CALISTOGA CITY COUNCIL - SPECIAL MEETING

1. CALL TO ORDER - ROLL CALL
Mayor Williams called the regular session to order at 6:02 p.m.
Present: Mayor Williams, Vice Mayor Lopez-Ortega and Councilmembers Eisenberg, Cooper and Gift

2. PROCLAMATIONS/PRESENTATIONS/ AWARDS
2.1. The Council made a Proclamation of Gratitude to Volunteers of the Fairgrounds and presented it to Fairgrounds Director Sheli Wright.
3. CONSENT CALENDAR
3.1. Adoption of Ordinance No. 777- Second Reading of an Ordinance updating and designating Fire Hazard Severity Zones and adding Chapter 12.050 "Fire Hazard Severity Zone Maps" to Title 2 "Council, Administration and Personnel" of the Calistoga Municipal Code.
Mayor Williams and Councilmember Eisenberg are recused due to a property proximity conflict.
There was public comment by Cindy Yant and Kerri Abreu.
Motion by Vice Mayor Lopez-Ortega and seconded by Councilmember Cooper to adopt the resolution. Motion Carried

4. GENERAL GOVERNMENT
4.1. Adoption of Resolution No. 2025-53 - Confirming the Mayor's Appointments of Two Councilmember Liaisons to the Fairgrounds Advisory Committee.
There was public comment by Cindy Yant, Wyatt Farris and Dom Tallerico.
Motion by Mayor Williams and seconded by Councilmember Eisenberg to nominate Mayor Williams and Councilmember Gift to be liaisons to the Fairgrounds Advisory Committee.

4.2. Adoption of Resolution No. 2025-54 - Describing the parameters for staff to annually design and implement a sponsorship program for the Calistoga Fairgrounds.
This item was presented by Fairgrounds Director Sheli Wright and discussed by Council.
There was public comment by Cindy Yant, Kerri Abreu, Donna Higgins, and Wyatt Farris.
Motion by Mayor Williams and seconded by Councilmember Cooper to adopt the resolution as presented. Motion Carried

4.3. Discussion and Direction Regarding a Proposed Two-Day Exclusive Rock Music Festival at the Calistoga Fairgrounds
This item was presented by Fairgrounds Director Sheli Wright and discussed by Council who asked clarifying questions.
There was public comment by Norman Blaine, Eric Reichart, Kerri Abreu, Wyatt Farris, Charlotte Williams, Kelly Nelson, Gary Hilmerfarb, Michael Woods and Seth Gripe.
Council directed staff to begin negotiations with the promoter and pursue option 3, Councilmember Gift abstained from this item.
5. COUNCIL REPORTS
Councilmember Eisenberg announced that the County Climate Action Committee is having a meeting in Calistoga tomorrow at 9 am.
