Good afternoon,
In regard to the Fairgrounds and Calistoga Speedway it is very exciting to know the facility is looking at opening up for events again. I first attended the races there in 1979 and have been back every year since until the closure.
I would like to show my support for the Hunt Family and HMC Promotions. The work they put in for the Louie Vermeil every year makes it a must see event, not just a race. Please consider their past success when choosing a promotion team for the speedway.
Our family looks forward to spending time in Calistoga again and enjoying all that the area and fairgrounds have to offer.
Thank you,
Tom Norberg

Hello! First of all I want to say how exciting it is to see the Speedway come back to life! My family and I have been attending events at the track for 20+ years and have made the Labor day weekend racing events at the track our annual reunion with both our family and the racing "family". The Hunt family have gone above and beyond making the racing events they promote so much fun for everyone. They are truly excellent promoters. My family and I look forward to continuing our tradition of meeting up with family and friends at California's OLDEST race track. Long live Calistoga Speedway! ࢀࡿࡾ Cheers! They are uniquely positioned to oversee the racing operation at this facility. To all it may concern,
As I am a second generation race car owner/driver and Director of Publicity and Media Affairs for the California Asphalt Sprintcar Association, I can say with certainty the loss of Calistoga Speedway these last few years has been deeply felt.
Sadly too, my family misses going to the charming town of Calistoga and surrounding area - as our only visits were based on going to the races at those beautiful Fairgrounds. Vl?thoutthat "draw"we never seem to ?nd the time to go othewvise.
And we miss it,
We miss the action, our friends, and the opportunity to enjoy everything else Calistoga has to offer.
Joyfully, the track looks poised for a comback!
And knowing the Hunt Family and their expertise is on the precipice of renewed success at the track, makes us even more hopeful!
Please consider all that this historic speedway means to so many - and entrust the Hunt's to work side-by-side with you to ensure its long-term success
We're sorry we cannot attend the upcoming meeting in person but please accept this as a vote of con?dence to the collaboration that returns Calistoga to its rightful place as a great race town! Thank you for listening.
All my best,
Glenn Hopper and Family

Dear Mayor and City Council,
Iam writing to voice my concerns and surprise to see that the 1ill 9agenda includes re-opening the fairgrounds for races and RVs.Thisappears to be an attempt to sneak by a council approval to re-open the race track and RV parking uses at the former fairgrounds prematurely and with significant consequences.
The 70 acre property needs to be re—developed into a community based and community utilized center of our town, not reverted back to the old “fairgrounds"!
The planning and redevelopment of the properly should be handled in an open and transparent mannerwith Planning Commission and community involvement - not by piecemeal or by adding agenda items in regular meetings to approve uses without an overall plan.
I am asking for you to Please move to re-order the agenda on Tuesday so the public input and discussions are heard before the matter of voting by Council. and Do Not allow the motion to schedule races and RV parking to proceed or pass at this time.
An entire comprehensive planning approach needs to be adopted for this 70 acre asset in the middle of our town - with planning and redevelopment experts and community forums to ensure we don‘t end up with the same problems as the County had and limited use for our residents. Thisasset is worthy of proper and deliberate planning by our community in a transparent and open manner!
Sincerely,
Gory Gamoge

Hello, Iwould like to show my support for Calistoga Speedway and hope help lean us in the right direction towards the possibility of a 2025 racing season and so on. Calistoga Speedway is one of the most beautiful California tracks, if not the most. The unique pit area being on the infield, the beautiful trees and hills that surround the track, and all of the memories made there by families who love car racing, it‘s an irreplaceable racetrack that deserves to be shown off to younger generations of not only fans but racers that have yet to experience the intense speed of the half mile. I hope to see more races throughout the upcoming years at Calistoga Speedway”

Importance: High
Dear Calistoga City Council,
I'm writing in response to the City Council Meeting on the 19th of November, 2024 regarding the future of the Calistoga Speedway and my committed support to the future of the Speedway.
My business AMERIPRINTSis entering it‘s 20th year in Sonoma County, I'm a retired Coast Guard Veteran and former Petalu ma Speedway Mini Stock and Dwarf car Racer. | first attended a race in Calistoga in the Mid-2000‘s to watch a World of Outlaw event and |was instantly hooked as a fan of not only the racing but the facility itself. One of the most Iconic and beautiful backdrops in the nation and one of the only true half mile dirt tracks in California. A site to behold for any first time Visitor. Istarted attending annual races with my family and friends as a staple of our summer events after that first race.
In 2016, | first had the opportunity to partnerwith HMC promotions to provide a small sponsorship package to help with the annual Louie Vermeil Classic. As a small business to see my business name announced and included within the programs of a sport and location I hold so dear, has been an honorto say the least. Between 2016 and 2019 we planned our entire summer schedules around camping at the RV Park and attending the race weekends.
With just this short story of what the track has meant to me, my family and friends over the years, you can imagine how devastated we've been to see it's decline over the past few years. The revitalization efforts and commitments of those that love the track, the city and it's commitment to preserve it's history, it is my dream once again to attend and make a promise that Iwill participate with my business and sponsorships whenever possible. Thank you so much for taking the time to read my story and please consider moving forward with opening and returning Calistoga Speedway to greatness. Thankyouii

My first visit to Calistoga Speedway was in 1964, at least as far as Ican remember. Iwas in love with the track and town immediately! The Vermiels, Louie and his wife, were among the kindest people I have ever known. I have attended races there throughout my 65 years on this rock, and hope to do so again in the future. I also learned early on, the finite reality of life there, first in 1966, and again when Uncle Gary (Patterson) went to God. To lose this racing facility would be a difficult loss to bear, even though l now live in Iowa. Please consider the lives positively impacted by the Speedway and the history held within that facility when considering itsfuture.

Primo Giusti

CAUTION:Thisemail originated from outside of the organization. Do not click links or open attachments unless you recognize the sender and know the content issafe.
Good afternoon,
I’m writing to support the re—opening of the Calistoga Racetrack. Around 2010- 2013 we took our two girlsto the racetrack to watch the Outlaws race there like we have many many years previously. At this particular race my youngest daughter told her father that she wanted to race one of those cars. So after 5 years of racing a mini stock at Petaluma, Antioch and Oceanside racetracks she‘s starting her ride in a Sprint car, She's our |i| peanut with the need for speed. She’s built a relationship with not only her father but with her crew and other race car drivers. With 2025 being her first fullseason behind the wheel of a Sprint car it would be surreal ifshe were able to race a track that she dreamed of becoming a race car driver. How neat it would be for us as parents to see her race at a track we went to often and where her dream of racing could take place at this memorable track. Thistrack along with the others we’ve raced at is as much in our blood as it is hers. Thistrack is a staple in so many racers lives that it not only would be a shame but a travesty to everyone. This track was open for many years and just because a few people don’t want the track to reopen it’s not up to them. It's like moving next to an airport than complaining about the noise. Itwas there before they moved there and it made the town just as much as any other business. Please don‘t let a few bad apples spoil the track from reopening. In this day in age where tracks are closing left and right, please be THEone that reopens and stays open for the racers and the fans. We need a betterworld and closing the track wouldn't be doing that. Consider also the funds and employment that this reopening could raise. Nothing good can come from a closed track. People are counting on this track to keep old memories alive and to create new ones.
Respectfully,
LisaShelley and Family and Crew

Subject: Fairgrounds property
l—
Dear Mayor and City Council members,
I am writing in support of moving quickly to get those venues at the Fairgrounds which have been well-used, appreciated and profitable, up and running again. I am adding my voice to those who advocate for utilizing the things that are still functional to generate funds to offset our outlay in renovating those areas and buildings that are in desperate need of repair. Speci?cally:
--Let's get the RV park back into working order and open for business. It's a very needed amenity in our community, and will generate revenue which will offset the costs of running it as well as upgrades when needed.
--Let's get the race track back in operation! The noise, to me, is the sound of people having fun and enjoying our community. I've missed it! It also brings in revenue as well as being a boon to downtown restaurants and businesses.
--Let‘s get at least one of the larger buildings repaired enough to host crattlart shows, large community gatherings, etc.
Success in revitalizing these things will attract investors--both monetarily and volunteer/support hours. The important thing is to START! Yes, there are areas of the property that could be developed in new directions; to me, the golf course is up for discussion as to it's future—-buthen, I'm not a golfer...! The above 3 things are needed, have been well-utilized in the past, and are things I believe will maintain our community involvement and promote our small-town charm, Thank you very much for listening...l vote to move fonrvard! Yours,
Ellen Patterson

l hereby state my support for the reactivationof the Calistoga Speedway.
I have attended races at this beautiful facility since the late 1970's. Furthermore, I have brought many of my fellow race fans from across the United States to the Speedway, and each has commented on the excellent racing and the incredibly picturesque setting‘ Calistoga Speedway is also unique in that it is one of the few (possibly only) "big tracks" (1/2-mile or larger) on the West Coast.
Thank you for your attention.

Good Morning
Hope y’all enjoyed your weekend.
SO, Tuesday your meeting in Calistoga is surely a very important one for Your city and the racing community of California The history and pomp and circumstance that Calistoga Speedway represents,i
s timeless and a staple in the state of California.
We are reaching out to you to emphasize the importance that Speedway has for your city, Race weekends are ?lled with visitors from all over the United States, as they flock to 1 of the most beautiful settings for a racetrack, and the history that it holds.
Those people bring to you and your merchants added income in the form of shopping and dining in the quaint locations around your city,
Just the turn out of people that showed up to start cleaning up the Speedway, the hours and $3; out into that effort,
should show you that massive amount of support that is reaching out to bring racing back to beautiful Calistoga.
For us, The Louie Vermeil Classic was our go to. What would be a race weekend, was actually a race week, where we spent our yearly vacation, adding many days of touring wineries, indulging in foods from many of the restaurants and who can forget the numerous trips to
Cal Mart ( love love love that store. ) anyway, we have recently leftCalifornia and moved to lndiana but you can bet your bottom dolllar that ifyou the City Of Calistoga reinstate racing at The Speedway and The Louie Vermeil Classic is held in 2025, this little team from Indiana
willbe doing everything in our powers to make the miles and miles of towing to be there, We sure don’t wanna miss the what willbe the grandest of “ Welcome Back’s”to a speedway that sadly was forced to close, but hopefully will make it’s place back in racing's storybooks, was itshould be,

As someone from the state of Ohio, who raced at Calistoga Speedway, and also worked as a color analyst forthe TVbroadcasts from there and was also a grand marshal atone point, Iam so happy to see that the speedway will not be closed!
Ifeel it is very important for the area to continue having racing for people like myself, and people from around the world, who come into the area to see racing and also spend money which adds to the local economy, because obviously there is so much to see and do while in the Napa valley.

Iwas excited to hear that the City of Calistoga purchased the Fairground property in February of this year.
Ifondly remember activities I have attended at the fairgrounds through the years. such as the County Fair and Christmas Faire. My fondest memories, however, are of times spent at the Speedway events, I’ve been attending the Speedway races in Calistoga since the late 19605.

Hello.
I am writing as a homeowner who isin favor for getting the fairgrounds up and running as soon as possible! We bought our home in Calistoga as it was a favorite place for us to escape from the city in the 1980’3-1990‘s...we loved going to the Fair every summer as we camped out at the state park! Upon returning from living in the East Coast our luck as it was, we maintained our home in Calistoga so we had a place to return to...we love Calistoga and we miss the Fairgrounds....ltjust seems like it could be a worthwhile project to pursue as soon as possible to get it up and running! It brings people to the area who willsupport the local businesses....l hope to see progress in this Fairgrounds endeavon

I am looking forward to this week‘s meeting relating to the fairgrounds, and hearing ideas and updates.
lwould like to express my disappointment in knowing that at this point, months after the deal was finalized, we have not heard of any plans. The community showed up in droves to help clean up the property, and that should be a clear sign of the desire of Calistogans to see the fairgrounds revitalized and to share in making that happen. To not have moved forward right away at reinstating some of the possible options of generating revenue (RV park, racetrack, rental of useable buildings/space) seems irresponsible to me.
I understand that an executive director has been on the payroll for several months now. I believe further delays for the purpose of creating more bureaucracy around the revitalization of the fairgrounds is wasteful of both time and money.
Delays are creating an opportunity for other groups to move in and dangle the carrot in front of our “leaders" with their ideas and proposals, which are likely only intended to fatten their wallets.
Let‘ssee our leaders move on this!!!Ithink the community has expressed enough interest that this could become a grassroots project, not something that needs to be farmed out to "consultants."

Dear Honorable Council-members.
Please consider the obvious: get the racetrack and RV park up and running as soon as possible to generate revenues for further development. To the extent possible, Calistogans have shown their volunteer spirit in resurrecting the fairgrounds. They will continue to do so if common sense prevails. There are railings up and down the aisles which help senior citizens like myself to be able to go up and down safely. When in Calistoga | eat lunch and dinner and get some other items.
I hope that the track will be able to host a good season of events.

Hello, Thank you for considering...
Fairgrounds Notes — Trudi Angell, Nov. 17, 2024
Ideas for Fairgrounds Opportunity and Re—vitalization
-0utdoor music and Family events.(how much would a potential promoter be willing to donate or low-interet loan toward re-vitalizations preliminary projects?) .RV Park (same as above - loan - from a management company for RV park, preliminary investment)
* Low-cost housing small complex.(really. affordable, not just in name:and loan concept from developer) Consider the housing as ?rst available to PG employees. - Pocket Parks - low cost and Calistoga-directed (a thought - Calistoga student-designed pocket-parks as a contest)
- Jogging/walking route. — low cost and Calistoga directed. - Infrastructure, athrooms, gardeners and maintenance, insurance and vigilance. - Equine events and other (dog shows, cat shows, etc)
- Cowboy Poetry Events (it‘s a Thing!)
- Film Festival, Art and Food Events
- lndigenou-Hispanic History and Plant/Ethno-botanical Display - Calistoga 20ChCentury History [extending the Sharpsteen museum concept into the 19005 and inviting community to share their Fair-photos Lparade-photos,history photos family photosots, ranch and preOvinyard landscape photos)
- Thank-you Wall to honor various ?gures who make possible the re-vitalization) * A Community Garden (previously located approximately at the site of Boys and Girls club and, see below....
.Last but not least A real. and beautifulyl- planned Dog Park! Considerations and comments:
I was born and raised in Calistoga (1955 to present) and of course have fond childhood memories of fairs, 4H events. square dancing and social events, fireman's Ball and being a caddy for my dad on the golf course. In the 905/2000sequine show jumping events organized by McKellaO'Neil were a highlight for the summer., and the Hispanic community events for music and family gatherings encouraged dancing and food and fun cultural additions. 1
Although structuring and planning is crucial to designing all aspects of a community space, there are very successful local public events and attractions that can be cited, and did not likely require expensive investigation and impact reports for their development. Though it may be a different world now we have the history to prove that success. Wine-focus and spas notwithstanding, a few are naded below:
Sharpsteen Museum, Pioneer Park, Logvy Park and Community Pool, Boys and Girls Club, Tennis Courts and MonhoffCenter, Farmer‘s Market, Oat Hill hike/biketrail, walking and biking loops,, and the decades of events that made our Fairgrounds such a community and county life-style treasure. And the parades! These are so many established key attractions that encourage visitors to our community and allow Calistoga to keep its Small-Town with a Big Heart outdoor-friendly atmosphere.
Although as a local Calistogan the Sprint Car races never attracted me. and the noise pollution was horrendous for those living within a mile or two of the track, it would be valuable to weigh the benefits monetarily for that event to resurface. It was only 2 or 3 weekends a year of "discomfort", and only for a couple of hours each evening. What were the monetary benefits to schools.taxes, or even just to consider the support of the Fairgrounds infrastructure-costs? There were always great bene?ts, I believe, to local Calistoga shops and businesses.Something to consider.
As a ?nal comment to this letter: I believe that it may be detrimental to the Calistoga Community and its funds to implement an "officialsurvey” of ideas. The group Friends of the Fairgrounds is already open to anyone interested in sharing an opinion of concept to proceed.
I believe in a grass-roots effort to re-vitalize and I have faith that the interested group(s) and Council members are well-aware of general water-issue, night-sky lighting and infrastructure beginning concepts, visual, ethical and community-based issues around revitalization. Considering how many 'official reports' happen in counties and communities that ultimately do not benefit the original concepts of a project... it would be sadly a waste of time and finance for Calistoga to hire a design firm and lose months of positive forward momentum. There may be a time in the future for bidding on the community-based concept
5. Let's not put the cart before the horse.
I consider the above as just logical-thinking”... not anything based upon an educational degree or an official position having to do with knowledge of engineering. We have a great opportunity to demonstrate an effective model for small-community success. Thank you for your consideration and I hope to see you on Tuesday.

As you know, the Speedway has been in that community for a long time. The Speedway has brought many fans to the area that wouldn't necessarily come to the area. If it wasn't for the Speedway, spend money, eat drink, pump up the economy. 30 Ithink it's very important that we preserve the Speedway, and at least have a couple of events there a year. Also, you can have different events. As you know, it's a big property, so hopefullyyou will read this and consider saving it forthe future generations.

I've never been to Calistoga Speedway to see a race, but Isure have listened to stories from older and current generations of races there. lwould love this track to be renovated in time fora 2025 season orjust some one off races to get the track back on the map. I‘m not asking for big name races to come, but maybe start small and go from there. Please keep this track open and get it ready for future events. Love dirt tracks, but most importantly love dirt track racing when I can catch it. Ifthis track re—opens I’lltry my best to be there for its re-opening race.

Dear Mayor and Council Members,
I am sending you a request to move item 3.5 listed on the upcoming City Council November 19'" agenda. to the agenda top, thus allowing public discussion prior to the council making any decisions regarding the racetrack, RV park and Butler Building.
Regarding the attachment on 3.5, Community Input Chan, I see no explanation for what the numbers represent on this chart. What exactly do the numbers represent? Meetings? People raising hands at meetings? Letters to the Council? Casual conversations? This data is misleading and totally lacks credibility. Hopefully, our council and city administrators are not relying on this information to make lasting decisions, which willhave a great impact on the city budget and property usage. It appears to be a bit skewed to the immediate reopening of the racetrack.
This quote from the agenda 3.3:
, Noteable repairs are necessary before even initial use of the speedway could occur. In additon, the most requested use the Fairgrounds Revitalization Director has received since her arrival has been for movement toward reopening the Calistoga Speedway. Itthe city councrl is interested in the possibility of rental income from the racetrack in 2025, decisions need to be made about how to proceed toward that goal. Staff is seeking City Council direction. “The most requested use," by the racetrack enthusiast, is not a suf?cient reason to direct Staff by Council to push through agenda item 3.3 to have 2025 the opening season for the Calistoga Speed Way. Talking to the Fairgrounds Revitalization Director is important, but not the most reliable data gathering method and decision making should come from a broader set of parameters.
Before any decisions, there needs to be a viable study with a larger sample size involving all sectors of Calistogans to avoid bias. This willimmensely help guide the direction the council should take on any use of the land. We need outreach to the public on gathering transparent, genuine, and accurate data on the land use subject.
Please slow down, step back and review what is best for the entire population.
Respectfully.

Agenda Item 3.2 - RV Park
Adopt Option A - "As Is"
Get the RV Park up and running and populated. RV camping draws a totally different clientele than the high end resorts do. Former patrons and new renters will fill the park again. Consider upgrades over time.
Agenda Item 3.3 - Calistoga Speedway.
Get the Speedway repairs done ASAP so that event promoters have advance time to calendar their events. Sprint car motorcycle races draw in enthusiastic fans from all over the country. Let them experience Calistoga again.
Agenda Item 3.4 - Butler Building Roof
Adopt the Resolution. Fix those leaks now. Modern Method Roofing is a reliable and professional company that does great work.
Agenda Item 3.5 - Community Input
Yes, get more input and support.
It's not clear where the data for the list of Community Input and Funding Possibilities came from, but many good ideas there.
Race Track, RV Park, Golf Course, Rent Building for Private and Public Events, Flea Market, Rodeo.
Golf Course should be kept affordable as it was before. That took some reliance on volunteers. Don't try to compete with high end Napa Valley golf courses.

Dear Mayor Williams, Vice Mayor Ortega, and City Council Members, I am writing to you to address the upcoming city council meeting agenda pertaining to fairgrounds use and revitalization. Thank you so much for the time you have spent on acquiring and working on reviving the historic community gem we all love!
I urge you to proceed in passing resolutions that will result in the opening of the fairgrounds sooner rather than later. I would love to be able to return to events there, such as the fair and the sprint car races, while some of my older family members are still alive and able to attend.
I have heard discussion about hiring a consultant from people who seem to think that community city council meetings with public comment are not a place to discuss these matters fully. This, to me, seems like a further waste of time and money, when the goal of acquiring the fairgrounds was made possible by a sale under the conditions of historical use. We already have a revitalization director. We already have regular meetings where the community can weigh in on these matters. It has been amazing to see fair and race fans come out and get involved in local politics, an arena that wasn’t a usual space to see these sort of folks (myself included). I see no reason to delay getting buildings and facilities back in operation. It seems as though people are delaying because they would like to see different uses when the fairgrounds comes back into operation, and that is a shame. We were able to acquire the fairgrounds at a below market price to return to historical uses, of which there are many. The fair, races, RV park, concerts, events where the hall is rented such as crab feeds, rodeos, art shows, the list goes on! Please continue to move forward with getting the fairgrounds operating in the near future! It would be
2 amazing to bring my grandmother and great uncle to the fair and speedway soon! I’m certain community kids would love to be able to attend a local summer fair again instead of traveling down valley or to another county. My best memories from my childhood are walking to the fair and speedway with my family.
Thank you for your time,
Emily Bucchianeri
Comments of Tim Reilly Regarding the Order of Presentation of Agenda Items at the November 19 Special City Council Meeting (20241119)
I am a full-time resident of Calistoga. I’m part of a grass roots group of residents – open to all comers – who’ve assembled around a common purpose: to participate alongside our neighbors to develop a master plan for re-vitalizing the Fairgrounds that responds to the diverse needs and aspirations of our community. With that goal in mind, I am requesting the Council to re-order the agenda for the November 19th Special Workshop so that Agenda Item 3.5, Community Input on the Fairgrounds, becomes the o Doing so comports with previous public statements by the City, individual Councilmembers, other civic leaders, and local community groups explaining the advocating that citizens become more involved.
o Some of the decisions anticipated under agenda items 3.1 through 3.4 would from public input obtained under item 3.5, regarding the overall for public involvement that should be applied in master planning for the Fairground re-vitalization.
For example, please consider:
agenda item 3.1 – , that re-opening
the property will be a gradual process. This implies restoring a range of various actions separately, over time. All these various “gradual re-opening” actions – individually and cumulatively – have potential to be interconnected with one another. For example, selecting agenda item 3.2, – o might require an irretrievable commitment of substantial public resources (i.e., “guestimated” to be up to
$850,000), unduly limiting the availability of funds for future actions, and o might constrain or limit the physical
re-purpose the whole property, or unnecessarily impede optimizing the long-term For these and other reasons it seems good governance for the Council to re-order the sequencing of agenda items. Doing so will reinforce previous public statements about the value of public involvement, enhance public engagement
local , and lead to better, more sustainable outcomes.
considering these comments, and for your service to our community.
Comments of Tim Reilly on Public Involvement to Support Decision-Making for the Fairgrounds (20241119)
I am a full-time resident of Calistoga. I’m part of a grass roots group of residents – open to all comers – who’ve assembled around a common purpose: to participate alongside our neighbors to develop a master plan for re-vitalizing the Fairgrounds that addresses the diverse needs and aspirations of our community. My comments build on and respond to concerns voiced by others – both inside and outside our group – that may come up in the Council’s deliberations. We’re an informal group, and these are just my own opinions. o Out Item 3.5 align with our proposed
approach for public involvement. But outreach needs to extend beyond simply sensing the community’s “wish list” without providing a context for decision making.
Context – especially – is
needed to assure public input is informed by knowledge of , costs, and potential revenue sources. So, the City’s plan for public involvement should include easy access to existing foundational agreements, analyses, and other documents. The plan’s objective should be to provide to Calistogans a range of master plan alternatives to consider, each supported by conceptual “designs” and analyses. The Council might consider setting up and populating a dedicated web presence for communicating and disseminating information. o Our proposal is not intended to delay the project.
Item 3.5 as “…the initial phase of a public input process…”. But the process we propose would carry-forward to all phases of public involvement, from the initial through adoption of a preferred master plan
alternative. When our respective proposals are compared mind, our estimate of the time needed to complete all phases of public involvement roughly align with the completion schedule inferred from Report.
o We agree certain immediate actions are necessary. Our proposed approach is not intended to impede actions that address immediate concerns for public health and safety, ongoing deterioration of essential infrastructure, or minimally costly actions to generate operating and maintenance revenue during formulation of alternatives. However, until a master plan is adopted, the Council should be mindful
to not irretrievably commit public resources in a manner that might constrain or limit future actions under the master plan.
o The approach we advocate does not favor or disfavor re-vitalization action. Our proposed approach is not “anti-racetrack”. On the contrary, restoring the racetrack is a potentially feasible action that ultimately could be implemented under the process we favor. We are simply advocating for a planning process that encourages and cultivates widespread, knowledge-based participation by the local public, and enables local stakeholders to select a preferred master plan alternative from a reasonable range of viable alternatives. o The plan for public involvement should be widely viewed as credible and evenhanded. It should be implemented under the auspices of the City. The Council might consider appointing a “blue-ribbon” committee of locals to help guide public involvement. And the Council might consider enlisting a non- entity to assist.
This might provide a way to receive funding for the public involvement plan itself.
Importantly, conceptual design and be performed by
tioners who do not have s in the outcomes
of the City’s planning decisions.
o The Council should anticipate a 12-18 month time line to identify a reasonable range of master plan alternatives and to select which alternative is preferred.
Thank you for considering these comments, and for your service to our community.

City Council,
I have attended races at Calistoga Speedway since the early 1960’s. My wife is a former administrator at the Sharpsteen Museum. We are both big boosters of your wonderful town. Thanks to Hunt’s Race World, great racing returned to Calistoga in 2009, and I, with family and/or guests, made every year’s Louis Vermeil Classic. Hope you will offer a multi-race schedule in 2025. I will be there! I have seen races at many of California’s dirt tracks, some no longer with us.
Only a few tracks in all the U.S. have the size and features of Calistoga Speedway, and none in the far west. Please use your 87 year old jewel of a race venue to its fullest in the coming years, and let your location, ambiance, food and services make many new repeat customers as my family has become.

I would like to urge the Council to take a deep breath and consider the long-range plans for the Fairgrounds property. Many people seem to be urging the Council to keep the past uses on the property but I feel Calistoga has a unique opportunity to plan for the future as well as use the property for past events but this is going to take a lot of consideration, and in my opinion, professional help.
Using the Logvy property as an example, the Council at the time of acquisition made the decision to install “temporary” playing fields; as we know, they are still there! This turned out to be a good decision and the property has served as a park and much needed recreation for the citizens, young and old.
However, the Fairgrounds property is a much different property, located in the center of the city and offering much more potential for many more activities and uses. Calistoga needs to do more than look to the past, it is imperative that we plan for the future and not react to sentiment when planning those uses.
By not planning now there is the possibility of not having the ability to make the highest and best use of the property in the future.
I do agree with the Council’s decision to invest in the RV park restoration and it seems doing repairs to the Butler Bldg. will relieve the community’s need to event space for a while. However, burdening the race track property for even the short term at this point without a long range plan is not prudent. This property sits in the center of the Fairgrounds and could negate other possible uses in the future.
Please consider a long-range evaluation for the future.
Thank you for your consideration,
Diane Barrett

Subject: Fairgrounds planning process
CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless you recognize the sender and know the content is safe.
First, congratulations to our citizens and the city for bestowing this monumental opportunity on our small town.
Navigating uncharted waters is risky for all stakeholders, so all concerned citizens must understand and embrace the lengthy critical process that will lead to success.
For the fairgrounds to survive and thrive, it is essential to find consensus among citizens, elected officials, and business owners on a proven sustainable planning process.
The process is critical to success and requires the public to understand that extensive research is necessary to make legacy milestone decisions that will affect our community for decades.
Deciding on the process now is critical to long-term success! It should begin with a demand analysis of events that will use the property in its current condition, what they will pay, the economic impact on the community, and how it will be measured.
This will lead to developing a phased, flexible master plan to meet our community's and end users' needs.
The newly created Fairgrounds revitalization director's position is an overwhelming responsibility for one person because of the amount of data and information required for good decisions.
It's two jobs: a Fairgrounds sales and marketing manager to interview all meeting or event planners in the western US region to measure utilization interest in the Fairground's current condition.
The other expensive option is to engage Smith Travel Research, aka "STR," to measure the demand for the property in its current condition and estimate the economic impact.
Hiring STR doesn't build valuable relationships with customers. They provide good current data only.
The other position is the development director, who analyzes all detailed demand research. This includes citizen and business feedback. The director works in harmony with a fairgrounds director or sales manager and an experienced master planning team to formulate realistic economic impact feasibility studies to limit short—and longterm liabilities.
The end users or event planners will require comparable-quality guest rooms to match the event facilities, attracting attendees and allowing their events to thrive.
With my tenure of managing hundreds of meetings and events and designing and developing entertainment venues, I envision something other than the Butler building being used for quality-spending events such as medical meetings, sales conferences, or car or tech company events.
What is our target event market, and how will they pay for the millions required to compete in the meeting and event industry?
A crucial component is the return on investment for the economic benefit of the community. The deep due diligence process is like an insurance policy and can take 4- 6 months.
2 It is a sound investment to avoid lengthy litigation that could bankrupt the city.
Do we return to the past or carefully plan the future with a new perspective so that legacy and new events can thrive for many decades?
If we build it, they will come?
The answer is simple.
After the team designs a conceptual plan, we engage potential anchor event tenants' focus groups derived from our due diligence database to fine-tune the design.
The goal is to create a picture-perfect community showcase that creates long-term economic vitality.
I wish you all the best of luck with this exciting endeavor.
Best,
William D. Hitt

Dear Mr. Mayor and Councilmembers,
First, and foremost, I truly appreciate the extraordinary efforts and the success thereof in acquiring the jewel of the fairgrounds for Calistoga. This is a great community asset that all can use and enjoy, and one that extends far beyond the borders of Calistoga. As a non-resident, but a visitor to the fairgrounds for the fair and the racing activities since 1960 I can assure you that I and multitudes of people have fond memories of such and very much look forward to seeing the fairgrounds quickly be used again to its full potential. As a reminder, I am not a casual outsider but was actively involved in the unsuccessful measure E campaign, including putting up a substantial monetary contribution thereto and go door to door to campaign for it. As things turn out, the deal successfully negotiate with the County was far better than the measure E purposed. What I did learn from that campaign is that almost to a person all of the residents I spoke with were strongly supportive of the fairgrounds, and, with a couple of minor exceptions, of racing there as well.
My sense from the campaign was that the residents wanted prompt action and felt it was a shame to see the facility sit empty and deteriorate.
I strongly encourage the Council take prompt steps that promote the piecemeal revitalization of the fairgrounds and its uses. Please to not delay the process by trying to have a "complete" action plan before anything is done. Don't let this project become weighted down by studies and consultants.
Please don't let "perfection" defeat the good. We know there is a demand for the RV park. Getting it promptly operational. will generated an income stream year around.
Next, the track can be quickly made fully operational if the city contracts with Tommy Hunt. He, his wife Jeanie, and their business have the institutional knowledge to do this quicker, cost effectively and more efficiently than anyone. And we know that they can successfully deliver based on their proven track record (no pun intended). Please note that for Tommy and Jeanie this racing facility is not merely a monetary issue-it is a passion. They and their family truly love and believe in maintaining this iconic internationally known racing facility and take pride in keeping it going for all fans and newcomers. The drawing of fans for the races brings in major revenue to the businesses, restaurants and hotels etc. all of which inure to the benefit of all Calistogans.
Although I wish I could attend the meeting in person, due to other commitments, I can't. But I trust from the forgoing you understand you are making decisions not only for Calistogans, but for a much wider community who appreciate your efforts.
Thank you.
Very truly yours,
2 Stephen Schmid

Subject: Comments re: tonight's meeting
CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless you recognize the sender and know the content is safe.
Good Afternoon,
I am writing to express a public comment regarding the current and future of the Calistoga Fairgrounds and specifically the Speedway. While I am a new member of the Napa Valley community, I have been visiting Calistoga and the (former) Napa Valley Fairgrounds since birth in the mid 70’s. My dad won his first race at Calistoga in 1968 and many more throughout the 70s and his final race there in 1980. He, and my uncle, are now enshrined in the Calistoga Speedway Hall of Fame, along with numerous others who have built a legacy for the history of the Speedway and sprint car racing on both a local and National level.
It was with great enthusiasm and sense of hope that so many of us in the “racing community” felt when the city purchased the fairgrounds after years of terrible management and operation by the county. This anticipation was largely based on the idea that the historical uses and amenities of the fairground property would not only be offered but improved over time with a commitment of the Calistoga community.
As a kid, I had the opportunity to travel around the country and overseas while my dad raced and there is no facility anywhere as picturesque as Calistoga Speedway. With RV and dry camping, ancillary events and the quick access to the beautiful town, the experience of both fans and racers is unlike anywhere else.
When considering the future use of the facility I believe it's important to consider 3 primary areas:
1) History and tradition
2) Future Operations and Sustainability
3) Community Impact
While I have outlined some personal historical significance, the general history of the track will undoubtedly be brought up many times, but needless to say, with nearly 90 years of racing, its tradition exceeds most facilities in the country. One unique element is that unlike many tracks who may have numerous single night events over the course of the season, Calistoga was generally reserved for a handful of 2-3 day events per year, which leads into part 2.
The racing community is exceptionally loyal, and while they may be seen as grassroots and blue collar by the standards of the traditional Napa Valley tourism crowd, they are highly engaged, supportive,
2 connected and put their proverbial “money where their mouth is”. I was one of the 200+ volunteers on the clean up day, and many of those were folks who don’t live locally but wanted to do anything to see the return of the track. As a result, knowing that the track has both communal support and the promoter has traditionally taken on the responsibility for track maintenance, the long-term sustainability of the track and races is not only viable but should be an easy decision to return.
Finally, as we’ve seen over the last few years, and many times before, the wine and hospitality industry has taken a hit and the reliance on strictly the luxury tourism market will always lead to a rockier road for the local businesses and, as a result, the sales and tourism taxes that directly benefit the city and parks and rec departments. The race community provides an additional handful of weekends to bring a large, willing group of spenders both onsite for camping and activities, as well as local food and beverage establishments, hotels and merchants, providing a more diverse tourism impact for the local community.
While there are numerous additional uses such as concerts, festivals and community events that can generate ongoing revenue and certainly should be part of the long term vision, the ability to onboard the RV park and the racetrack with nominal expense should absolutely be at the forefront of the Council’s immediate plans so racing can be scheduled for 2025 and begin driving both revenue and excitement for the fairgrounds.
With all that being said, making sure the speedway is operated effectively and professionally is paramount to its success. Thus, I would plead with the council to contract with The Hunt Family and Hunt Racing and Promotions to return the promotional contract with folks who have been committed to racing for over 50 years and involved with Calistoga for nearly as long. Prior to Covid, they continued to produce quality races and events preserving the history of the track, the Northern Auto Racing Club, and an esteemed local, Louie Vermeil. Hiring an outside source or consultant to manage something of this nature would be both an operational and fiscal liability. Tommy, Jeanie, Laurie and Tony Hunt have spent the greater parts of their lives around open wheel racing and are loved and respected for their passion and character and renewing a partnership with them and the track would best serve both the fairgrounds and the race community.
I thank you for your consideration of these comments and I look forward to returning for another volunteer cleanup day and especially a return to the races! Sincerely,
JJ Anderson

STAFF REPORT
To: Honorable Mayor and City Council
From: Sheli Wright, Fairgrounds Revitalization Director Meeting: City Council - Special Meeting - Nov 19 2024
Subject: City Council Priority #3C Regarding Community Input on the Fairgrounds AGENDA TITLE:
City Council Priority #3C Regarding Community Input on the Fairgrounds RECOMMENDATION:
Provide direction to staff on community input regarding the Fairgrounds.
BACKGROUND:
The Calistoga City Council recognizes the importance of stakeholder input regarding the newly acquired fairgrounds property. City Council Priority 3 c states "Conduct a citywide assessment of the community wishes for uses of the property prior to the next set of decisions about financial investment, re-openings, and uses."
Staff is seeking city direction on the next steps in this process.
ANALYSIS:
Community engagement regarding the fairgrounds has been ongoing for over a decade including extensive planning and input during Napa County's ownership in addition to more recent input leading up to and following the City's acquisition of the site. In addition to the recent proactive input received from certain stakeholders, staff is seeking the city council's input on how you wish to ensure we hear from a diverse range of community voices.
Recent Outreach Efforts
Since acquiring the property, community feedback has been received in various ways including the following:
Public comment (written and verbal) during city council meetings Stakeholder comments provided directly to individual councilmembers and staff (including Fairgrounds Revitalization Director)
Mayor's townhall meetings
On-site meetings with the current tenants on the property Formal brainstorming sessions conducted by the Fairgrounds Revitalization Director during the following meetings:
o Adelante
o Calistoga Community Conversation of 2024 as sponsored by the Calistoga Community Schools Initiative organized by UpValley Family Centers (conducted in English and Spanish)
o Rotary
o Soroptimist
o Native Sons of the Golden West
A listing of all suggested uses as received to date by staff is attached.
Additional Options
Additional options for "a citywide assessment of the community wishes" include the following:
1) Conduct a statistically valid survey - In conjunction with a professional survey consultant, conduct an unbiased, statistically valid survey that provides representative input from all Calistoga residents. The survey will utilize a statistically valid sampling approach, ensuring that results are representative and can be legally and scientifically supported. The entire process from engaging a firm to providing results will take four-six months and cost up to $40,000 to ensure the survey (including phone calls, mail and email) are conducted in both English and Spanish. 2) Encourage written comment -- Publicize the public comment email address as a way to submit more lengthy comments.
3) Host Townhall Meeting(s) - Staff could design one or more townhall meetings to encourage general feedback.
4) Utilize volunteers to gather input from Spanish speakers -- Alfonso Alfaro and members of Adelante have volunteered to use their status as trusted Spanish speaking members of the community to gather information from the Hispanic community by going door-to-door to obtain input. 5) Provide an idea box and suggestion board - Set up an idea box where people could drop off their written ideas and comments and/or a suggestion board where community members could leave their brief ideas and comments. Both could be located in city hall or possibly at the Chamber's Visitor Center or a local business, such as a coffee shop. People power will be needed to compile the input.
6) Hold focus group meetings - Staff could design a series of focus groups to be hosted by staff or community volunteers. While somewhat similar to townhall meetings, these could be topic-specific and/or designated for specific sets of stakeholders. Topics might be focuses such as "funding" or "uses for the Tubbs building" or "new uses that require new buildings" or other similar ideas.
Stakeholders might be lodging representatives, Spanish-speakers, local non-profits, mobile home residents, and other such interested groups. Targeted invitations could be sent and/or preregistration could be urged with the aim of having a manageable number of attendees to encourage deeper conversations.
7) Set up public input tables - Staff or community volunteers could set up a table in public places to encourage public input. This might include the Farmers' Market, CalMart, a coffee shop or other similar locations.
8) Conduct informal, voluntary survey -- Staff could create an on-line only survey regarding options for future uses as well as funding options. Survey Monkey or a similar platform could be created for interested people to fill out. There may be a moderate cost for an on-line survey depending on the length of the survey, the number of people we hope will respond, and/or the amount of summary/analytics we wish to obtain. Alternatively, or additionally, a paper survey could be distributed. Compilation of paper results may take significant effort. In both an on-line survey and
with paper surveys it may be easier for "ballot stuffing" to occur where people may fill out multiple surveys (usually on-line platforms can restrict the same email address from filling out more than one survey) and/or encourage interest groups from outside of the area to conduct "campaigns" for their members to return many similar responses thereby providing possibly disproportional input. 9) Compile historical input - Staff or a community volunteer could try to compile and summarize various studies and community input from the past decade. 10) Acquire specialized on-line software - There are specialized software programs specifically designed to be integrated into a city's website that can be an interactive and/or collaborative way to obtain public input and allow all to view the input. This option requires additional research and has a cost. Compiling information and using built-in analytics make reporting out easier. 11) Conduct additional in-person meetings - The Fairgrounds Revitalization Director could continue to meet with community groups and individuals at their request. 12) Timeline - While not a different input option, staff is asking the city council to set a deadline by which to complete this initial phase of a public input process. It is suggested that the deadline be no less than 60 days and no more than 180 days.
Any combination of the various methods may be employed and additional ideas from the council and community are encouraged.
FINANCIAL IMPACT:
No funds have been budgeted for any of the options.

STAFF REPORT
To: Honorable Mayor and City Council
From: Sheli Wright, Fairgrounds Revitalization Director Meeting: City Council - Special Meeting - Nov 19 2024
Subject: Fairgrounds Rental Fee Schedule and Fairgrounds Rental Fee Waiver AGENDA TITLE:
Fairgrounds Rental Fee Schedule and Fairgrounds Rental Fee Waiver RECOMMENDATION:
Consider adopting a Resolution to establish a rental fee schedule for facility rentals (including RV sites) and a rental fee waiver for no-fee events.
BACKGROUND:
The City Council recently established fees for use of the Great Lawn. The new Fairgrounds Revitalization Director would like to establish fees for rental of additional areas in anticipation of future use, including for the RV sites and for emergencies.
ANALYSIS:
A rental fee schedule is an important document that sets compensation for use of city facilities.
Fairgrounds were originally created to host annual fairs and used as entertainment purposes.
However, when a natural disaster or emergency strikes, fairgrounds are on the frontlines of helping local communities recover. During the COVID-19 pandemic, fairgrounds played a critical role by providing communities with vaccination sites, testing, and other vital public health services. Our local fairgrounds have been used multiple times in the recent past as disaster staging areas, evacuation shelters, and temporary facilities for a multitude of needs. Even if site areas are closed due to repair/renovation needs, it is important to determine site value in order to allow staff the flexibility in gradual reopening and/or allowing emergency use of the Fairgrounds as sites become available in order to help defray some of our operational costs.
In addition, staff are receiving requests for rental and usage of open areas beyond the Great Lawn.
In order to gradually open areas when they become ready, staff wishes to establish fees for use of most of the previously used interim rental areas and believes the RV Park and Tubbs building will be the next two areas to open.
Rental Fee Schedule
Staff is recommending the attached Fairgrounds Rental Fee Schedule which shall supersede the Fairgrounds Great Lawn Rental Resolution. Please note the following:
Other than for the RV spaces, all fees are based on the renter providing garbage and portable bathroom services.
Incorporated as a best practice is a rental deposit. To circumvent rental loss due to cancellations, 1/2 of the deposit is intended as a "Hold the Date" fee and will be retained by the city. The other half is held and returned to the renter after the event if the facility is left clean and without damage.
A 10% discount is recommended for government agencies and nonprofits (501 c) with a Calistoga mailing address.
License agreements (i.e. a long-term lease agreement) may supersede any rental fee schedule.
Fee Waivers
Staff is also seeking city council authorization to allow the City Manager or designee to authorize exceptions to the rental fee schedule.
Partial or full fee waivers
As drafted, rental fee waivers may be authorized by the City Manager or designee if all of the following parameters are met:
Short-term, single event rental (not a licensed agreement for a long-term lease) Government agencies, or nonprofits (501 c) with a Calistoga mailing address The renter would not be charging any type of fees
If for an event, it will be open and free to the general public Other aspects of a rental such as insurance will still be required Two recent examples of how these recommendations would impact local groups:
1) Building floats on the fairgrounds for the school's homecoming parade would qualify for a waiver as it is a short-term rental by another government agency for an event that is free and open to the public and that doesn't charge an entry fee.
2) The Tractor Parade, while sponsored by an entity that meets the parameters, would NOT qualify for a waiver as fees to enter the parade are charged. Instead, a 10% rate discount would be applied.
Trade Rentals
As presented, the City Manager or designee will also be authorized to allow rentals in exchange for other services to the Fairgrounds or the community. These "in-kind" trades could be things such as repairs, furnishings or community service. The value of the trade as estimated at the sole discretion of staff should approximate the cost of the rental. As currently envisioned, the above parameters for fee waivers are not required for trade rentals. A significant amount of staff discretion is being authorized should the city council agree to this recommendation. Just one example might be the donation of tables and chairs that the city would otherwise have to purchase which could then be used for future rentals.
Next Steps
Once the Fairgrounds Rental Fee Schedule is adopted, staff anticipates renting to any interested party on a first-come, first-served basis for all areas and facilities that can be opened to the public.
Interest has been received for several events such as a jaripeo (Mexican Rodeo), a large bicycle event, and a motorcycle event. We expect the fee schedule to be reviewed at least annually during the budget adoption process or sooner if needed.
FINANCIAL IMPACT:
At this time, it is unknown how many rentals will take place throughout the year making revenue estimates difficult. There will be administrative costs incurred in renting the space. However, this should be offset by the application and rental fees.
CEQA STATUS:
No CEQA review is required.

STAFF REPORT
To: Honorable Mayor and City Council
From: Sheli Wright, Fairgrounds Revitalization Director Meeting: City Council - Special Meeting - Nov 19 2024
Subject: Fairgrounds RV Park - Repairs, Staffing, and Additional Discussion Topics Related to Reopening
AGENDA TITLE:
Fairgrounds RV Park - Repairs, Staffing, and Additional Discussion Topics Related to Reopening RECOMMENDATION:
Provide direction regarding reopening of the RV Park.
BACKGROUND:
Reopening of the Calistoga Fairgrounds RV Park has been designated by the City Council as a priority project. Staff is requesting direction on specific implementation options.
ANALYSIS:
Status of the RV Park Today
Assessment of the RV Park infrastructure has been underway since prior to the arrival of the Fairgrounds Revitalization Director. In addition, following her arrival, she has been working with volunteer contractors, electricians and plumbers to get the park's basic facility structure useable.
Staff believes sewer in the area is now functional, but providing water to the area has not been successful so far. Minor repairs are underway with the hope that water can be provided to the RV Park. All of the discussion below assumes providing water to the area can happen in the immediate term and with little to no capital investment. Should we find that water will take a long time and/or require a notable financial investment, we will need to return to the city council for additional direction.
Options for Re-opening
There are numerous options on how and when to re-open. The topic of operations alone offers a myriad of choices ranging from operating with city staff to utilizing "camp hosts" to conducting an RFP for an operator that would rent the facility and manage all operations, maintenance, and capital improvements. Compiled below are two different "packages" of possible reopening options.
The City Council is not limited to the below. We are seeking direction on the specifics of reopening including repairs, improvements, service delivery model/staffing, timing of reopening, funding, and other similar logistics and if either of the below sets of options are of interest.
Option A: "As-Is"
Allow immediate spending from the General Fund reserves. The cost will be approximately $15,000, primarily for electrical repairs and other supplies, and assumes most of the labor will be volunteer.
Utilize camp hosts and volunteer services to staff the facility. Camp hosts generally stay in a park for free. Some are paid and staff is recommending a monthly stipend of $300/month for two different hosts who can cover for each other. We would likely advertise for hosts on www.Kamperjobs.com.
Contract with a reservation service that charges a small booking fee. One example is www.Firefly.com which charges $3.50 per reservation.
Contract for a point-of-sale service for onsite payments for site rentals not made through a booking service and for dump use not connected with nightly rentals.
This would be the most cost-effective and fastest option. So far the estimated expenses are within the City Manager's signing authority and starting to obtain some modest revenue, even if not as much as if multiple kinds of upgrades were made, allows us to reduce the current draw on the General Fund for the overall Fairgrounds operations. We could likely re-open by spring of 2025.
However, please note that staff is exploring the feasibility of providing sewer services to each RV site which would ultimately increase revenue. While this will be a future decision, should this move forward, the RV Park will need to be closed either in whole or in phases for the work with might take a total of a month or two.
Concerns about this option include the possibility of receiving some bad reviews about the quality of the facility which potentially could hurt the image and therefore reservations for the foreseeable future and the lack of a dedicated maintenance person to troubleshoot issues.
Option B: "Fully Upgraded"
This option is on the complete opposite end of the spectrum compared to Option A. Make all repairs and build improvements including to the electrical, lighting, and plumbing systems and install sewer laterals to each site, import road product to bring up the current RV space parking area to grade, install three "glamping" cabins, upgrade perimeter landscaping and build a laundry facility. The initial "guesstimated" capital investment may be around $850,000.
Hire a maintenance staff person and at least two part-time cleaning staff. Host and reservation services would be similar to that in Option A.
This option would generate more total revenue over time since we would be adding sites and providing a higher quality experience with more amenities which means we could charge more. We would forego immediate revenue in the short term. We would hope a "grand opening" event would generate much publicity to increase rentals and that positive reviews would help ensure a steady number of visitors. See more information in the Financial Impact section.
Should the city council be interested in this package of options, it would take approximately twothree months for staff to gather additional, concrete details and cost estimates. Staff would return to the city council for further action at that time. The best guess for reopening would be late 2025 or early 2026.
FINANCIAL IMPACT:
No project costs are budgeted in the FY 24/25 budget. All expenses (ranging in the above from $15,000 - $850,000) will need to come from General Fund reserves. The attached RV Park Estimated Revenue document provides a conservative total annual revenue estimate of approximately $341,000 for Option A and $643,000 for Option B. Option B will have generated more total revenue than Option A within three years. Factoring in an estimated $850,000 infrastructure investment cost, the total revenue to the city would be almost equal by year five. As an additional point of information, per the financial records of Napa Valley Fair Association, the RV park was the single highest net revenue producer for the grounds and in 2015 had a net revenue of $308,076.
CEQA STATUS:
If a project moves forward, an analysis will be conducted in compliance with CEQA once the full project scope is identified.

From: Sheli Wright, Fairgrounds Revitalization Director Meeting: City Council - Special Meeting - Nov 19 2024
Subject: Calistoga Speedway - Necessary Repairs and Use of the Race Track AGENDA TITLE:
Calistoga Speedway - Necessary Repairs and Use of the Race Track RECOMMENDATION:
Provide staff direction regarding repairs, initial use(s), if any, of the race track and parameters (including possibility of leasing to a promoter) and/or timing of the use(s).
BACKGROUND:
The Calistoga Speedway is one of the historic features of the newly acquired fairgrounds. The track is one of the oldest racetracks dating back to at least 1937. Horse racing was held prior to car races. The track is a half-mile oval and claims to be the fastest dirt track in the Western United States. It's signature motorized event, the Louie Vermeil Classic, was named for the founder of the Northern Auto Racing Club, a long time Calistoga resident. Other events have included Dirt Modifieds, World of Outlaws, Winged Sprint Cars, USAC Sprint Cars, Midgets, and motorcycle flattrack races among other motorized events.
Noteable repairs are necessary before even initial use of the speedway could occur. In additon, the most requested use the Fairgrounds Revitalization Director has received since her arrival has been for movement toward reopening the Calistoga Speedway. If the city council is interested in the possibility of rental income from the racetrack in 2025, decisions need to be made about how to proceed toward that goal. Staff is seeking City Council direction.
ANALYSIS:
Repairs
Repairs are necessary prior to any use of the track, grandstands, and/or concession building. The necessary repairs as currently known include:
Main Grandstand
The protective primer or paint coating of the structural steel and cold formed steel beams, columns, and braces have deteriorated, leaving much of it exposed to weather and susceptible to corrosion. A new coating should be applied to the structural steel members to protect them from further corrosion.
Mild corrosion is present on most of the structural steel members, with several locations with more severe corrosion including pitting and delamination, indicating a reduction in the structural strength. These locations should be fully documented and evaluated for their reduced capacities and repaired or replaced.
The small free-standing wood-framed structures under the grandstands are constructed from unconventional construction methods and without a weather resistive barrier on the walls, causing severe dry rot of the roof and wall framing. These small structures should be demolished and replaced, as needed, with structures that meet the current code requirements.
Large cracks and concrete spalls occur at the bottom of several guardrail posts. This appears to have been exacerbated by the corrosion of the post blockout sleeves and lack of concrete reinforcing around the posts. The corroded sleeves should be replaced, and repair is needed to the concrete cracks and spalls.
Ancillary Grandstand
The rafter tails, fascia, exterior siding, and floor planks of the booth are weathered and have signs of dry rot, reducing the strength of the members. Booth framing should be thoroughly investigated and all members with dry rot be repaired or replaced. The wood panel finishes at the interior of the booth show signs of prolonged water exposure, indicating possible dry rot of the internal wall framing, wood paneling needs to be removed so framing can be inspected. The gaps between the guardrail pipes at the edge of walkways, grandstand seating, and stairs have openings that are greater than allowed by California Building Code (CBC) section 1015.4. This item is non-structural, but it is recommended that these conditions be modified to conform to CBC requirements.
Concession Building
The structure is in a state of severe deterioration, with signs of water intrusion and dry rot throughout the building and multiple structural elements never built to code. To reuse the structure, it is recommended that the finishes are removed to allow thorough review of the framing and that all deteriorated framing is replaced. If it is discovered that the extent of damage and dry rot is prolific, it may be more cost effective to demolish and reconstruct the building to current code requirements.
Estimated Repair Costs
Initial cost estimates are $100,000 for repair of the grandstands and $1,000,000 for replacement of concession building based on prevailing wage labor rates. Repair costs for the concession building are unknown until further inspections occur using "destructive testing" meaning more layers of the building are removed. Sewer and water repairs are also necessary, but the full scope is currently unknown and therefore no cost estimates can be made. No funds are budgeted for these repairs.
When facility repairs are completed, the city could likely rent the facility for multiple uses throughout the year even without sewer and possibly without water. Uses might include concerts, rodeos, destruction derby, and many other vendor events.
Repair Option Tied to Use of the Race Track
An option to complete the repairs might be for a race promoter to make the necessary investment.
In addition, based on the attached letter, the timing to determine if car races will be allowed in 2025 is now. At least three options related to these two factors are:
1) Direct the Fairgrounds Revitalization Director to prepare a Request for Proposal for motorized racing to go out to bid, with the understanding that the respondents will be responsible to repair the track, grandstand(s) and concession facilities on the grounds.
2) Direct the Fairgrounds Revitalization Director to negotiate a short-term (3-5 year), Sprint Car Only contract with the previous promoter for a discounted rental rate in exchange for repairing the track, grandstand(s) and concession facilities on the grounds. Note that if this option is selected, the Fairgrounds Revitalization Director requests that the city council direction includes directing negotiations for sprint car-only races, a non-exclusive track lease. This differs from the HMC Promotions request to be the exclusive event promoter for the Calistoga Speedway. 3) Forgo the 2025 race season, obtain more financial estimates on repairs, explore different options for funding repairs, and/or wait until more community input can be obtained.
FINANCIAL IMPACT:
Repair costs are discussed in the Analysis section. Revenue estimates for rental of the Calistoga Speedway for sprint car races are difficult to guess unless a competitive RFP process is undertaken.
Additional rental income is also difficult to estimate until it is determined what amenities (concesssion stand, restrooms, etc.) will be availalbe to renters.

I would like to first congratulate Sheli Wright and Scott Atkinson on a successful Calistoga Community Clean Up event. It appears that the Calistoga Community as well as many Calistoga Speedway fans are more than willing to be involved in the Fairgrounds revitalization program. I was in attendance and proud to see the energy and enthusiasm of the over 200 volunteers. I am confident that whatever issues that remain can be swiftly resolved in an economical manner.
Historically, the Racetrack and supporting amenities have played a significant role in not only supporting the Fairgrounds but also generating substantial income streams to local businesses. I'm sure there is data available that outlines the economic impact but consider this:
RV space rentals on the "Vermeil " weekend conservatively contributed about $60,000.00 dollars to the upkeep of the Fairgrounds. This amazing amount of revenue does not include Track rental fees or any other revenue stream that is available when there is several thousand people on the facility.
However, we are now at a critical point in the future of the 2025 season. In order to be considered for the 2025 event year the City of Calistoga will need to select an event promoter by the middle of November. I cannot over emphasize the urgency of this appointment. If the Fairground is expected to be able to begin income generation to subsidize whatever debt it develops and potentially deliver a profit to the City immediate consideration is necessary in appointing a qualified individual.
I would like to request that HMC be given the opportunity for exclusive partnership for event promotions for the Calistoga Speedway. My company of family members and loyal supporters would sincerely like the opportunity to serve the Calistoga Community.
HMC Promotions proudly presented successful racing events at Calistoga Speedway for 12 years dating back to 2008 and ceasing operations due to the pandemic in 2019. I have a proven staff of people with years of racing experience anxious to get started on a new adventure. I am proud of our accomplishments and am ready to continue supporting the historical Calistoga Speedway.
Time is of the essence to ensure that Calistoga Speedway can be considered as a viable venue for next year’s event calendar. Please allow HMC Promotions the ability to bring the Fairgrounds back to its once majestic presence in the Napa Valley.
Thanks for your prompt consideration on this matter.
Sincerely, Tommy Hunt

Subject: Consideration of a Resolution Awarding a Contract to Modern Method Roofing Co., Inc. in the amount of $129,027 for roof replacement for the Butler Building and authorizing the City Manager to execute the contract.
AGENDA TITLE:
Consideration of a Resolution Awarding a Contract to Modern Method Roofing Co., Inc. in the amount of $129,027 for roof replacement for the Butler Building and authorizing the City Manager to execute the contract.
RECOMMENDATION:
Consider Adopting the Resolution
BACKGROUND:
In reviewing the buildings on the grounds, it was found that the Butler Building was leaking on its west side of the main roof. The roof was investigated and found to be overdue for repairs and in need of replacement.
In order to save the Butler Building and get the building watertight, we solicited proposals from construction firms in accordance with Section 3.32.020 of the Municipal Code which allows for an informal bid process for projects less than $175,000.
ANALYSIS:
Preserving the building with a new roof preserves history, prevents the damage to the building from getting worse (and therefore more costly) over time, and brings us closer to the possibility of renting it out in the future.
The building was dedicated in 1953 and both Howard Butler and later his son, Warren Butler, served the community by being long term members of the fair board, with each presiding as president.
The building is made of masonry block and wood frame construction. It has historic redwood building features, possibly milled from this area. Above the existing false ceiling is a beautiful open truss system, covered-up in years past.
This building appears to have been the most frequently rented building on the property, likely due to its size and larger kitchen, and has been the site of many significant events ranging from quinceaneras to wildfire response.
FINANCIAL IMPACT:
Total compensation for services provided shall not exceed One Hundred Twenty-Nine-Thousand, Twenty-Seven Dollars ($129,027). Expenses are not in the FY 24-25 budget. Staff is still researching any available funding sources and if none are identified prior to the meeting date the funds would need to come from General Fund reserves. The impact, if any, on the General Fund reserves will be presented during the meeting.
