Establishing the 2025 City Council Meeting Schedule
RECOMMENDATION:
Consider Adopting the Resolution
SUMMARY:
Regular meetings of the City Council shall be established by resolution each year per Section
2.04.010 of the Calistoga Municipal Code. For 2024 the City Council set a meeting every three weeks. Staff is asking the City Council to establish the schedule for 2025.
ANALYSIS:
Following the 2024 example, the proposed schedule was drafted similarly and consists of a Regular City Council Meeting every three weeks with a slight modification to avoid weeks when many people travel for holidays. This totals 17 regular meetings for the year, one more regular meeting than 2024.

* Moved up a week due to Holiday proximity
With regular meetings every three weeks, when the city council requested follow-up research or an item to be placed on the agenda, staff was usually able to bring the item back to the next meeting.
This is sooner than the month it would otherwise normally take as it is difficult to do the staff report work by the publishing date for next meeting when meetings occur every other week. In addition, staff found more time-saving efficiencies than anticipated with the 2024 schedule. Overall many hours were saved in the production of the agenda and directors had more time to create and revise their staff reports in addition to lining up presentations, consultants, or other aids for their item.
Moreover, when a special meeting was necessary, there were more date options available.
While there were three fewer regular meetings in 2024 compared to 2023, many of the metrics were similar. The total number of minutes spent in regular meetings in 2024 was 2,074, compared to 2,053 in 2023. The increase in total minutes spent in regular meetings translates to a similarly higher average meeting length of 130 minutes in 2024 compared to 108 minutes in 2023. Fifty-six percent of the regular meetings in 2024 were shorter than 2 hours, compared to 57% in 2023.

Hello,
I saw that the 2025 city council meeting schedule was on the recent agenda and I just wanted to say that I really enjoyed the 2024 schedule more than previous years. It was nice only having one a month so I could plan better and attend in person. My life is very chaotic since I am a stay at home mom with a toddler and it was nice having meetings like this that were only once a month. I feel it was easier for me to participate in person with the 2024 schedule and hope the 2025 schedule can be similar.
Thank you,
Rita Conaty

Council members - In 2022 there were 22 council meetings; 2023 had 19 council meetings. 2024 had only 16 council meetings due to the revised schedule and reduced frequency. The 2024 council meeting schedule resulted in several meetings being much longer than usual. Please revert to the previous and customary schedule of having Council meetings on first and third Tuesday each month. It’s much more manageable and effective for the community and that should be the Council’s priority. Thank you.

Dear City Council Members,
I support the proposed meeting schedule as outlined in the staff report. It appears to create a timeline that allows for staff to be able to complete requested duties by the Council and report back within the time period .
Sincerely,

Dear City Council,
As a Calistoga resident, I fully support the council meeting every three weeks this term. It worked last year, as evidenced by our finally getting the fairgrounds back.
Sincerely,

Hello Council,
I am writing to say that I am in favor of the meetings being every 3 weeks. I stream it on YouTube and find it easier to keep up with less meetings. Also I like that the meetings have more topics on the agenda now, sometimes I tune in for one thing and end up interested in a topic I previously didn’t know anything about. I’ve heard others say this as well, that they’re glad they went to this meeting or that meeting because they heard about something they didn’t realize was happening. I hope Council takes into consideration the people want to be informed and participate but cannot attend 24+ meetings a year.
Thank you,
Carmen Ramos

Honorable Council-members,
The idea of switching from twice a month meetings to every three weeks makes good sense! Given how meetings have gone in recent years, many were short or had agenda items not time sensitive. This is less than optimal of the Council’s time, and burdens the city staff needlessly. Moreover, less frequent meetings with impactful agenda items are more likely to foster community involvement. The community is also likely to have more time for attending in that they can more easily manage their schedules.
Thank you,
Domenico Tallerico

I am Millie Pease of I am writing to oppose that you keep the schedule of meetings every 3 weeks rather than the first and third Tuesdays of the month.
I have always been impressed that this city council encourages feedback and participation from its citizens. It's much easier for voters/citizens to participate when they know the council will be meeting on two regularly designated Tuesdays, rather than having to stop and calculate whether three weeks have passed or not.
Thank you for listening and encouraging participation!
