Subject: Designation of a Voting Delegate and alternate for the League of California Cities Annual Business Meeting
DESCRIPTION:
Consider adopting a Resolution confirming the appointment of Vice Mayor Lopez-Ortega as a voting delegate and Councilmember Eisenberg as an alternate voting delegate at the League of California Cities Annual Business Meeting to be held on October 8-10, 2025.
RECOMMENDATION:
Consider Adopting the Resolution
SUMMARY:
Each September/October, the League of California Cities hosts its Annual Conference & Expo. An important part of the Annual Conference is the Annual Business Meeting, held during General Assembly, on the last day of the conference. At this meeting, the League membership considers and takes action on resolutions that establish League policy.
In order to vote at the Annual Business Meeting, the City Council must designate, by Resolution, a voting delegate. The Council may designate up to two alternate voting delegates, one of whom may vote in the event that the primary voting delegate is unable to serve in that capacity. Designated Voting Delegates and Alternates must be registered to attend the Annual Conference.
Vice Mayor Lopez-Ortega and Councilmember Eisenberg will be attending the meeting this year.
FINANCIAL IMPACT:
Typically, the cost for each delegate to attend the League of California Cities Annual Conference is approximately $1,470 per person ($650 for registration and $820 for travel expenses). Funds for professional development and training are included in the FY 2025-26 Budget.

City of Calistoga
STAFF REPORT
To: Honorable Mayor and City Council
From: Rachel Stepp, Deputy City Manager
Meeting: City Council - Sep 23 2025
Subject: Discussion on Office Space Needs
DESCRIPTION:
Provide direction on office space priorities, including evaluation of options for consolidating administrative and management staff into a primary shared facility.
RECOMMENDATION:
Consider Discussing the Item and Providing Staff Direction SUMMARY:
The City currently utilizes multiple facilities to accommodate departmental staff, including City Hall, modular buildings, designated public safety buildings, and office space at the Public Works yard.
Space constraints, staffing changes, and program growth have led to a fragmented office environment, resulting in reduced efficiency and customer service, underscoring the need for a coordinated space planning approach.
ANALYSIS:
Several informal proposals and departmental moves have been made or considered in recent years.
Additionally, Public Works has raised concerns about the growing burden of maintaining multiple dispersed facilities without additional staff or budget for maintenance and custodial upkeep. These factors underscore the need to establish a permanent City Hall that accommodates all executive and administrative staff as well as office space that can accommodate staff from multiple departments to improve work coordination and service to the community.
Understanding the financial challenges this long-term solution presents and not providing immediate relief to the office space needs now, Staff have explored and identified a range of potential approaches to meeting space needs. The following are the various options identified:
Option 1A: Move the Planning and Building Department with the Fairgrounds Director into the Tubbs Building. IT infrastructure work is already underway to relocate the Fairgrounds Director to the Tubbs Building, which also has the capacity to accommodate additional staff. In this scenario, an office space would need to be identified for the Maintenance Technician position.
Option 1B: Relocate the Fairgrounds Director to the Tubbs Building, create a second office there for the Maintenance Technician position, and move the Senior Planner into the office vacated at the Public Works building. IT infrastructure work is already underway to relocate the Fairgrounds Director to the Tubbs Building.
Item #8.1.
Option 1C: Co-Locate Planning, Building, and Engineering Staff at Tubbs; Relocate Fairgrounds Director and Maintenance Tech to office space in the Cropp Building.
Option 2: Replace the Public Works classroom with an office, relocating the Planning & Building Department to this space.
Option 3: Relocate Planning and Building staff, Finance staff, along with the Public Works Management, Administrative Staff, and Engineer into the Bank of America Building.
Option 4: Install Modular Offices Near City Hall for Planning and Building Staff Option 5: Establish a Long-Term Goal of One Primary City Office Facility. This facility could house all Directors except Police Chief, Fire Chief, Fairgrounds Director & staff, or Public Works maintenance staff.
Attached is a spreadsheet providing a brief bulleted description of each option, potential benefits, and challenges (see attached).
FINANCIAL IMPACT:
The financial impact will vary depending on which office space option is deemed the most viable and widely supported. Preliminary cost estimates for the various options range from approximately $20,000 for minor renovations to over $500,000 for more extensive facility upgrades. Final costs will depend on the selected configuration, the scope of improvements, and any necessary infrastructure upgrades.
CEQA STATUS:
The recommended action is not a project and therefore not subject to CEQA review.

SPACE OPTION #1A, 1B, 1C
DESCRIPTION BENEFITS CHALLENGES
1A - Move Planning & Building staff, along
with the Fairgrounds Director to Tubbs
Building:
• All of Planning & Building staff to Tubbs
Building;
• Fairgrounds Director to Tubbs Building.
• The Tubbs building has capacity
and needs only minimal
renovation;
• IT work is underway to move the
Fairgrounds Director there, with
room for additional staff;
• Planning & Building staff, including
the new Senior Planner (6 total),
can be housed in Tubbs;
• This frees City Hall space for
Finance staff to relocate
downstairs, improving service and
accessibility;
• Vacated Planning & Building
offices at City Hall could become
additional meeting space;
• Overall, this creates a more
efficient and customer-focused
workspace.
• Some office renovation and IT
costs are estimated between
$20K and $30K;
• Enclosing the office would
add further expenses;
• This would reduce available
meeting space in the Tubbs
Building;
• A replacement meeting space
could be created in the Crop
Building (Art Center);
• A dedicated space must also
be identified for the new
Fairgrounds Maintenance
Technician.
Item #8.1.
DESCRIPTION BENEFITS CHALLENGES
1B - Fairgrounds Director & Maintenance
Technician to Tubbs, Senior Planner to PW
building:
• Fairgrounds Director to Tubbs
• Fairgrounds Maintenance Technician to
Tubbs.
• Senior Planner to Public Works in vacated
office space by Fairgrounds Director
• IT infrastructure work is already
underway to relocate the
Fairgrounds Director into the
Tubbs Building with sufficient
funding in the IT budget, which
also has the capacity to
accommodate additional staff;
• Both the Fairgrounds Director and
Maintenance Technician would
remain based at the Fairgrounds;
• This ensures a consistent staff
presence and reduces back-andforth trips by the Fairgrounds Director;
• The vacated space at Public
Works would be large enough to
accommodate the Senior Planner;
• This approach could be the most
cost-effective short-term solution.
• Some office renovation and IT
costs ($20K - $30K);
• Not ideal long term as it splits
the Planning staff;
• May create additional backand-forth trips for Planning staff.
1C - Co-locate Planning, Building, Public
Works Management, and Engineering staff at
Tubbs, Fairgrounds Director & Maintenance
Technician to Cropp building:
• Planning & Building staff and Public Works
Management and Engineers to Tubbs.
• Fairgrounds Director and Maintenance
Tech to Cropp building.
• Streamline operations and
enhance interdepartmental
coordination;
• Option enhances customer service
by consolidating development
review functions in one location,
facilitating efficient internal
collaboration in permitting and
project review;
• Provide consistent fairgrounds
staff at the fairgrounds.
• Significant renovation is
required, including new
offices, moving walls, and
expanding into Tubbs Hall;
• Some renovation to the Cropp
Building is also needed, such
as installing a window and a
bathroom;
• Estimated costs range
between $350K and $500K.
SPACE OPTION #2
Item #8.1.
DESCRIPTION BENEFITS CHALLENGES
2. Replace the Public Works Classroom with a
building suitable for office use:
• Convert the classroom at the Public Works
yard into Planning & Building office space.
• The current classroom building
requires replacement due to
unsafe and uninhabitable
conditions;
• This approach takes advantage of
the existing need to replace
building space;
• Locates Planning & Building and
Public Works staff in the same
facility to enhance and streamline
operations and coordination;
• Supports customer service by
promoting cross-functional
coordination.
• Due to the condition of the
classroom, there is significant
renovation to meet current
building codes and ADA
requirements (approx. $350K
to $500K)
SPACE OPTION #3
DESCRIPTION BENEFITS CHALLENGES
Item #8.1.
3. Relocate Finance, Planning & Building, and
PW Engineers to the Old Bank of America
Bank:
• All Finance Staff to the Bank of America
building
• All Planning & Building Staff to the Bank of
America building
• Public Works Management, Administrative
Staff, and Engineer to the Bank of
America Building.
• Space can accommodate offices
for up to 20 staff and includes a
large conference room and
storage;
• Offers a one-stop service model
for permits, water payments, and
other needs;
• Centrally locates City services for
residents and businesses with
appropriate parking;
• Creates additional capacity at City
Hall to support administrative
functions, technology needs, or
more meeting areas for staff, City
Council, and the public;
• Makes the Public Works office
space available for a repurposed
conference room or additional IT
space;
• B of A owner is interested in a
lease and/or lease-to-buy option;
• B of A owner has offered free rent
based on renovation costs;
• Provides a long-term solution.
• Requires a lease or lease-tobuy option;
• Separates Public Works
administrative staff from
operations staff, creating less
day-to-day cohesion;
• Significant renovation is
needed to add appropriate
enclosed offices (5–6 offices);
• Renovation would also require
an ADA-compliant bathroom;
• Remodeling and IT upgrades
would be roughly equivalent to
remodeling the Public Works
classroom;
• Adds extra custodial services
to Public Works or the
custodial contract;
• Results in ongoing lease
costs.
SPACE OPTION #4
Item #8.1.
DESCRIPTION BENEFITS CHALLENGES
4. Install modular near City Hall for Planning
& Building staff:
• Move all Planning & Building staff to
modular
• Provides adequate space for
Planning & Building staff;
• Maintains proximity to core
administrative functions such as
Finance while allowing flexibility
for growing teams;
• Avoids the need for new
construction.
• A new modular would cost
approximately $300-$400K;
• Additional utility and
infrastructure costs would still
be required;
• Adds custodial and
maintenance workload for
Public Works staff;
• Provides only a short-term
solution.
