Subject: Oral Communications – FY 2025–26 Budget and Fire Department Funding Councilmembers,
I’m asking you to revise the proposed budget to include funding for a ladder truck and three full-time firefighters for Calistoga Fire.
We have three-story buildings now—hotels, senior housing, an affordable apartment complex on Lincoln, and more. But our fire department still doesn’t have the equipment to reach the upper floors.
That’s not just inconvenient—it’s dangerous. Mutual aid from places like Yountville isn’t a reliable plan.
Seconds matter. A ladder truck is not a luxury—it’s essential.
You can fix this. A special meeting can be called with 24 hours’ notice. City staff have the resources to revise the budget—if the will is there.
Look at the City Manager’s Office. In 2019, it cost $220,000. Now it costs over $1.1 million. That’s a 400% increase. For a town of 5,000, that’s hard to justify—especially when most of that money is paid to people who allegedly don’t even live and spend their money here.
When admin costs rise this fast without results, it raises questions. About priorities. About whether we’re investing in safety—or in a system that protects itself.
The Calistoga Tribune reported staff is pushing the council to adopt the budget “as is” with vague promises to adjust it later. That’s not urgency—it’s deferral.
Residents are paying attention. You, the council, have raised valid concerns. The facts are on the table.
This can still be changed—just like your reversal on the Boys & Girls Club funding last year.
You can invest in public safety—or keep expanding a single department at City Hall. One path keeps us safe. The other keeps us stuck and vulnerable.
Please make the adjustment.

City of Calistoga
STAFF REPORT
To: Honorable Mayor and City Council
From: Rachel Stepp, Deputy City Manager
Meeting: City Council - Jun 24 2025
Subject: Short Term Rentals Enforcement Discussion
DESCRIPTION:
Council direction regarding short term rental enforcement RECOMMENDATION:
Consider Discussing the Item and Providing Staff Direction SUMMARY:
At the February 25, 2025, council meeting, staff presented an item regarding short term rentals. The purpose of the item was to receive direction from the council regarding whether or not to initiate new programs designed to more efficiently manage and enforce the fact that, while prohibited, short-term rental uses continue to operate in Calistoga. At this meeting the council directed staff to bring back recommendations which will ensure that the community is aware that short-term rentals are prohibited, that effective enforcement tools are implemented, that appropriate fines are established and that illegal uses of property do not impact Calistoga's residential neighborhoods.
ANALYSIS:
Staff recommend the following actions to address the short-term rental situation:
1. Calistoga Municipal Code (CMC) Amendments
1. Update/expand definitions of relevant words/phrases used in the CMC.
2. Amend the CMC to include fines specifically for illegal short-term rentals.
3. Add language to the CMC prohibiting online hosting platforms from listing short-term rentals located within the city limits, unless they are located outside of residential zoning districts and have approved use permit(s) for such uses (ie: B&B, hotels, inns).
4. Require all new short-term rental entitlements to be assigned a unique identification code (e.g., their permit number) to be used by owners registering their properties for listing on online hosting platforms (e.g., VRBO, ABNB, etc.).
5. Require that all existing short-term rental permit holders use their permit number when registering their properties for listing on any online hosting platform (e.g., VRBO, Airbnb, etc.).
6. Require any online hosting platform to provide the city with reports identifying any registered addresses within the city limits that are currently active on their sites.
Staff can present a formal ordinance at a future council meeting for consideration by the end of 2025.
Item #8.1.
2. Implement New Enforcement Tools and/or Services
The city will need to engage a third-party service to conduct short-term rental enforcement or purchase software that in-house staff can leverage to identify and abate short-term rental activity.
Staff reached out to a municipality that is currently utilizing a short-term rental compliance software solution, and the feedback received was that while it helps provide raw data, it requires substantial effort to make that data actionable. Staff at that jurisdiction spend 30–40 hours annually conducting deep-dive reviews, primarily due to the need to cross-reference the listings with their registration system, manually identify property addresses from online hosting platforms, and match them to property ownership records before outreach can occur.
They noted that while the software contributed to a successful council presentation, it is not a practical tool for routine or frequent enforcement due to the amount of staff time required to utilize and manage the program. Without a dedicated staff member focused on the program, they found it unfeasible to maintain weekly or monthly compliance reviews. If implemented in Calistoga, similar challenges could arise, as our staffing levels are insufficient to support the additional workload required to consistently validate and process the data.
Based on this feedback, an alternative approach could be to contract with a firm that specializes in short-term rental compliance. Such firms have the software and staff resources readily available to search online databases, cross-reference city records, and make direct contact with property owners to impose fines and ultimately abate the illegal short-term rental activity. These firms can also utilize reporting provided by hosting platforms to support ongoing management and enforcement of such activities. This approach could offer a more efficient and sustainable solution given current staffing limitations.
Depending on council direction, staff can prepare a Request for Proposals (RFP) to either purchase a software solution or engage a short-term rental compliance consulting firm.
FINANCIAL IMPACT:
The financial impact associated with updates to the municipal code will be minimal and can be handled by in-house planning staff. The cost of implementing software to manage short-term rental compliance is expected to be in the $15,000 per year range and will require significant staff time to operate. The cost associated with engaging a short-term rental abatement consultancy ranges from $15,000 to $25,000 per year. It will also require staff time, although less than if staff were using software to abate illegal short-term rentals.

I’m opposed to them. Sounds like “having one’s cake and eating it too” for people who are part time Calistogans.

Hi Mayor Donald,
Thanks for asking for our opinion! Appreciate you taking the time to be Mayor.
Dianne and I believe we leave it the way it is and enforce the current law. Residential area should stay residential, otherwise hotels buy houses to rent for overflow or it all become commercial. It would open up a whole can of worms. I’m sure you can think of many reasons to not give into business opportunities but side with folks living in town.
I’ve heard some hotel owners have already purchased several homes as rentals in town already. Homes will become hotels, or very similar. We need long term rental homes in town. And there is plenty of short term rentals now for less than a month.
If we are worried about money, and enforcement, fine the ones you catch, make it not worth even thinking about it. $15,000 fines or ten times their current rent whichever is lower. Just a suggestion.
Laws are always worth enforcing, if it cost too much figure out how to raise more money or hire more staff, be creative. Always do what is best for the people living here in Calistoga.
I’m sure you all will vote for what you believe is right and we will all accept that in Calistoga.
Thanks for serving the town.

City of Calistoga
STAFF REPORT
To: Honorable Mayor and City Council
From: Laura Snideman, City of Calistoga | City Manager
Meeting: City Council - Jun 24 2025
Subject: Vice-Mayor Appointment Process
DESCRIPTION:
Vice-Mayor Appointment Process
RECOMMENDATION:
Consider Discussing the Item and Providing Staff Direction SUMMARY:
Per the City Council Civic Operating Agreements, the selection of a Vice Mayor is suggested to be based on seniority of service and for a two-year term coinciding with the Mayor's elective term. A discussion has been requested on this process.
This is a policy established by the City Council, not governed by State law or municipal code, and may be updated by a majority City Council vote at any time. Cities employ many different methodologies in the selection of a Vice Mayor.
Calistoga's current language from the operating agreements is as follows:
https://www.ci.calistoga.ca.us/home/showpublisheddocument/41317/638779774957300000
3.1 Election of Council Officers The City Council is encouraged to rotate the office of Vice Mayor among the members of the Council according to their order of seniority of service on the City Council. In years when members of the City Council are to be elected to their seats during a general election, the City Council will attend to the election of a Vice Mayor for a two (2) year term at the first regular meeting after the certification of general election results has been received by the City and only after newly elected City Councilmembers have been installed. An election of a Councilmember to fill a vacancy as Mayor or Vice Mayor occurring mid-term will be for the remaining portion of the term for that office.
