I’ve been looking for a way to get involved with the community for some time. Earlier attempts to assist were limited since my schedule was quite impacted as l was still involved with the San Francisco board of NEWH and working more than fulltime at Gensler and then Avroko.
However, when Ifound out that there was a committee being formed for the fairgrounds itfelt like kismet as this position taps into my talents far more than any other public position in Calistoga
As a designer with a background in architecture I've worked in the industry in the Bay Area for about 20 years now. I’ve worked for teeny tiny ?rms where l was intimately involved with all stages of the process and responsible for all my projects permits to the largest architecture ?rm in the wortd, Gensler. My focus has been in F+B and Hospitality but I’ve had experience in a variety of typologies from single family and multi-family residential, to workplace, hybrid spaces, food halls and worked closely with developers on highrises to determine the right ‘mix’of businesses to make a project successful While the residential work was intimate and sensitive to personal relations the hospitality and developer work o?en had master planning and strategy at the forefront.
Since moving to Calistoga in 2019 this littletown has grown in my heart and I want to see it be successful and continue to evolve for the next generation of residents and visitors alike. How great would it be ifI could lend my expertise to Calistoga. There are some growing pains happening right now with our littletown as we have been thrown into a transitional period post-covid. Many of our neighboring cities and their residents have expressed similar sentiments. The fairgrounds is such a unique opportunity to create something that bene?ts not just our town but our community.
I’d love to be able to share some of my work with you. Most of my work is under an NBA (it seems de—rigueurthese days unfortunately) so it makes it dif?cult to send along but I'd be happy to share in person.
In addition I have a few friends/colleagues in the surrounding towns that I can consult with too.
Steven Milleris the chair of the YountvilleZoning and Design committee Erin Martin Designer and culture creator in St Helena
Kathyrn Daly of Nelson Daly in Healdsburg
And of course while I am no longer at Gensler I am still quite close with the entire San Francisco of?ce and they are always a great resource to tap.
I look fonlvard to speaking with you.
Kind Regards,
Kelly

The city is embarking on an exciting opportunity with the property now known as the Calistoga Fairgrounds. This property will impact current as well as future generations for many, many years to come. The Fairgrounds advisory committee will be an integral part of directing efforts in that regard.
Another important aspect of the Fairgrounds committee is their involvement in developing the community survey which will identify community priorities for development/use of the property. It is essential that the committee includes members of the community with specific skills and knowledge that will be critical to the success of these efforts. The scale of this project is much greater than many of the applicants have ever dealt with, that is a factor I considered in my suggestions. Knowledge / experience with a project of this size is definitely a factor for consideration in who should be appointed.
The following skills/expertise are needed:
- landscape architecture - David Gates (proposed by Mayor) - general structural architecture - none proposed, suggest candidate Hal Taylor or Karen Jensen - knowledge/experience with similar large scale projects including design, planning, financing and engineering - none proposed, suggest appointing 2 of the following - Kelly Waters, Tim Reilly or Mike Vaughn
- knowledge of historical property use, including for emergency purposes - none proposed, suggest candidate Dana Cole or Kelly Coudert
Hopefully council members have had the opportunity to interview all of the applicants named above.
I also want to make the Council aware that one candidate, Michael Glover, who was proposed by Mayor Williams was involved in a legal challenge with the City of Calistoga in June 2022 related to the Aurora Park Cottages. He should NOT be considered or appointed to any City committee.
Thank you for your consideration.

Calistoga City Council FY 25/26 Priorities
The Calistoga City Council is mindful of the following values, in no order of ranking, as they consider city business and focus on the annual priorities: economic vitality, housing, infrastructure, our environment, professional services, public safety, recreation, & small-town character. 1) Infrastructure – Human and Physical
The Calistoga City Council wishes to maintain a “Human and Physical Capital Infrastructure Reserve Fund” based on fiscally responsible principles for the following purposes:
a) Continue prioritizing planning and investment to allow for increased revenue generation from the RV park.
b) Following community survey and Fairgrounds committee input, prepare a plan to prioritize other Fairground infrastructure projects that will allow for additional Fairgrounds revenue generation to offset General Fund subsidies to the Fairgrounds.
c) City facilities
d) Disaster response or major systems failures including wildfires, flooding, earthquakes, or infrastructure/facility breaks.
e) Road and transportation system repairs, upgrades, and traffic mitigation efforts.
For the purpose of budgeting, any available monies above the base General Fund needs and General Fund reserve will be directed to this fund.
2) Housing
The Calistoga City Council wishes to increase opportunities for the “missing middle” to live and work in Calistoga including city employees, school employees, and local business owners and employees. Projects this year to include:
a) Develop the city-owned Earl & Eddy parcels in partnership with the school district’s housing reuse site or as a standalone missing middle housing project.
b) Explore missing middle development incentives to encourage the development of new missing middle homes and discourage homes from becoming infrequently used second homes. c) Implement any direction provided by the City Council following a presentation of the Rural Residential preliminary rezoning analysis designed to encourage more missing middle homes. d) Consider establishing a home repair assistance program for residents earning up to 160% of the area median income (AMI).
e) Continue seeking input from the Housing Advisory Committee on additional ideas related to this priority and ask for their help researching implementation measures. f) Consider a new staff member to focus on housing programs, policies, and development. 3) Fairgrounds
a) Continue prioritizing planning and investment to allow for increased revenue generation from the RV park.
b) Conduct a citywide assessment of the community wishes for uses of the property prior to the next set of decisions about financial investment, re-openings, and uses. 4) Small-town Character
The Calistoga City Council wishes to respect and maintain Calistoga’s authentic small-town character by being mindful of the following actions:
a) Review proposals with preference for community values: small-town tradition; friendly, welcoming, unassuming culture; local business; sustainability; volunteerism; simplicity; honest, unpretentious way of life; sense of belonging, connectedness.
b) With any proposal, consider whether it enhances or diminishes small-town character. c) Encourage accessible government representatives.

City of Calistoga
STAFF REPORT
To: Honorable Mayor and City Council
From: Greg Desmond, Planning & Building Director
Meeting: City Council - Apr 29 2025
Subject: Discussion item regarding programs to encourage the development of Missing Middle housing
DESCRIPTION:
Staff seeks to initiate a discussion with and to receive direction from the city council regarding Missing Middle housing and how to encourage its development in Calistoga.
RECOMMENDATION:
Receive staff report and provide direction to staff.
SUMMARY:
The City Council's fiscal year 2024/2025 priorities included several related to housing, including a specific focus of encouraging 'Missing Middle' housing for those who wish to live and work in Calistoga. This staff report seeks to initiate a discussion regarding Missing Middle housing, take direction from the Council and work towards establishing policies and procedures that will result in the development of such housing in Calistoga.
ANALYSIS:
Background
Calistoga's interest in Missing Middle housing development is a direct response to its success in providing both affordable and market-rate housing options for the community. However, the cost of market-rate housing is no longer considered affordable to many who wish to live and work here.
This fact is highlighted in the City's 2023 Housing Element, which states that, as of 2020, the average price of a single-family home in Calistoga had reached approximately $1 million dollars. At the same time, this segment of the community is also unable to qualify for regulated affordable housing because their salaries are often too high. This has created a "Missing Middle" situation in which residential neighborhoods are unable to accommodate those who wish to live and work here.
While not unique to Calistoga, this situation is a real problem that will require thoughtful consideration and creative solutions.
What Does Missing Middle Housing Mean in Calistoga?
Missing Middle housing can have different meanings in different communities. Staff assumes and seeks confirmation that the following criteria are what the council considers as Missing Middle housing in Calistoga:
Income Level: Housing offered for-sale or as rental units, and is above the income categories established by the State of California's Housing and Community Development Department (HCD).
Item #8.4.
Annual income limits for both for-sale and rental units would therefore be up to 160% of average median income (AMI).
Housing Type: Housing types should include both detached and attached, for-sale and for-rent cottage housing, bungalow courts, courtyard apartments, duplexes, triplexes/fourplexes, and other small-scale housing types which are located near infrastructure, services, schools and transit.
Residential Land Use Designations
Like most jurisdictions, Calistoga's General Plan includes several land use designations that allow for residential development at a range of densities. They are listed as follows:
District Land Area (%) Allowable Density
Rural Residential 28% 1 unit per acre*
Rural Residential - Hillside District 24% Established via CUP process* Low-Density Residential District 6% 1-4 units per acre* Medium Density Residential District 17% 5-10 units per acre* High Density Residential District 2% 11-20 units per acre* Other - Non-Residential 23%
The council has mentioned the Rural Residential land use designations as areas to accommodate Missing Middle housing. However, staff recommend that, for the reasons described below, the council consider a wider range of land use designations for consideration.
Calistoga's residential land use designations were established decades ago when market conditions and residential development trends were not what they are today. As a result, the majority of land area designated for residential development is the Rural Residential and Rural Residential - Hillside land use districts. These districts represent 52% of the city's overall land area, and while these districts represent more land area than any other, they also allow the least amount of residential density. Additionally, given that limited development was contemplated, these areas have limited utility infrastructure, roadway and/or bicycle/pedestrian improvements. Lastly, existing development in these districts can be perceived as incompatible with higher-density development.
For the reasons mentioned above, staff recommends that the council explore all land use designations (not just residential) in their effort to encourage the development of Missing Middle housing. Further, staff recommend that proximity to infrastructure and services be considered as the primary criteria in determining the feasibility of any specific land use district and/or parcel for development of Missing Middle housing.
Commercial Land Use Designations
The Downtown Commercial and Community Commercial land use designations allow residential uses with use permit approval.
District Land Area (%) Allowable Density
Downtown Commercial 5% Established via CUP process
Community Commercial 2% Established via CUP process
Commercial land use designations are close to infrastructure and services and when combined with residential development, can provide an economically and socially vibrant downtown that benefits Item #8.4.
both residents and visitors. However, housing development in this land use designation would be limited to attached/multi-family style units.
Airport Commercial Land Use Designation
The Airport Commercial land use designation applies to the former glider port property, which is comprised of several parcels covering approximately 43 flat and undeveloped acres. The family that owns these parcels has expressed an interest in redesignating, rezoning, and encouraging housing on these parcels. The size, undeveloped status, proximity to infrastructure, and services make this a prime area to develop Missing Middle housing. Lastly, the size of this area will allow for a mix of Missing Middle housing product types.
Discussion
Given the expense of extending infrastructure, roadways, pedestrian/bicycle improvements, and the potential for conflicts with existing uses within the Rural Residential land use districts, the council should consider all residential land use districts that can currently provide these services in a manner that does not result in significant impacts. Additionally, the council could discuss whether parcels that currently allow a mix of commercial and residential uses and parcels that are not currently zoned for residential uses should be identified as suitable for Missing Middle housing development.
Process
Addressing the Missing Middle housing situation will require comprehensive analysis and review, which will ultimately lead to amendments to the general plan and zoning ordinance, preparation of objective design standards, and California Environmental Quality Act (CEQA) analysis. Once the analysis has been completed, the project will require public hearings with both the planning commission and the city council. It is anticipated that this process will take between 12-36 months to complete.
FINANCIAL IMPACT:
The process of establishing mechanisms to encourage Missing Middle housing will require significant staff time and will require specialized consultants to assist staff. Staff estimate that this effort will require $250,000-$450,000 in consulting fees. The city can leverage Measure D funding for this process. The Measure D fund has a current balance of approximately $1,415,590. In addition, it MAY be possible to leverage affordable housing in-lieu fees as a source of funding. That fund currently has $190,414.
CEQA STATUS:
The recommendations in this staff report do not constitute a project as defined by the guidelines established under the California Environmental Quality Act (CEQA) and is therefore exempt from CEQA's requirements.

Subject: Intention to Dissolve the Palisades Landscape Maintenance District (Landscape and Lighting Act of 1972)
DESCRIPTION:
Consideration of a Resolution declaring the Intention to Approve the Dissolution of the Landscape Maintenance District, known as Palisades Landscape Maintenance District.
RECOMMENDATION:
Consider Adopting the Resolution
SUMMARY:
As a condition of the development of the Palisades Subdivision, a landscaping assessment district entitled the “Palisades Landscape Maintenance District” was established by Resolution No. 93-42, dated May 4, 1993.
Staff is requesting dissolution of this landscape maintenance district for the following reasons:
•Maintenance Area is outside city limits and in Caltrans right-of-way and the area is more appropriately maintained by Caltrans and not city staff, see Exhibit “B”. •The revenue generated from the district is not sufficient to cover the City’s costs of serving the area, including a significant amount of staff time to administer the assessment each year to bring to city council – three meetings annually.
•44 residents pay annual assessment to cover maintenance costs $35/year; and those assessments would be eliminated following dissolution of the district. •Maintenance consists of weed whacking, tree pruning, and litter removal as needed.
Approximately 2-3 staff for 18-20 hours per year.
•The cost for city staff to maintain exceeds the property assessment and we cannot reassess without going through a formal proposition 218 process: Total cost was $2,910 in 2024, Assessments collected was $1,540, City cost $1,370.
Item #8.5.
In order to dissolve the District, the Landscaping and Lighting Act of 1972 (Streets and Highways Code 22500-22647) requires that the city undertake certain proceedings to initiate dissolution. These proceedings are accomplished at two separate Council meetings and include the following Council actions:
1) This recommended action to initiate dissolution proceedings by adopting a resolution of intention. 2) Conduct a Public Hearing and authorize the dissolution of the Palisades Landscape Maintenance District.
All maintenance, levying and collection of assessments against parcels of land within the district would cease as of July 1, 2025.
The attached resolution would declare the Council’s intent to dissolve the district and set the date for the public hearing for May 20, 2025.
FINANCIAL IMPACT:
None, if the Council orders the dissolution. The city would no longer be using city resources or staff time to maintain property or to administer the levying of annual assessments. The assessment doesn’t cover the costs for city staff to maintain and administer the program each year.
If the City Council orders the dissolution of the Palisades Landscape Maintenance District, any monies in the improvement fund, Account No. 35-3399 for the district shall be transferred to the general fund of the City. (Streets and Highways Code § 22610)
CEQA STATUS:
The recommended action is not a project under the definitions contained in the Guidelines of the California Environmental Quality Act (CEQA) and is therefore exempt from CEQA.

DESCRIPTION:
Consideration of a Resolution declaring the Intention to Approve the Dissolution of the Landscape Maintenance District, known as Silverado Place Maintenance District.
RECOMMENDATION:
Consider Adopting the Resolution
SUMMARY:
As a condition of the development of the Silverado Place Subdivision, a landscaping assessment district entitled the “Silverado Place Maintenance District” was established by Resolution No. 97-48, dated June 17, 1997.
Staff is requesting dissolution of this landscape maintenance district for the following reasons:
• Maintenance Area is outside city limits and in Caltrans right-of-way and the area is more appropriately maintained by Caltrans and not city staff, see Exhibit “B”. • The revenue generated from the district is not sufficient to cover the City’s costs of serving the area, including a significant amount of staff time to administer the assessment each year to bring to city council – three meetings annually.
• 15 residents pay annual assessment to cover maintenance costs $66.67/year; and those assessments would be eliminated following dissolution of the district. • Maintenance consists of weed whacking, tree pruning, and litter removal as needed.
Approximately 2-3 staff for 18-20 hours per year.
• The cost for city staff to maintain exceeds the property assessment and we cannot reassess without going through a formal proposition 218 process: Total cost was $1,149 in 2024, Assessments collected was $1,000, City cost $149.
Item #8.6.
2) Conduct a Public Hearing and authorize the dissolution of the Silverado Place Maintenance District.
If the City Council orders the dissolution of the Silverado Place Maintenance District, any monies in the improvement fund, Account No. 33-3399 for the district shall be transferred to the general fund of the City. (Streets and Highways Code § 22610)
CEQA STATUS:
The recommended action is not a project under the definitions contained in the Guidelines of the California Environmental Quality Act (CEQA) and is therefore exempt from CEQA.
