custom cars register. The Car Club is seeking an available palace to continue this event. They are on “stand-by” for the Calistoga Fairgrounds to become available.

Another Car show that we have lost was held at the Yountville Veterans’ Home Golf Course.

This can also be revived if the fairgrounds comes available.

As the terms specifically address the race track, I have been in touch with race car owners and members of the governing board. They are also on stand-by and very willing to bring cars for any “Welcome Back Calistoga Fairgrounds event I am sure you will have as soon as this sale is finalized.

I suggest that as soon as possible, you connect with local service groups, including, 4-H, N.V.

I had the Honor of working at Calistoga Mineral Water, Silverado Ace Hardware and Cloverflat Landfill for almost thirty years before relocating to Washington State. I have personally attended many events over the years at the Napa County Fairgrounds;
Sprint car races (I had a push truck)
Play golf many times, attend the annual July 4th fair and different events though out the years. I personally feel that it would be a Good Investment for the
City of Calistoga to purchase the Fairgrounds for today's generation and for many future generations.

We would always stay there the night of the Tractor Parade and gather with family and it was my husband‘s favorite day of the year! I have been many times with 6-10 of my friends to see the motorcycle national race (Flat Track)in Calistoga. Every hotel is full. Your have to call way in advance to get a room. Restaurants are busy before and after the races. Having motorcycle races with national calliber racers is a privilage,that many of us miss. Sacramento Mile is no longer held so this is an opportunity to bring the national racers to California. The race tickets pay for the grounds. Beside food vendors, Tee Shirts and other stuff is sold Sales booths are rented and sales tax in part goes to the grounds owner (the county in the past). Besides the hotels, rstaurants, the tickets, the vendors , part of the sales tax goes to the city if they take over the fair grounds. Please consider racing in Calistga which means taking over the fair grounds by the city.

As a longtime supporter of Calistoga Speedway, I respectfully urge you to vote for the proposal to purchase the Fairgrounds property. My personal history with Calistoga Speedway dates back to 1969, when I first attended sprint car races there. Many, many races have been enjoyed at Calistoga since then, with my kids, and later, the grandkids. These past three years with no racing at Calistoga have been very depressing, as this is the only(!) dirt track in California that I would ever consider visiting. We have also enjoyed the annual fair many times, when it was still going. My appreciation goes out to Mayor Don Williams, and Councilmember Scott Cooper, who have both made efforts to purchase the Fairgrounds. Again, I approve and support the City's desire to move ahead with the purchase agreement, for the Calistoga Fairgrounds. Let's make it happen.

My name is Chad Hawkins and I grew up in Calistoga. Three generations of my family once lived in Calistoga and I have family and friends who still live there. I just wanted to say "Thank You" to The County and The City for working together to save The Napa County Fairgrounds. In this day and age it is vitally important that we learn how to work together and show others that it can be done for the good of our community. If you lived in Calistoga for any length of time before the pandemic, you've probably attended some function at the fairgrounds. I personally have been to The County Fair many times, rode a float from the parade right into the fairgrounds, and watched the fireworks from the grandstands. I've attended the annual Halloween contest and went to The Christmas Bazaar there. I've played baseball, football and even golf there a few times. I'm a terrible golfer but the beautiful views of The Palisades make chasing that ball worthwhile. I've raced cars on the track, danced in the buildings, been to weddings, graduations and even a couple memorials. As a kid, The Fairgrounds was always a safe place to ride my bike without any traffic. It was peaceful and beautiful. So many wonderful people took pride in its upkeep and I know many more will do the same in the future. I am personally part of a couple of groups who are excited and willing to volunteer our time to get the fairgrounds back in shape so the community can once again enjoy all it offers.

I am delighted that the Fairgrounds have finally come up for a vote. And I am all in favor of the Acquisition by the City. To me $2 million dollars is a song.

I should say that though my mailing address is Calistoga, I am outside city limits. Calistoga is still in my mind “my city” though I live between Schramsberg Winery and Bothe‐Napa State Park.

I do have memories of the stock car races, the 4 H exhibits of their animals, the carnival rides and so forth from years back. And all the RVs packed into the parking area during the summer. The Fairgrounds generated lots of visitors and I hope revenue for our merchants.

I hope that a lot of the development can be affordable housing for our workers. This valley has enough wineries, fancy restaurants and resorts. And I enjoy all of them. But what is lacking is housing for all the workers in the Napa Valley. They all seem to come from Lake County over the mountain or from Solano County. And the traffic in and out of the valley is tremendous. I do not want to see fancy homes built on that parcel.

Biggest mistake the City and it's misguided council could possibly make! The venue didn't operate profitably when the Racing Commission subsidized it under the leadership of the County.

Hence it's current condition building and venues.

Now, a city that can't fix it's streets, missed the cost of the settling pond liners by 1.5 million dollars wants to squander an additional 2 million plus dollars at the citizens expense to raise the dead! Where is the plan for profitably? History repeats it's self.

I am a long-time Napa County resident who has been attending the fair and the sprint car racing events at Calistoga since 1963. You have before you an opportunity to preserve a very unique and well-known public recreational facility, and it is my sincerest hope that you will not let it slip past you, and be forever lost to any sort of development. I had the good fortune to work side-byside with Mr. Louie Vermeil for twenty years, from 1965 to 1985, to promote auto racing at the track there, and have left a big part of my heart at that facility. I believe that the fairgrounds property can be self- supporting, as it was in the 1960’s and 1970’s. Mid-1960’s, then Governor Ronald Reagan proposed closing a number of fairgrounds in the state that were continually costing state government money every year. Your fairgrounds escaped that axe because it was well into the black in those days - and I am confident that, with prudent management, it can be again.

Dear Council,
It’s great news a reasonable price and terms have been agreed to for City of Calistoga to purchase the Fairgrounds from Napa County.

Three concerns around the current agreement before you:

Use restrictions that were added, it has been reported by City not County limit the property use to “historical” uses which is unnecessarily limiting and has consequences of the County being able to repurchase via right of first refusal - that is a huge complication to our City’s planning and use of this property - it needs to removed/redacted from the purchase and sale agreement! The historic uses are largely no longer viable and severely handicap highest and best uses.

Limitations on length of leases to third parties. Another significant complication that will all but prevent viable operators from signing leases and expending the large amounts of capital improvements/expenses to do anything at all at the property in current state. Golf course or RV Park operators are not going to expend millions of dollars for short term leases that will not be economically viable for amortization of their investment costs.

Final concern - environmental hazard liability. Does liability and responsibility fully remain with the Coonty? If not, that is a HUGE liability that our City has no business taking on as a blank check we cannot afford.

Please make the appropriate amendments to the agreement and send it back to Napa has the reasonable and viable deal it has to be for our City to take ownership and full control over the property the County has neglected and diminished in value and use.

I would strongly urge the Council to delay the vote on the Fairgrounds acquisition until you have conducted a community meeting to discuss the merits and limitations of the agreement with the county. While I have concerns about the self imposed limitations on land use and the length of the county’s right of first refusal my principal concern is the lack of information about the potential environmental conditions that we do not know about and the county won’t let the city explore as part of our due diligence. How many gallons of motor oil and other petroleum products have been dumped at the racetrack? How much asbestos needs to be remediated in the buildings we plan to keep? When I built out my former factory in Oakland 25 years ago I spent more than $100,000 remediating asbestos for a mere 15,000 square feet. Imagine what that would cost today and then multiply that with the amount of space at the Fairgrounds. The council needs to be completely transparent with the citizens about these issues before you vote to encumber the tax payers for the next 100 years.

RE: Proposed Agreement for purchase of NV Fairgrounds
Congratulations to Mayor Williams and Council member Cooper on negotiating the purchase price of $2m for the Fairgrounds. I believe most citizens of Calistoga are glad that we have reached a ‘proposed’ agreement with the Napa County Board of Supervisors for purchase of the 70+ acres known as the ‘Fairgrounds’. However, after reading the details of the agreement it seems there are some clauses that may not be beneficial to citizens of Calistoga. These should be discussed with Calistoga citizens prior to approving the agreement. The majority of ‘public comments’ received to date are NOT from Calistoga residents. Citizens of Calistoga deserve time to meet with you, to ask questions and be heard. I request that you delay the approval of the proposed agreement until you hold a community forum to discuss details with the citizenry and answer their questions.

Key points are –
- Historical uses – includes all known uses but limits Calistoga from pursuing any other uses in the future. There should not be restrictions that limit options for how we can use the property we purchase. If Calistoga owns the property, it should be up to the citizens to decide how to best use the land. The Calistoga Tribune was told by Mayor Williams that ‘we’ asked for this restriction. How does that benefit Calistoga? And if it wasn’t required, why did we propose limiting our use of the fairgrounds?
- Rezoning should not initiate ROFR. Consideration - The City recently looked at purchasing local properties for city worker housing. At a future date, a new City hall is built at the fairgrounds. It would seem feasible to use a very small section of the fairgrounds for ‘city worker housing’ such as apts or condos. This could also be a source of revenue for the City to offset cost of other improvements. It could also provide affordable housing for middle-income City workers. Since there are already 2 houses on the fairgrounds property maybe that use could also be considered without requiring ‘rezoning’.
- ROFR – past agreements proposed did not include this clause. It seems unnecessary and will likely impact long-term options.
- 99-year lease is excessive and is not a viable option for financially sustaining the Fairgrounds. It again limits the options available to Calistoga on how to use the property to our greatest benefit. I believe past proposed agreements had 50- year lease terms. They also included some revenue sharing during that term on a declining scale. - 25-year max lease term to avoid ROFR is very concerning and would be impractical for potential lessors. The lessors could be a financial asset in making much needed infrastructure improvements. However, the 25-year lease term does not provide sufficient time for the lessor to recoup much of their investment. Past agreements proposed 50-year lease term which would be more viable. Attracting partners to invest, improve and manage parts of the fairgrounds, e.g. RV park, Golf course will require a financial incentive / benefit to the partner.

2 As you know the City of Calistoga has been working to acquire and revitalize the fairgrounds for many, many years. Since the State withdrew funding several years ago, the fairgrounds has been in a continued state of decline. It is definitely a positive turn of events that we now have an agreement to purchase the property at a fair price. I think it is very important to give the public an opportunity to discuss the agreement with you and so you can answer their questions.

Current, and all future, Calistogans will live the outcome of this for a very long time.

Re; the Fairgrounds, here are my two cents:

It’s hard to imagine another Napa County golf course as necessary, specially with the uncertainty of water these days.

The current rain is giving us a false sense of “Plenty," but just look back 1, 2, and 3 years and remember the conditions under which we lived — no gardens, lawns, or daily showers, etc.. The amount of water needed for a golf course is staggering unless there is a way to use 100% recycled grey water. Maybe a driving range would be more appropriate, or a clever version of mini-golf.

Regarding the race track, my friends who live in close proximity are praying it does not happen because of the noise and traffic factors, and we already have a problem with loud, fast cars speeding through town on a daily basis. Do we really want more of those?
The RV park seems viable to me.

I think the council and the town should have a brainstorming session about NEW uses that everyone could enjoy like a great outdoor stage for music and plays to be performed (like Krug has) where festivals like festival Napa Valley could take place. Friday night food trucks would be a wonderful idea that could also accompany a music offering.

I think once residents begin to participate in the discussion, a great and viablel plan would emerge.

Looking forward to seeing how this develops.

 Why purchase the property before having a plan for it? 



 Why make a plan if we don’t own the property?

The city has had 5 years to make a plan for the property. The Fair Association spent two years working on a strategic planning document that resulted in 4 possible planning scenarios for the property. As far as we know, no city council has ever even discussed that document, which is now 8 years old.

For whatever reason, the city doesn't have a plan for the property. But what we do have is an opportunity to own the property. And if you vote to do that, you have a 4-month due diligence period during which you can decide to go forward with the kind of broad-based community planning effort that this historic opportunity needs and deserves. Or, you can decide that it is just too big a lift for Calistoga, such a planning effort is beyond our capabilities. In which case you can tell the county, “Thanks for the offer but we think we’ll pass. Come back to us with something better and maybe we’ll consider it.” Right now, we think there is too much fuss about whether a 25-year lease is long enough, or do we need to have a 50-year or 75-year lease. A lease for what, a golf course? A restaurant? A public-private development scheme that we know nothing about? How can we know what a long-term lease should look like when the community hasn’t even weighed in on a plan yet? If the community is given the opportunity and does a good job with planning, and then we share our plan with the county–even a plan that includes a 75-year lease–why should we assume they would object? Do we really think they want us to fail, that they just can’t wait to snatch this property back? We have studied the agreement and think it is more flexible than some are giving credit for. A “Right of First Refusal” and a “Repurchase Option” are just that”--options that the county may or may not exercise.

My Family and I, as Calistoga Business owners and Residents adamantly request that we move forward with the purchase of the fairgrounds.

As Business Owners, we feel very strongly that the closing of the Fairgrounds/ Golf Course and Speedway were a great loss to our annual income.

The Speedway especially brought gaureented annual income. We had the same racers occupying Carlin Cottages year after year. They came from all over California and beyond and loved being here in Calistoga and spoke very highly of the condition of our speedway and how they loved to race here.

Our Beautiful 9 hole Golf Course with its gorgeous Palisades views drew many and especially a few celebrities that I remember like President Bill Clinton, Joe Montana and Barry Sims ( Sims played pro-football with the 49ners and the Oakland Raiders) he and his wife stayed with us at Carlin Cottages and really enjoyed the golf course and their visit to Calistoga.

And, let's not forget the contribution to our community. We had The St Helena Men's and Women's golf clubs that contributed to the well being of the members as well as steady revenue. The idea of adding a restaurant and bar is something we always thought would be a great attraction to the Golf Course!! Hence more revenue!!

The Annual July 4th Fair Speaks for itself! Generations flocked to Calistoga for the Fair and the Best Fireworks Show ever!!!!!

As I have said before and I quote" Build it and they will Come!!!"

I have been following the progress of the effort to preserve Calistoga Speedway for the past several years and was very pleased to learn that the Calistoga City Council is scheduled to vote on February 6 for the City of Calistoga to purchase the fairgrounds property. My wife and I have enjoyed attending races at the unique and memorable half-mile track at Calistoga for many years and heartily endorse approval of this purchase.

I grew up in North Dakota and enjoyed races at the half-mile dirt track at the Red River Valley Fairgrounds in Fargo for many years. There is nothing like the exciting racing you get at the half-mile length, and Calistoga delivers racing excitement in a gorgeous setting! We would hate to see this great dirt track go the way of so many other auto racing tracks in California over the years!

Calistoga Speedway is one of only two remaining half-mile dirt tracks in California and has a history that dates back to 1937. That history includes the names of countless race drivers and car owners who became elite figures in auto racing.

The annual "Louie Vermeil Classic" honors Calistoga resident Louie Vermeil, the driving force behind Auto Racing at Calistoga Speedway on The Napa County Fairgrounds.

Thank you for allowing me to express our fervent desire to see racing continue at Calistoga Speedway for many years to come. We especially appreciate the efforts of Mayor Don Williams and Council Member Scott Cooper in negotiating an excellent deal for the City to purchase the Fairgrounds property.

I have been told, next Tuesday February 6, 2024, the council will be taking up the question of purchasing the county fairgrounds, I would like the council vote in favor of purchasing the facility and use it as it has been used for many many years, a fairgrounds, mobile home park, golf course, and a race track.

I have attended races since the 60's at Calistoga speedway, lately I have crewed for NARC Sprint cars, USAC sprint cars, SCCT sprint cars and CRA sprint cars. For me it has been a family a gathering including my wife, son and daughter and now our grand children. We buy gas, purchase food, spend the night just to attend the races which in turn contributes to the local economy.

I think it would be terrible to lose such a historic facility where many families have grown up watching the races at the famous Calistoga 1/2 mile race track for many years.

Please consider the purchase of the fairgrounds to be used as it is used now where many people can enjoy the facility especially the race track.

We would like to take a minute or 2 to applaud the efforts of the mayor or Calistoga and Council member Scott Cooper.

The fairgrounds and the entire city of Calistoga hold a very special place in our hearts and the hearts of too many to count
race fans. The history that the racetrack represents is so impressive and we for 2 are praying that the glory can and will be
restored.

For us. the races at Calistoga was not just about racing, but actually getting a chance to have a wonderful vacation in the glorious hills
of the Napa Valley. trips to the various vineyards, ( of coarse dropping way to may $$ at The Castle ) wandering the downtown area and dropping even
more $$ at the local artisans stores —
especially for me, the amazing shoe store ( which i do believe is gone now?, very sad,, if that is true ) , and of coarse Cal Market!!
Altho’ we are no longer living in California, with the hopes that the fairgrounds and racetrack are restored to her glory, we have chatted numerous times about loading up our cars and making the trek across the country to once again share in the glory of Calistoga and the historic racetrack.

Calistoga Speedway is one of the most historic, scenic, and popular dirt tracks in the country - it's also one of the last half-mile dirt tracks in the state of California. The Vermeils, Abreus and others have poured tons of time and money into it - it wouldn't take much to get it up and running again, the foundation is solid.

Even if it's only for a few weekends a year - the city, county and local businesses would benefit. I'm 55 now, but spent many nights in the 70's and 80's attending the track, it's too valuable (historically) to let it be lost forever.

In careful reading of all related articles published in our local paper, I have a growing trepidation in regards to the actual cost and restrictions of this deal, as it is laid out now. I do appreciate all the time and effort that has been applied to this acquisition. Yet, as has been pointed out by past leadership… there is a fly in the ointment.

The county’s buyback ( more like “take back”) clause is a deal breaker. Do we own it or not? Sounds like we will be on the hook to pay for extensive restoration! Calistoga tax payers, that’s us, the same people that voted no on measure E, can expect significant raises to already choking rates with no guarantee of anything but an endless drain on our local economy for our money. Has the fairgrounds property ever made a profit? What’s the plan to make it so? And restricting the usage to “historical” usages only? A poorly thought out plan.

The idea of adding the cost of a “new city hall”, well that just takes the cake! Let’s throw some $$ at that ?CRAZY talk. What is wrong with the City Hall we already have?!? How many more millions of dollars will that cost? Where is that money coming from?
Perhaps if our hands were not tied by this deal we could partner with someone, maybe (?) KOA to expand the only profitable venue on site. The RV park . That golf course is just a drain . Is a restaurant really going to make that a destination? Who would want to chance an investment into that anyway? The expansion of the RV park could not only bring in tourists to shop at our local businesses, but because it is close to Main Street many people would walk or ride bikes, not contributing to parking issues.

Another bonus to this idea is that the space would allow for seasonal workers to find a more affordable housing option. A month by month lower rate vs night by night rates.

This is a historical use of the property with a profit that is foreseeable.

Just an idea I thought I would throw out there.

Thank you to the city of Calistoga for the purchase of the fairgrounds. This is great news as I grew up going to the races at Calistoga Speedway in the 1970's to watch my Dad, Don Melvin compete in Northern Auto Racing Club events. I was 8 years old in 1974 when my memories started becoming an important part of my life. In the 80's, I took up photography and became a regular contributer to racing publications with photos of racing action at Calistoga. I continued to go to Calistoga every year into my adult life to camp, take photos, and work on several friends race cars as a pit crew member.

In 2017, my Dad was inducted into the Hall of Fame at Calistoga Speedway. I have restored the car my Dad drove at the historical half mile and hope to be able to bring it back to my favorite race track for vintage racing events. We have camped at the fairgrounds well over 100 times thru the years and enjoy the atmosphere as well as the friendships of other racing families and fans. Thank you again for making a favorite place of many the chance and opportunity to live on. It is much appreciated. You've made so many people happy with the purchase of the fairgrounds.

I would like to let you know about my support for the purchase of the Calistoga/Napa County Fairgrounds. I supported Measure E that failed last year. I was heartbroken that it got voted down, but I am very happy to finally hear there has been a renegotiation for the county fairgrounds property. I really hope that this opportunity is taken, and that you vote to purchase the fairgrounds for the $2 million deal that has been negotiated. We really need to save the fairgrounds and have the city own it. That way it can finally be fixed up and made useful again for the community.

I have been following the issue for some time, because of the fact the fairgrounds is at the end of my street. I live on Maggie Ave. off of Grant St. So, the fairgrounds property is very near my house. If it was used for some other purpose, such as developed into apartments or housing, it would impact the traffic and access possibly to my street. So, I am very supportive of keeping it as the city resource that it has been for the last several decades. Please fix up and keep the RV Park, Golf Course and Race Track as well as the other buildings. It all is a valuable resource to the community.

First, let me tell you a little bit about my journey of being a citizen of Calistoga. I had been coming to Calistoga for over 20 years as a tourist. As a teacher, I really enjoyed the spas and wine tasting. I had the dream to live in wine country eventually when I retired. In 2020, my husband and I finally had the dream come true. We purchased and moved into our new house on Labor Day weekend of September 2020.

Three weeks later, there was the Glass Fire. We saw the importance of having the fairgrounds as a resource for a staging area for local fire fighting. I saw first hand how the fairgrounds is such a vital location to keep for emergencies. From a place to land helicopters to giving a place for firefighters to stay during wildfires, the fairgrounds is a community resource that must be saved. We need to keep it as a vital way to help fight wildfires and have an emergency staging area for the community.

When I first moved here, I heard stories from my neighbors about the big 4th of July Fireworks show and carnival. I had to go on YouTube to see what it was like. I’ve never seen it in person. I would like to eventually. I would like to finally be able to enjoy the craft fairs, carnival on the 4th of July, and play golf on the golf course.

The golf course, I have heard, was such a great way for people to learn golf in the area. I would like to learn more about golf too, but I can’t when it is closed or gone. So, I would really like to see the golf course saved too. I’ve heard the high school students learned golf there for PE. My father learned golf that way, in high school. I would like to learn more about the game in his memory now that he has passed on.

Learning on a simple 9-hole golf course would be perfect, and it is really only a block from where I live. It was a selling point in purchasing my home.

2 The RV park is such a great resource to start making money immediately too. I have camped there as a tourist several times. The last time was in 2019 when my husband and I were house hunting in town to make the dream of living here come true. I would love to see it open again. It’s such a nice little park, even though I know it might need some maintenance.

I also take pottery classes at the Calistoga Art Center. This forgotten building on the county fairgrounds site is a jewel of the community. Taking classes has helped me to be able to meet people in town and feel part of the community. They do so much there to help support visual arts. They have great art classes for kids and for retired folks like myself. We can’t lose this resource. The building is the perfect studio atmosphere for learning artistic skills. Art is therapy and a vital part to any community.

I found out that the racetrack is historical to Calistoga. I spent a lot of time reading about the area and my new town when we were locked down for COVID. I found out about the history of racing that goes back to Calistoga’s founding. It seems to be the backbone to the town.

I was warned though, when I bought my house, that the noise could be a nuisance while the racing is going on. But, I haven’t heard a race since I’ve moved here. I can only judge how loud racing could be having visited a racetrack in another county. I know it can be loud. But if regulated, and not allowed to go too late, I think there could be a compromise. Besides, I would like to see a race or two. With it just down the street and within walking distance, it would be fun to see some of what Calistoga is famous for.

Plus, the space in the middle of the track can be used for many events that will attract people to the area.

The buildings can be used for indoor events like craft fairs, indoor concerts, and rented out for local residents for events.

We need to keep the fairgrounds to help support the local, rural living that is Calistoga. People are coming from all over the world as tourists to see our town. If we keep the tradition of local events, they can join in with the local experience. Plus, events, such as the racetrack and golf course, will draw people into town. The RV Park allows camping for people to stop in Calistoga instead of just driving through. The fairgrounds will add to Calistoga being a destination town. It gives an added place for people to stay. I know, because I loved camping at the RV park before I bought a house here.

So, please, vote to buy the fairgrounds. I am looking forward to being able to finally enjoy everything it has to offer as a proud Calistogan. Maybe, I hope, someday I'll see you on the golf course.

As residents of Calistoga since the 1970s (my husband, Allan) and 1980s (myself) we heartily support Calistoga’s purchase of the Napa County Fairgrounds from the County of Napa as much as humanly possible. We remember fun times there (fairs, chili cook-offs, races, et al) as well as it being able to support community and private events such as building rentals; school sports; also the RV park; golf course (it was a well-regarded 9-hole course); and in difficult times it hosted disaster evacuees from our county and others nearby, as well as serving as a base for emergency services (e.g. fire crews during the back-toback years of horrific fires, whereby they likely saved the city itself from destruction). It is valuable open space serving the health of our community in so many diverse ways.

This incredible opportunity must be carried out to completion, so the property can both continue and return to serve the city and environs. There will be assistance from within and outside the city (and state!) for needed renovations along with support via attendance at the return of events at the Fairgrounds.

We appreciate the efforts involved to date to bring this action to where it is now. Please vote to complete the purchase and move on to the next steps of renovation and return to use.

My husband Jeff Bounsall and I wish to let all council members know that we fully support the purchase of the Fairgrounds property. We also support keeping the variety of historical uses that maintain AFFORDABLE uses for locals while still focusing also on profitable events and uses brought in by non-locals (example; Sprint Car Races).

We support a volunteer group of Calistoga residents as an advisory panel to steer the city in the direction that best suits our needs while still providing a venue for historic celebrated events (Sprint car races, 4th of July Fair, Christmas Bazaar, Quinceañeras etc) as well as providing a venue during emergencies. In other words, we do not feel that farming out the management of the Fairgrounds to paid 'consultants' is a viable option.

Locals who have been here for generations know what locals want.

Our small town has rapidly lost it's local-serving, small town feel. Now is not the time to waffle on an important decision such as this.

It is with gratitude that we thank the Council in advance for making the correct decision to purchase the Calistoga Fairgrounds.

Please ratify the purchase agreement for the fairgrounds. It should be ours like it was originally. I'm sorry the county didn't do the right thing by selling back for $1 but $2million is still a bargain.

With a little energy and enthusiasm the fairgrounds could be returned to the hub of activity and economic promise it once was. It is an idyllic venue for concerts, fairs of all sorts, races and sporting events. Not sure if the golf course is still viable but it should be looked into.

Thank you for proceeding with the purchase. If everything else fails it is a fantastic open space for a park, etc. Well worth the $2 mil.

Hearing that the fairgrounds are up for the city to purchase was some of the best news I have heard in quite a while. Thank you to Mayor Don Williams and councilmember Scott Cooper for making this possible. As I am sure you have heard from many other supporters, I feel re- opening the fairgrounds for racing and other activities will be very beneficial to Calistoga and its surrounding communities.

I live in Santa Rosa currently but am from Modesto originally. Before I became a fan of sprint car racing, I can honestly say that I had never heard of the town of Calistoga. Once I went to my first race at the speedway, I didn't just fall in love with the action on track, but with the beautiful town surrounding it. I have made many stops in Calistoga since then; going on dates with my girlfriend or bringing up my parents for some local wines.

The track itself is a great, safe, and inexpensive place for friends and families to enjoy a Saturday night outside. Kids can run freely up and down the grass, teenagers enjoy the freedom of being out and away from home, and older couples line the grandstands in their stadium seats. It truly is a place where everyone is welcome, and we would all love to see it come back.

My name is Julie Stenger Elkeshen and I am a fifth generation Calistoga Resident. I served my community for 11 years on the Calistoga Joint Unified School Board, 1.5 years on the Board of The Calistoga Art Center and work locally running a small family winery here in Calistoga.

I have attended events at the Calistoga Fairgrounds since I was a child, from buggy horse races, concerts, the fair to philanthropic events. The Fairgrounds is an essential part of our town culture, and I would profess it is what makes Calistoga different from the rest of the valley because it adds so much to our community cohesion.

You are elected officials tasked with listening to your constituents to create a safe and livable community. I think one of the most important parts of your job (and I am not sure you spend time on this), is to create a solid future vision (the long game) for our community so that we continue to thrive for the next 100 years! As a side note, part of a future vision is the General Plan, but it is only as good as those that uphold in the face of developers who wave money. Sadly, this was blown out of the water with the approval of both new resorts and many recent existing resort and winery expansions.

This vision part of your job is the most challenging. How do we prepare our community for the next 100 years, given our diminishing resources and changing landscape? Well, that takes a very intelligent and hard-working group of people and I hope that we have elected them. There are many things we can put in place now that will sustain us for the future. Let’s not make the same mistake as the former city council not preparing for employee housing when approving two resorts. I spoke up about this 13 years ago, however my concerns were ignored after several conversations. What could this girl know about this subject? 25 years of hotel experience and seeing the same thing happen in resort towns all over the country, that’s what!

Imagine the strength and integrity of those leaders in New York City that fought developers and other forces to preserve what is now known as Central Park? Read the history of that fight. Thank goodness they had a vision for the future. Same goes with our visionary leaders that carved out our state and federal parks for the continued enjoyment of our citizens.

You must have guessed that I am advocating for the preservation of The Napa County Fairgrounds, RV Park, Golf Course and Raceway. This piece of property is the most valuable commodity in Calistoga and the county. It shapes the culture of our sweet town, and it serves as very important open space, evacuation center, medical landing site, and functioned as the center of our thriving community. I am not in the least bit concerned about the last right of refusal, as I am confident that with an intelligent, honest, hardworking, and resourceful Executive Director and Board, it will become a thriving event center with various very diverse community uses. We will have no need to look at selling it in the future. (I am still a little confused about a non-resident chiming in on the subject in our newspaper).

One thing that I have noticed since returning home 14 years ago, is that since the fairgrounds has been inoperative, we lack a certain community cohesion that we had when there were annual events we all frequently attended. We lost our HS football field, Sober Grad Night Space, space for lucrative fundraisers, our party event rental, weddings, birthday celebrations and my favorite the quinceañeras. The fairgrounds is really the great equalizer of our diverse community and brings all cultures together into one beautiful Calistoga family.

Also important to note is that I notice under the past city councils it has seemed that the government catered more to the business owners (some of which are not even residents) more than our community citizens and that should not be the case.

2 Our recreation department since Oliva left, is less than stellar, with very few offerings for the community especially our kids, there is so much we could do! If it wasn’t for community fundraising and push, we wouldn’t have a pool. I know that the city took it over very reluctantly and thankfully it continues to thrive and provide amazing resources for our community.

Just the collaboration with CJUSD and offering free swimming lessons for all students makes the pool worth it!

I really cannot imagine any of you being against this purchase. If you are, be ready to be voted out of our community leadership, because you are not listening to the people.

I truly feel sorry for those who have moved here in the last 12 years and have never experienced an event at our fairgrounds. It is simple to see why they do not see the value.

Finally, one more important thing.

We do not have the resources or the infrastructure for any more housing. Wake up! It is irresponsible to continue to let developers in. Rosewood will have to incorporate some dormatories like the other resorts as employee housing is short. We are short water; our roads are a mess, the two main arteries through the valley cannot sustain more commuters and y’all should have been thinking about that prior to all the expansion approvals. We also should have a resolution promoting local hiring…but I digress to another topic.

No more air b-n-b’s, no more expensive single-family home developments…..we need to be a responsible body of leaders that have a sustainable future vision for our community. That is your job.

You have the opportunity, by agreeing to the purchase of the fairgrounds, to usher in a new era for Calistoga, a future the gives to the community an asset that all residents can enjoy and be proud of, and one that makes Calistoga a more exciting destination for all those who enjoy visits to Napa County.

The city can obviously benefit by restoring the revenue generating features that we know are possible with the fairgrounds. But a redesign could also greatly enhance the quality of life of our entire community.

Consider what it could mean, for example, if we recognize that the golf course may not be the best and wisest use of this large central open space. What if the chain link fences came down and all the surrounding neighborhoods had easy access to this public space? Designated open entrances could invite all to enter into this magnificent open space, to engage in recreational activities featuring child playgrounds, picnic areas, a baseball field, a new dog park, a more accessible community garden, walkways with benches for sitting and enjoying the quiet and natural surroundings, fitness trails and a par course for exercises, an outdoor stage near the river, areas to plant many more trees to provide cooling shade in summer months. Ask those that navigate narrow Grant Street on their walks or bike rides. Wouldn't they rather follow pathways along the river and through a natural peaceful setting away from traffic as they do the "loop" or head for activities at the public pool or Boys and Girls Club or continue downtown. And nothing could do more for the social aspects of our community than a "commons" like this large park could be.

These are just some of the qualities that ownership of the fairgrounds could bring. Thank you for your support of this purchase and all the opportunities that will open up as a result.

I wish to offer some insight as to why the City of Calistoga should execute the purchase agreement for the Napa County Fairgrounds. Although I am not speaking from my role of one of the founding leaders of Friends of Napa County Fairgrounds, it has given me incredible insight as to how important the community believes in and wants to preserve the Fairgrounds for current and future generations. I am speaking as a 64-year resident of Calistoga.

I find it interesting that some of the recent columns and letters to the editor of our local newspapers have raised concerns about the purchase. One of these is our former Mayor.

The best he could negotiate for the purchase was a $15 million dollar purchase price, and now he is concerned that a $2 million dollar purchase price is not a good deal.

A former council member writes his concern that a 25 year lease for public / private partnerships is not long enough to attract serious investors? I guess it depends on what is being planned and the level of involvement of the private partner. The City has the ability to lower the cost to a private partner in exchange for the private entity doing more rehabilitation and improvements. That would make the need to spread out the private investment over a much longer period of time. Plus, we would not be stuck with possibly a bad Tennent for 99 years. Private dollars making property improvements go about four times farther than the exact same project managed by a government entity. Remember it is not the goal of most citizens to do major development on the property. He goes on to state that locking in to historical uses may not make financial sense. If you subscribe to that thinking, why would a city ever want to build a public swimming pool. They are an absolute money pit that will never turn a real profit and are very expensive to build, staff and maintain. The answer is because the community wants it. Or why would a city have a police department? Typically, it is one of the largest line item expenses of any small community. Again, the answer is because the citizens want it. Maybe the concern arises from his apprehension that 25 years of public / private partnership is not long enough to pencil out for a sports bar restaurant tied to the possible revival of the golf course.

Numerous sources that I have indicated those conversations occurred with him in the past.

I don't agree that a restaurant is necessary to make a golf course financially feasible. I am not even sure a golf course itself is financially feasible, and if it is, will only come about with private management and operations. And if it does come back, it may be in a different form, such as a 6-hole course, which are becoming more common. The City could negotiate a "locals discount" and requirement to support a possible revival of a high school golf team if there is interest. The carrot the City could offer a private operator in addition to a 25 year lease agreement is free unlimited treated wastewater to keep the course nice and green. This would solve two problems. Golf courses generally have very expensive water bills to keep their courses nice and the City needs long term commitments to dispose of treated waste water. An issue that will become even more relevant with the growth currently underway in Calistoga. While not a full blown restaurant, the golf course does have a history of selling food at the pro shop, along with (if I remember correctly, beer and wine). That would fall under the historical uses allowed part of the contract.

Another writer in our local paper talks about the 2015 study by RCH Consultants, a firm hired by the now defunct Fair Association under the guidance of the former Fair CEO.

That firm was hired to find the highest and best financial use for the property, not necessarily for it to remain a fairgrounds facility with value to the community. That report was never even shown to the vast majority of citizens, nor were many citizens in the community even asked for opinions. To my knowledge it was never formally shared with either the City or County leaders in a public forum. Another interesting point to this story.

That same Former CEO is now CEO of a fairgrounds facility in San Diego and within months of being appointed CEO called for a very expensive study by outside consultants of you guessed it, finding the highest value use for an operational fairgrounds. That study was told to focus on potentially shuttering the facility, selling the land to private developers and cease all operations as a fairgrounds facility. It should be noted that while she was in Calistoga, she had close ties to our former mayor and council member cited above. She is also currently the defendant in a $5 million dollar lawsuit alleging rigging a bid to favor a specific carnival ride operator in San Diego.

Where is our Chamber of Commerce on this issue? The Chamber should be 100% cheerleading this purchase. It would benefit their members and the community as a whole. Could they be concerned that the purchase price may dig into the roughly half million dollars per year the city subsidizes them with? I think the point I am trying to make is when people complain about something, you have to ask why they are complaining. If, for example, they are a neighboring property owner and they are concerned about noise or littering, those are valid complaints and should be heard and addressed. But if they come from people that have publicly stated their support for the fairgrounds, possibly to favor voters while in their elected roles, but continually throw up roadblocks or possible "sky is falling, what if concerns, you have to ask why. As many famous, and not so famous people have stated, "follow the money".

Let's focus on what we are getting with the purchase of the fairgrounds. The property is 70 +/- acres of mostly open space within the urban core of the city. Communities across Item #3.1.

We have property, with piping already to it that can dispose of tens of thousands of gallons of treated wastewater which is a need that will only continue to increase as more building occurs within the city. If the City was forced to lease a comparable acreage (which would be mandated by the state under huge penalties for non-compliance) could easily cost the City a million dollars annually.

We would have an RV park that has proven in the past that it is profitable. It would be an economical way for visitors to come to Calistoga for multiple days and spend money in our local shops. I would bet that the vast majority of those that are staying in their $1,400 per night suites at our local resorts do much shopping at Cal Mart or the local bakery.

We would have the facilities to hold local craft fairs, public BBQ’s, dances, Quinceanera celebrations, food banks, pet microchip and vaccination events and at a moment's notice be available as an emergency evacuation or cooling center station.

We would have a large green open space area to hold car shows, food festivals and so many other events. It can also serve as a staging area for emergency services and utilities during public disaster events. It can continue as a landing point for EMS helicopters that get called to the area on a very regular basis.

The area would be available for youth and local serving uses. These could include everything from frisbee golf, a bicycle pump track, RC car track, a dog park. The possibilities are endless, and Calistoga is very deficient in park and youth activities.

We would have control of a nationally famous and very historic speedway We would have control of the future of the golf course. The community and its local citizens would direct the future of the golf course portion of the property. Not County elected officials 30 miles away, most of whom have no interest in preserving what is best for our community beyond asking for you to reelect them. Or worse, the entire property could be lost to unwanted development that we would have little or no control over. If you don't think that is possible, you have not been paying attention to what our state officials have been doing.

The citizens of this community should be happy with the restrictions placed on the sale.

This is a perfect way to ensure that the property has the best chance of remaining mostly open space and serving the needs of the community. It guarantees that the property will continue with its "historic uses" that the vast majority of voters in this community have expressed as their desire.

We do not need to spend millions of dollars in upgrades prior to bringing in revenue on the property. Many events can be held immediately. Portable restroom trailers can be brought in for specific events that are clean, ADA compliant and are nothing like the portable outhouses used at construction sites. Even the RV park could be operational in a short amount of time. The sewer lines will eventually need some upgrades, but they Item #3.1.

I urge the Council and Mayor to do the right thing and not let this once-in-a-lifetime opportunity pass us by. The voters are watching. Vote YES on the purchasing of the fairgrounds.

As a thirty five year resident of Calistoga, I am writing to express my strong support for the purchase of the fairgrounds. I firmly believe that the fairgrounds will offer opportunities to the city going forward that will soon make the effort and the price seem like a bargain. I am prepared to volunteer time and ability to participate in the development of the fairgrounds.

My specific area of interest is the RV park, but I would be happy to participate in efforts to revive the other fairground assets such as the racetrack, the golf course, and the many buildings, as well as the abundance of open space.

One thing I learned a long time ago is that a key element of pursuing any endeavor is having the space to do it.

Ownership of the fairgrounds will afford the city and its citizens the opportunity to pursue innumerable endeavors that might otherwise not be possible. Please don't miss this opportunity, and have faith in the people of Calistoga to step up to the plate and help bring the fairgrounds back to its former glory.

We are new residents, coming from international living experiences and residing on the west coast. The opportunity Calistoga has by purchasing this area is the dream of many small and medium size towns all over the world. Not only re-initiating its historical uses but creating new purposes for the space.

I can imagine creating a large green space Calistoga and neighboring town residents would like to come to use- a destination for outdoor activities like sports, leisure, music, outdoor movies, etc. Think about the history of Calistoga as an equestrian area. What about stables and a riding arena? The polo club in Santa Rosa is closing and the owners of those horses do not have a place to go to board them, for example. Polo field?
Perhaps it could become a satellite campus with living facilities for UCDavies students dedicated to the wine and ag. industry.

Could hold a wine exposition yearly event for Sonoma and Napa wineries.

I believe we have an once-in-a-generation opportunity to think out of the box and explore all the options we have. The golf course is a must. The hotels near by are desperate for a course in the area. Since Meadowood burnt down there is no golf course in the upper Valley. We know there are people who are in the business of restoring golf courses, particularly 9-hole executive courses, that could help. We would like to participate in the meetings regarding the future of the fairgrounds and be part of the next chapter of this property. To help to make Calistoga a place locals can enjoy, be proud of, and help create a destination for people visiting from out of town.

I am writing to express my thanks to Mayor Don Williams and Council member Scott Cooper for negotiating a deal for purchase of ownership of Napa County Fairgrounds. I am hoping the the City of Calistoga plans to move forward with the purchase of the Fairgrounds and Calistoga Speedway.

I have always looked forward to, and planned months in advance, for the trip I took annually to Napa County Fairgrounds to enjoy a weekend of Sprint Car racing at Calistoga Speedway; to attend the annual Louie Vermeil Classic. There are races I could have attended closer to home those weekends but I didn’t. I chose to make the annual trek to Calistoga Speedway and the Louie Vermeil Classic. I always brought friends with me.

While in Calistoga, my friends and I enjoyed spending time in the downtown area exploring the local shops and restaurants to see what sort of merchandise and treasures those places might house and make a few purchases to take back home with us. We also enjoyed trying the food in the local eating establishments. We've always had a good, low-key, relaxing experience when visiting Calistoga and eagerly anticipated coming back the next year.

I think we should buy the fairgrounds.

However, I am disappointed that we restricted OURSELVES on how the property could be used. I think a clearer and more appropriate way to express what the intention is with this clause is, "The property may be utilized in any manner for which it is zoned. Furthermore, regardless of zoning, it may not be used for market rate housing or hotels." Isn't that what we are truly aiming for? Unfortunately, the current language that is used ("historic uses") implies that the fairgrounds is going to revert to what it was yesterday. Most of us do not want it to be exactly the same - the racetrack being the major use that many of us would not be disappointed to see repurposed; afterall, the track uses a lot of acreage. We want it to be as useful as possible which in some cases would include repurposing.

If we are tied into this "historic use" language then so be it because the "historic uses" language is so broad as to encompass just about anything other than housing and hotels. But, why do we need that extra hurdle to negotiate on what will obviously be a complex project to begin with.

My last point, if we buy the property at the current asking price, we should take a breath, let the dust settle, the euphoria wane, the adrenaline subside. If we buy the property for $2M, we have the "luxury" of not immediately having to pay back a huge loan right now. Let's use that to our advantage to take our time. For example, let's put out an RFP to professional land use design firms who have expertise in designing public spaces such as the Great Park in Irvine, the park on top of the "Big Dig" in Boston, the High Line park in NYC. We are the crown jewel in Napa Valley. This would be a dream project for a land use design firm to help us best shape the uses for this piece of land instead of immediately reverting back to what it was. Then, maybe take a vote on the racetrack use to ensure that the majority of voters wins the day. In other words, let's do this right by taking incremental steps. Logvy park took 20+ years to see through to the end. It was worth the time to do that. Invest in smart and appropriate progress instead of just reverting to the way we did it in the past.

I strongly urge the Council to move ahead in purchasing the Napa Fairgrounds property.

Having grown up in the racing community, I spent many days and weekends in Calistoga.

The time there in my childhood instilled a love for the Calistoga community into my adulthood.

While the marquee race event weekends brought thousands of race fans into the beautiful City of Calistoga, it also brought an economic catalyst to local businesses.

Had it not been for events at the Fairgrounds property (auto races, pro wrestling at the County Fair), I would very likely never have explored Calistoga as an adult (staying at local lodges, spa days, dining, wine tasting, shopping the local merchants). I now spend two vacation weekends in the City of Calistoga -- money and time which otherwise may have been spent elsewhere as a Bay Area resident.

The value of the Fairgrounds facility extends far beyond racing events, trade shows and having a community enter that can accommodate large events. It brings 100s, to 1,00s of people into the City of Calistoga - all who need to shop, dine and play while in the area.

I think the record shows that the race track itself and RV campground was a huge economic engine for the Calistoga community.

Just think for a moment if the Labor Day weekend race weekend were to return, along with several other marquee Fairgrounds events - hotel occupancy would skyrocket, diners would be bustling and local businesses wouldn't struggle as hard as they do in a post-Pandemic World.

After years of negotiations and tough discussions, the City is in a prime position to secure this valuable property that would be a much-needed economic catalyst for the community.

It is evident the City needs to bring more business and events to town.

Help support Calistoga businesses. Purchasing the Fairgrounds is a step in doing that. The Fairgrounds is a critical component to bringing in much-needed tourism, visitors (hotel guests, diners) and shoppers to the community.

In an opinion piece published by the Calistoga Tribune on January 26 former mayor Chris Canning shared his thoughts about how the proposed purchase agreement might be refined to provide essenƟal tools the city will need to fully realize the benefits this once-in-a-lifeƟme opportunity offers. The former mayor lists three ways the “first refusal” clause is less-than-ideal from the City’s perspecƟve. I agree with the former mayor; to me the potenƟal concerns about the “first refusal” clause are sufficiently onerous as to merit the City more fully negoƟaƟng these points before agreeing to the purchase.

Also, I am confused - and frankly a bit alarmed - by the clause in the proposed purchase agreement that would prohibit all but an unnecessarily short list of very specific uses at the fairgrounds for the next 99 years.

According to the Tribune (January 26) this restricƟon was added to the agreement at the behest of the city, not the county, and that’s a source of my alarm. It’s a fair quesƟon to ask how Calistoga ciƟzens would benefit from this self-imposed restricƟon. To me it appears to achieve nothing of real benefit to the City. But it clearly will eliminate a wide range of alternaƟve uses and management approaches from even being discussed. This may jeopardize the City’s ability to realize the full range of potenƟal public benefits over the 99-year period the restricƟon would be in place; and it would deprive a significant porƟon of Calistoga’s ciƟzens – perhaps even the majority – of the opportunity for truly meaningful parƟcipaƟon in the host of important decisions directly and indirectly related to the fairgrounds, for a very long Ɵme to come.

I urge the council to negoƟate the historical use restricƟon out of the agreement. In the alternaƟve the city might consider making the acceptable uses listed in Exhibit D-1 to the agreement less specific and more generic. For example, changing “golf/golf course” to “outdoor recreaƟon”; “races/outdoor racetrack” to “outdoor spectator sports/music venue”; and adding “repurposing exisƟng pavilions”. That way public discussions about appropriate uses – today and 99 years from now – will be able to address and respond to the full range of challenges and opportuniƟes that present themselves, now and in the distant future. And reducing the specificity of the acƟon being taken by the City now might yield the addiƟonal benefit of supporƟng the finding, set forth in the proposed resoluƟon, that the purchase truly is exempt from CEQA.

*The long, tedious work has been done, over many years, to arrive at this very doable purchase price *Our community will see so much revenue from all the fans of this property, and what will be offered, that a NO vote by you tonight will be a very real indication of how you feel about our local Calistoga residents and business owners *The opposition to 'Measure E' based all of their energy on the cost, and how it was unfairly going to be put on our community residents and businesses, and another way to acquire this property was needed -this has now been determined by this negotiated selling price
*Everyone agreed, during the 'Measure E' election that revitalizing the 'historic uses' for this property was the single goal supported by our community
*It is very easy to cite reasons not to buy this property, such as 'no vendor wanting to do only a 25 year lease' in regards to the racetrack, rv park and golf course'- who says? we are not even to this part of the plans for this property and some people are already throwing up supposed roadblocks

What amazing news to hear that the Fairgrounds can be returned to the Calistoga Community for such a great price!
As a residents of almost 50 years, we have participated in so many events, gatherings and fundraisers there. Years ago we worked the snack bar at the races to earn money for the Preschool. We took our children to the Fair every summer to see the animals, watch the magic shows and listen to music. We visited Santa at the Christmas Bizarre. I look forward to returning with my grandchildren.

We attended dances, Quinceaneras, weddings, and Memorials. It was always the place both locals and tourists could gather.

We could go on and on. The Fairgrounds has the potential for so much. The Races and RV Park will be good money makers to start with.

And many other options will follow.

Thanks so much to Mayor Williams, ScottCooper and all the others who have put so much time and effort into making this happen.

Re: Purchase of Napa Valley Fairgrounds proposed agreement I’d like to give my thanks to everyone who’ve worked so hard to bring this to fruition. Mayor Williams and Councilmember Cooper, thank you for your successful negotiations for Calistoga’s purchase of the fairgrounds! And my thanks go to Scott Atkinson and all of the Friends of the Napa County Fairgrounds Calistoga, and everyone else over the years who have worked so hard to make this a reality.

The fairgrounds have been an essential part of Calistoga’s community and economy, and I know we will all be happy to see the property repaired, revitalized, and, once again, the center of so much that is a vital part of the city.

I think that Lana Richardson brings up some very good points that should be considered, and that could be addressed in a community forum, to fine-tune some portions of the agreement, including whether we are limited to historical uses only — though that is a great place to start.

It will take a lot of work to put the property back into good condition, and every bit of it will be completely worthwhile.

I support the purchase of the fairgrounds, to once again make it the vital part of this community that it was for so many years. And, once again, thank you to everyone who has worked so hard to make this happen!

City Manager Snideman announced that with Council encouragement, the City is going to look into facilitating the Halloween Parade this year. She also reported that the Annual Holiday Dinner for seniors is going to be held Dec. 16th, 12pm-2pm at the Boys & Girls Club, Drug takeback day is on Oct. 28th 10am-2pm and PD is hosting a Trunk or Treat event the evening of Oct. 28th. Also, School Resource Officer Arlen is being recognized for her work with juveniles and for upholding the rights of Domestic Violence Survivors.

8.1. Lincoln Avenue (Hwy 29) Parklets need to be removed or permitted to stay by Caltrans by 12/2023. This item was presented by Public Works Director Derek Rayner
Public comment was made by Erick Reichert, Clive Richardson, Mr. Dierkhising and Mr. Ali in support of keeping the parklets. Dan Herndon spoke against keeping the parklets.

The Council discussed and Staff was directed to pursue the Caltrans permits and a formal agreement with the businesses simultaneously.

Mayor Williams made a motion, seconded by Councilmember Eisenberg to keep the parklets for another year with the City taking on the permitting expenses not to exceed $18,000 and without making this an annual commitment, only if the businesses formalize an agreement to take over the responsibility for maintaining, cleaning and keeping the parklets compliant with Caltrans rules and regulations.

Mayor Williams made a report from a closed session:

While there was no legally required reportable action taken during the Closed Session conducted on October 26, 2023, the Council has unanimously approved the following statement to be read following the conclusion of the October 26, 2023 Closed Session. On August 15, 2023, the City Council received a Harassment and Hostile Work Environment Complaint, concerning City Manager Laura Sideman. The Council immediately launched a comprehensive and exhaustive investigation.

The investigation extended far beyond what has been reported publicly--including full participation from the complainants. All City Hall employees and Department Heads were interviewed, providing critical insight and information. Each member of the Council carefully and independently reviewed 800 plus pages of interview transcripts; video and audio clips; relevant policies; and received comprehensive investigative summaries. After careful consideration, the Council unanimously came to its own conclusion that the complaint was clearly unfounded. Simply put, there was no harassment, hostile work environment, or violation of any City Policy or Law. The City Manager has welcomed our feedback from this process and appreciates learning how to better lead this organization. The Council appreciates all our hardworking employees and is dedicated to maintaining a supportive working environment. The Council looks forward to working with all City Staff to continue making Calistoga thrive.

Councilmember Eisenberg made a statement calling for the government to take a stand against the killing of innocent people in Israel across both sides of the border.

Vice Mayor Lopez-Ortega has noted that the condition of the parklets has not improved as far as cleanliness since the businesses are supposed to be taking care of them.

Councilmember Gift would like to reiterate that the Council supports youth sports, specifically by covering the cost when possible as youth basketball is free through City Parks and Rec but since it is now run by the Boys and Girls Club it now costs $75. Hopes to have Council support if this item were to come to Council for financial support.

7. PUBLIC HEARING

7.1 .

Adoption of Ordinance No. 762 and 763 - Adoption of the final water and wastewater rate study and updated water service rates, drought surcharge service rates, and wastewater service rates.

This item was presented by Public Works Director Derek Reyner, Raftelis consultant Kevin Kostiuk and Attorney Meghan Burke.

There was public comment against raising the water rates by Michael Quast, Dennis Lang, Pat Merchant, Sheila Allen, Georgie Costello, Jerry, Julie Kaplan, Roy Best, Rick Kaiser, and Louise Della Maggiora.

City Clerk Galvan stated that the Clerk's office had received a total of 601 written protests against the new water rates and 600 written protests against the new wastewater rates.

Therefore, a majority of protests has not been met for either. The City Council discussed this item extensively.

A motion was made by Mayor Williams to adopt the ordinance adopting the new water rates, seconded by Councilmember Eisenberg.

He also asked if it was too late for the council to accept an application regarding funding compost bins. Mayor Williams stated it could be considered and will take a look at the application.

Vice Mayor Lopez-Ortega attended flood control and water conservation meetings, she wished everyone happy holidays and asked we all remember to check on our neighbors during the holidays.

This item was pulled for discussion by the Council and all Councilmembers asked Mayor Williams to reconsider some appointments, so the committees continue benefiting from incumbent historical knowledge. Mayor Williams stated he intended to give citizens new to the committees and opportunity to participate and bring new views and experiences to the table, he agreed to reconsider re-appointing some incumbents.

Council discussed the item and directed Staff to bring this item back to Council after streamlining the permit process to encourage re-applying, consider an increase and eliminate some unsafe roads from being an option, such as Wappo Ave.

9. COUNCIL REPORTS
Councilmember Eisenberg attended NVTA and Climate Action Committee meetings, he reports there is a lull in action items but this should pick up in January.

Councilmember Cooper spoke about the success of the Holiday Dinner.

Councilmember Gift thanked all the committee applicants and encouraged citizens to keep applying, she attended the NVTA Tourism Council.
