Calistoga Economic Diversification Grant Report
Name: Jennifer Rohrs, Ph.D.

Business name: Vine Ecology
Grapevine Red Blotch Virus (GRBV) is currently one of the most economically devastating viruses in the Napa Valley, including vineyards in Calistoga. The virus is the cause of Grapevine Red Blotch Disease (GRBD), which results in reduced sugar levels and lower phenolic accumulation in grape berries (Blanco-Ulate et al. 2017; Girardello et al. 2019).

The resultant wines can have lower ethanol concentration, higher acidity, and less color (Girardello et al. 2019). Grapevine Red Blotch Disease is incurable, and the current management methods include surveying vines for disease symptoms and removing them from the vineyard. In fact, many wineries choose to remove entire vineyard blocks, as this is a recommended strategy for vineyard with a disease incidence higher than 25 to 30%.

Therefore, economic losses from this virus can reach up to $170,000 per acre over the lifespan of a vineyard, including cost penalties for suboptimal fruit and detraction from negotiating power for price points (Ricketts et al. 2017).

In 2023, I was funded by the Economic Diversification grant oƯered by the City of Calistoga to purchase equipment and supplies that have allowed me to oƯer a testing service for grapevine red blotch virus (GRBV). I am very pleased to report that the grant funding allowed me to purchase all of the necessary equipment and reagents to carry out the loop mediated isothermal amplification (LAMP) assay. The LAMP assay is a point-of-use, DNA based assay and was recently developed for the detection of GRBV (Romero Romero 2019).

The LAMP assay for GRBV detection will assist with the two main challenges to managing Red Blotch Disease. The first is the diƯiculty in correct assessment of visual symptoms, since they can resemble those caused by a variety of bioƟc and abioƟc ailments, such as spider mite feeding damage, mineral deficiency or toxicity, and root damage (Sudarshana et al 2015). The second challenging aspect is that the virus has a latent period of at least one year or more (Flasco et al. 2023); therefore, vines will have the virus but not display symptoms. Both of these points make visual idenƟficaƟon of infected vines difficult, creaƟng uncertainty in the face of criƟcal and costly management decisions.

The Economic Diversification Grant has allowed me to develop a niche in the viticulture sector by specializing in virus testing and consulting. Since my last grant report (May 2024), I have been hired by 10 diƯerent vineyard/winery clients in the Napa Valley and tested a total of 1200 virus samples, with 81% of the samples from vineyards in Calistoga. The virus testing service has been a “gateway” which has led a number of growers to contact me with grapevine virus questions and to schedule virus consulting visits.

Item #3.1.

Page 4 of 103 ends

Since my last report for the Economic Diversification Grant, I have also been able to focus on developing my business full-time. When I received the grant, I held two positions with the University of California Cooperative Extension: Research Associate in Viticulture and Course Instructor for “Viticulture for Winemakers”. In June 2025, my Research position ended and I have been able to replace my research salary with income from my virus testing and consulting business.

My goals are to continue to grow my virus testing service, to oƯer virus consulting, and to set-up a permanent space for an oƯice, sample examination, and sample testing in Calistoga.

City of Calistoga

STAFF REPORT
To: Honorable Mayor and City Council
From: Connie Cardenas, Admin. Services Director
Meeting: City Council - Oct 14 2025
Subject: General Fund Financial Reserve Policy
DESCRIPTION:

Adopting a General Fund Financial Reserve Policy. Reserves shall be established, dedicated and maintained annually to meet known and estimated future liabilities.

RECOMMENDATION:

Consider Adopting the Resolution
SUMMARY:

A General Fund Financial Reserve Policy ensures the government's ability to maintain vital services to the community during times of economic uncertainty or temporary economic shortfalls; therefore, the Government Finance Officers of America (GFOA) recommends establishing a minimum general fund reserve level. For local governments, maintaining a healthy general fund reserve became even more important in light of past economic recessions.

ANALYSIS:

The purpose of this policy is to establish a target minimum general fund reserve level to reduce the risk of financial impacts resulting from natural disasters or other catastrophic events; respond to challenges of a changing economic environment, including prolonged downturns in the local, state, or national economy; and demonstrate continued prudent fiscal management and creditworthiness.

This policy will create three designated reserve categories as follows:
 Budget Stabilization Reserve - Funds reserved in this category shall be used to mitigate annual budget revenue shortfalls (actual revenues less than projected revenues) resulting from changes in the economic environment and/or one-time expenditures that will lead to future efficiencies and/or budgetary savings.
 Catastrophic Reserve - Funds reserved in this category shall be used to mitigate costs associated with unforeseen emergencies, including natural disasters or catastrophic events.  Unassigned Reserve - Funds reserved under this category shall be used for budgetary needs, tax relief to offset Transient Occupancy Tax (TOT), covering unexpected expenses, loss of state or local funding, providing financial backup during economic downturns or fiscal stress.

The City commits to maintaining general fund reserves at a minimum of 50% of the general fund's annual operating expenditures (excluding one-time expenditures) by setting aside funds in the following designated reserves: Budget Stabilization Reserve (25%), Catastrophic Reserve (10%), Item #6.2.

Page 26 of 103 ends

and unassigned (15%). If funds from these reserves are used, the City must develop a plan to restore the reserves to the 50% minimum within one to five years.

This policy will be reviewed annually by the City Council as part of the annual operating budget review and adoption process. Appropriation from either of these general fund reserves requires approval by the City Manager or their designee and formal authorization by the City Council through a budget amendment, which confirms the nature of the emergency, the economic triggering event, the loss of revenues, or the unexpected expenses. The three general fund-designated reserves established with this policy will include funds only from the unassigned fund balance category.

Unassigned fund balance is the portion of the general fund that remains after all restricted, committed, and assigned amounts have been accounted for.

FINANCIAL IMPACT:

There is no financial impact. General fund reserves will now have new classifications and level requirements.

CITY OF CALISTOGA

GENERAL FUND FINANCIAL

RESERVE POLICY
This General Fund Financial Reserve Policy (the “Reserve Policy”) of the CITY OF CALISTOGA (the “City”) was approved by the City Council of the City (the “Council”) on October 14, 2025. The General Fund Reserve Policy may be amended by Council as it deems appropriate from time to time for the prudent financial management of the City.

BACKGROUND:

Comprehensive reserves are a vital component of a sound financial plan for the City of Calistoga. Strong reserves position an organization to weather significant economic downturns more effectively, alleviate the consequences of outside agencies' actions that may result in revenue reductions, and help to manage unexpected emergencies, such as natural disasters, catastrophic events, excessive liabilities, or legal judgments against the organization. Fiscal stability is an important factor for any City. It is Council’s responsibility to provide for the continuation of services in the event of a natural disaster or fiscal emergency. Realizing that city revenues are not stable and are dependent upon national, state, and local economic trends, it is prudent for the City of Calistoga to have a “Financial Reserve Policy” in place to address any downturns that would affect the city revenues.

The City of Calistoga endeavors to maintain adequate reserves for its General Fund as a matter of fiscal prudence and sound financial management. These policies will guide the City in:
• Planning for economic uncertainties, downturns in the local or national economy, local disasters, or catastrophic events;
• Maintaining good standing with credit rating agencies; • Future debt or capital obligations;
• Ensuring cash availability when revenue is unavailable; and • Deciding when to use reserves and how to replenish reserves if they have been spent.

Item #6.2.

Page 29 of 103 ends

Per current Government Accounting Standards Board Statement No. 54, (“GASB” 54), fund balances are divided into five (5) categories in the financial statements:

CATEGORY DESCRIPTION
Non-Spendable Cannot be readily converted to cash or is not legally spendable (example: assets required to be maintained intact)
Restricted Externally imposed restrictions on spending (creditors, granting agencies, or laws)
Committed City Council formally imposed restrictions on spending (by resolution or other action)
Assigned Funds reserved by City Council direction of City for designated purposes Unassigned Residual balance not classified in any of the above categories and available for expenditure
Cities often create different reserves within these classifications to set aside funds for specific purposes. For purposes of this document, the City’s General Fund reserve will include the sum of the Committed, Assigned, and Unassigned Fund Balances for that fund. To mitigate these financial challenges, three separate General Fund reserves are established as set forth below.

GUIDING PRINCIPLES:

Following sound financial practices and adhering to the Government Finance Officers of American (GFOA) recommendations, the City’s Committed, Assigned and Unassigned reserves include reserves for known and unknown contingencies, which take into consideration the:
• Diversity of revenue base
• Cyclical nature of revenue
• Changes in community priorities
• Frequency of budget surpluses/deficits
• Cash flow management practices.

POLICY PURPOSE:

The purpose of this Reserve Policy is to establish a target minimum level of reserves in the General Fund to:
• Reduce the risk of financial impacts resulting from a natural disaster or other catastrophic events.

Item #6.2.

Page 30 of 103 ends

• Respond to the challenges of a changing economic environment, including prolonged downturns in the local, state, or national economy; and • Demonstrate continued prudent fiscal management and creditworthiness.

POLICY:

Reserve Levels
The City commits to maintaining total General Fund reserves at a minimum of 50% of General Fund operating expenditure, which will be the sum of the Committed, Assigned, and Unassigned Fund Balances for that fund.

The City will set aside funds into two Committed reserves to address unforeseen emergencies or disasters and significant changes in the economic environment. These include the Budget Stabilization Reserve and the Catastrophic Reserve. The Budget Stabilization Reserve will be maintained at 25% of the General Fund annual operating expenditure for the fiscal year just concluded. The Catastrophic Reserve will be maintained at 10% and unassigned at 15% of the General Fund annual operating expenditure for the fiscal year just concluded. These reserve levels shall be reviewed by the City Council as part of the annual operating budget review and adoption process.

Should a catastrophic disaster or loss of a significant source of the City’s Transient Occupancy Tax, (TOT), revenue occur, the required reserve level should be adequate to meet the City’s immediate financial needs. For example, in the event of natural disaster, the Catastrophic Reserve should provide necessary coverage for basic operating expenses, including salary and benefits for safety and non-safety City employees, while still meeting debt service obligations to enable the City to explore other available cash alternatives, including the use of internal service funds. Likewise, should the City experience a loss of a primary TOT tax contributor, the reserve level in the Budget Stabilization Fund would provide the City with adequate time to realign its operating costs with available resources while minimizing service impacts.

Key General Fund Committed Reserves
Budget Stabilization Reserve. Funds reserved under this category shall be used to mitigate, annual budget revenue shortfalls (actual revenues less than projected revenues) due to changes in the economic environment and/or one-time expenditures that will result in future efficiencies and/or budgetary savings. Examples of “economic triggers” and onetime uses include, but are not limited to:
• Significant decrease in TOT or property taxes, or other economically sensitive revenues;
• Loss of businesses considered to be significant TOT tax generators; • Reductions in revenue due to actions by the state/federal government; • Workflow/technical system improvements to reduce ongoing, personnel costs and enhance customer service;
Item #6.2.

Page 31 of 103 ends

• One-time maintenance of service levels due to significant economic/budget constraints;
• One-time transitional costs associated with organizational restructuring to secure long-term personnel cost savings.

Catastrophic Reserve. Funds reserved under this category shall be used to mitigate costs associated with unforeseen emergencies, including natural disasters or catastrophic events. Should unforeseen and unavoidable events occur that require the expenditure of City resources beyond those provided for in the annual budget, the City Manager or designee shall have authority to approve Catastrophic Reserve appropriations. The City Manager or designee shall then present to the City Council a budget amendment confirming the nature of the emergency and authorizing the appropriation of reserve funds.

Unassigned Reserve. Funds reserved under this category shall be used for budgetary needs, tax relief to offset TOT, covering unexpected expenses, loss of state or local funding, providing a financial back up during economic downturns or fiscal stress In keeping with the principles discussed in this Reserve Policy, when either Committed Fund balance is used, the City Council will develop a one to five year reserve replenishment plan to meet the minimum threshold of 50% of total General Fund ongoing operating expenditures.

Excess Fund Balance
At the end of each fiscal year, the Finance Department reports on the audited year-end financial results. Should actual General Fund revenues exceed expenditure and encumbrances, a year-end operating surplus shall be reported. Any year-end surplus that results in the General Fund’s fund balance exceeding the level required by the Reserve Policy shall be available for allocation for the following, subject to Council approval:
• Distributed 50% to Infrastructure Fund, 25% to Equipment Fund and 25% to OPEB Unfunded Liability Fund
• City Council Priorities
• Offset projected future deficits.
• Anticipated intergovernmental fiscal impacts.
• One-time funding, non-recurring needs

City of Calistoga

STAFF REPORT
To: Honorable Mayor and City Council
From: Rena Lariz, Human Resources Manager
Meeting: City Council - Oct 14 2025
Subject: Salary Schedule Adjustment PT Firefighter/Principal Engineer DESCRIPTION:

Consider adopting a resolution to adjust both the Part-time firefighter and the Principal Engineer Salary Schedule
RECOMMENDATION:

Consider Adopting the Resolution
SUMMARY:

The City periodically reviews and updates salary schedules to ensure classifications remain competitive within the labor market and equitable within the organization. Following review, staff recommends adjustments for two classifications: part-time firefighters and Principal Engineer.

ANALYSIS:

Fire Department (Part-Time Firefighters)
The Calistoga Fire Department relies heavily on part-time firefighters to maintain operations.

Currently, part-time firefighters earn $24.99 to $30.38 per hour, while full-time firefighters earn the hourly equivalent of $30.45 to $37.02.

Part-time and full-time firefighters are expected to perform the same job duties and must meet identical qualifications and training standards. Despite this, part-time personnel are compensated at a significantly lower rate. Surrounding municipalities, including St. Helena, have moved toward pay parity between part-time and full-time staff. Calistoga’s current structure makes it difficult to recruit and retain qualified part-time firefighters, which limits operational flexibility and staffing capacity.

Principal Engineer
Staff has also completed a review of the Principal Engineer classification. To maintain alignment with labor market standards and the City’s practice of periodic updates, staff recommends a salary schedule adjustment representing approximately a 2% increase across the range. This modest adjustment ensures the classification remains competitive and equitable within the organization.

FINANCIAL IMPACT:

Principal Engineer: The annual cost increase of $3,035.16 is included in the F/Y 25/26 budget and does not require additional funding.

Part-Time Firefighter: The estimated annual cost to adjust part-time firefighter pay to match full-time hourly rates is approximately $47,000 annually.

RESOLUTION NO. 2025-XXX

ADOPTED XXXXX

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CALISTOGA APPROVING

SALARY SCHEDULE ADJUSTMENTS FOR PART-TIME FIREFIGHTERS AND THE

PRINCIPAL ENGINEER CLASSIFICATION
WHEREAS, the City of Calistoga periodically reviews salary schedules to ensure that classifications remain competitive in the labor market and equitable within the organization; and
WHEREAS, the Calistoga Fire Department relies on part-time firefighters to maintain operations, yet the current compensation for part-time firefighters is considerably lower than the hourly equivalent paid to full-time firefighters, despite both groups being required to perform the same duties and meet the same training standards; and WHEREAS, surrounding municipalities, including St. Helena, have moved toward pay parity between part-time and full-time firefighters, and Calistoga’s current pay structure makes it increasingly difficult to recruit and retain qualified part-time staff; and WHEREAS, the estimated annual cost to adjust part-time firefighter pay to match full-time hourly rates is approximately $47,000 annually; and
WHEREAS, staff has also conducted a review of the Principal Engineer classification and recommends a salary schedule adjustment representing approximately a 2% increase across the range to maintain alignment with current standards and compensation practices; and
WHEREAS, the annual cost increase of $3,035.16 for the Principal Engineer adjustment is included in the F/Y 2025/26 budget and does not require additional funding; and WHEREAS, these recommended adjustments are consistent with the City’s established practice of periodically reviewing and updating salary schedules to ensure classifications remain both competitive and equitable.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CALISTOGA DOES HEREBY find the following:

1. The salary schedule for part-time firefighters shall be adjusted to reduce the disparity between part-time and full-time firefighter compensation, consistent with staff’s recommendation.

2. The salary schedule for the Principal Engineer classification shall be adjusted to reflect a 2% increase across the range.

3. These adjustments shall become effective immediately following adoption of this resolution and shall be incorporated into the City’s official salary schedule.

STAFF REPORT
To: Honorable Mayor and City Council
From: Yudiana Galvan, City of Calistoga | City Clerk
Meeting: City Council - Oct 14 2025
Subject: Proclaiming October 24th as World Polio Day
DESCRIPTION:

The City Council will consider a proclamation recognizing October 24th as World Polio Day in the City of Calistoga, in support of Rotary International's efforts to eradicate polio worldwide.

RECOMMENDATION:

Consider Making the Proclamation
SUMMARY:

Rotary International is a global humanitarian organization with over 1.2 million members in more than 36,000 clubs worldwide. Since 1985, Rotary has been a leader in the fight to end polio through its PolioPlus program and as a founding member of the Global Polio Eradication Initiative (GPEI), alongside key global health organizations such as the World Health Organization, CDC, UNICEF, and the Bill & Melinda Gates Foundation.

Through these efforts, polio cases have been reduced by 99.9%, and nearly 3 billion children in 122 countries have been immunized. Rotary has contributed over $2.2 billion and played a key role in encouraging donor governments to invest an additional $10 billion in global eradication efforts.

Recognizing October 24 as World Polio Day aligns Calistoga with a global campaign to raise awareness and support the final push to eliminate polio from the planet.

WHEREAS, Rotary in 1985 launched PolioPlus and in 1988 helped establish the Global Polio Eradication Initiative, which today includes the World Health Organization, U.S.

Centers for Disease Control and Prevention, UNICEF, and the Bill & Melinda Gates Foundation, and Gavi, the Vaccine Alliance, to immunize the children of the world against polio; and

City of Calistoga

STAFF REPORT
To: Honorable Mayor and City Council
From: Greg Desmond, Planning & Building Director
Meeting: City Council - Oct 14 2025
Subject: Staffing Amendments in the Planning and Building Department DESCRIPTION:

Consider adopting a resolution to eliminate a budgeted and unfilled permit technician position and approve the addition of a management analyst position for the planning and building department.

RECOMMENDATION:

Consider Adopting the Resolution
SUMMARY:

The City's Planning and Building Department has an open/unfilled Permit Technician position. Due to the increasing scale and scope of projects that the City is processing, the department is seeking greater analytical and administrative capacity to manage contracts, oversee and implement technology systems, coordinate processes, and support commissions and committees.

Reallocating this position from Permit Technician to Management Analyst will provide broader organizational support and enhance efficiency while remaining cost-neutral within the existing budget.

ANALYSIS:

The Permit Technician role was established to support permit intake and counter service. However, with improved systems and reallocation of responsibilities, these functions are now more effectively managed within existing staff capacity. What is increasingly needed is a position that can oversee and implement technology platforms, manage department contracts and records, coordinate permitting and event processes, and provide support to City commissions and committees.

A management analyst can also lead process improvement initiatives, conduct research, and assist with policy development, thereby improving customer service and organizational effectiveness. This change provides the City with greater flexibility to meet current demands and better aligns staff resources with strategic priorities.

FINANCIAL IMPACT:

The cost for reallocating these positions will come from salary savings in the current FY 25/26.

Future annual costs for reallocating these positions, from Permit Technician to Management Analyst, is estimated to be $24,738. The position would increase general fund at a charge rate of 80%, in the amount of $19,790. The increase to Measure D fund at a charge rate of 20% would be $4,948.

Item #6.6.

CEQA STATUS:

Under the California Environmental Quality Act (CEQA), a "project" is defined as an activity that may cause a direct or reasonably foreseeable indirect physical change in the environment. This includes activities that are directly undertaken by the City of Calistoga, receive financial assistance from the City (e.g. fully funded or in part), or require discretionary approval from the City. To qualify as a project under CEQA, the action must have the potential to result in a direct or indirect physical impact to the environment. Actions that are ministerial, organizational, or financial in nature (such as internal financial decisions, budgeting, or feasibility studies) do not meet the definition of project under CEQA and therefore are not subject to CEQA review. Pursuant to CEQA Guidelines Section 15378, the proposed action does not constitute a "project" as defined by CEQA. The action involves general policy direction, ministerial activities, or organizational or fiscal decisions that do not result in a direct or reasonably foreseeable indirect physical change in the environment. For this reason, the proposed action is not subject to environmental review requirements as established by the California Code of Regulations, Title 14, Sections 15000-15387 (and Public Resources Code Section 21000- 21189.70.10).

City of Calistoga

STAFF REPORT
To: Honorable Mayor and City Council
From: Erin Stroud, Recreation Manager
Meeting: City Council - Oct 14 2025
Subject: Amendment to Master Fee Schedule to Add Memorial Brick Program Fee DESCRIPTION:

Consider adopting a resolution amending the City of Calistoga Master Fee Schedule to include fees for the Memorial Brick Program
RECOMMENDATION:

Consider Adopting the Resolution
SUMMARY:

The Memorial Brick Program began in 2009 with the dedication of the Calistoga Veterans Memorial at Logvy Community Park by American Legion Post 231. Since then, engraved bricks honoring veterans and community members have been placed in the plaza surrounding the memorial’s pillars, which symbolize the nation’s branches of military service. Managed for many years by American Legion Post 231, the program has grown into a meaningful tradition, with more than 500 bricks installed at the site. The City of Calistoga Parks & Recreation Department is now assuming responsibility for administering the program.

ANALYSIS:

With the transition of the Memorial Brick Program to the City, it is necessary to add a fee for brick purchases to the City’s Master Fee Schedule. Establishing this fee will ensure the City recovers the direct expenses associated with each order, including the brick itself, engraving, and shipping.

Staff recommends setting two fee options:
 $165 per brick for single, stand-alone orders.
 $75 per brick when included in a group order of nine or more, which reduces the per-brick shipping and handling cost.

FINANCIAL IMPACT:

The proposed fee will offset the direct costs of administering the Memorial Brick Program. Revenues collected will cover the purchase, engraving, and shipping of the bricks. Installation of the bricks will continue to be performed by the Public Works Department, as has been the practice under the American Legion’s management. No significant impact to the General Fund is anticipated.

City of Calistoga

STAFF REPORT
To: Honorable Mayor and City Council
From: Sheli Wright, Fairgrounds Revitalization Director Meeting: City Council - Oct 14 2025
Subject: Consideration of Resolution Awarding the Butler Roof Contract DESCRIPTION:

Consideration of a Resolution Awarding the Butler Roof Replacement Contract and Authorizing the City Manager to Execute the Agreement
RECOMMENDATION:

Consider Authorizing the City Manager/Staff to Enter into the Agreement SUMMARY:

To preserve the Butler Building and maintain its integrity, the Butler Roof project was advertised for competitive bidding. In November of last year, the City Council awarded the contract to Modern Method Roofing in the amount of $129,027, with an additional ten percent contingency, for a total authorization of $141,929.70. Following the award, the contractor informed staff that they were unable to complete the project at the required prevailing wage rates.

ANALYSIS:

The inability to complete the roof work in a timely manner is a significant concern. Preserving the Butler Building not only safeguards an important piece of Calistoga’s history but also prevents further deterioration that would result in higher repair costs. Completing the roof will also bring the City closer to restoring the building for future rentals and community use.

The Butler Building, dedicated in 1953, carries deep historical ties to the community. Both Howard Butler and his son, Warren Butler, served long tenures on the Fair Board, each holding the position of president.

Constructed of masonry block and wood frame, the building features historic redwood elements, likely milled locally. Above the current false ceiling lies an exposed truss system, a striking architectural feature that has long been hidden from view.

Historically, the Butler Building has been the most frequently rented facility on the fairgrounds, favored for its size and large kitchen. It has hosted countless milestone events, from quinceañeras to wildfire response operations, underscoring its importance as a community gathering space.

With the assistance of Public Works, the Butler Roofing Project was formally put out to bid, with NG Builders Company submitting the lowest bid in the amount of $168,380.00 Staff respectfully request that Council approve the resolution to award the contract and move this project forward.

Item #6.8.

Page 59 of 103 ends

FINANCIAL IMPACT:

The total not-to-exceed project cost of $185,218 is proposed to be funded by Infrastructure Fund 10.

The base bid amount is $168,380, and a 10 percent contingency is included to address any unforeseen conditions that may arise during construction. The net funding increase to award the agreement is $16,000.

No CEQA review is required.

Subject: Butler Building Roof Repair
I understand that there is an item on tonight’s agenda to approve a contract for the roof repair on the Butler Building. I strongly believe that the city should get the survey results and analysis before any further contracts are made. These results should be the basis for the master plan for the fairgrounds. Why would you approve any contracts before that is completed? I thought the survey was for the community to be kept advised and to be able to provide direction about how to revitalize the fairgrounds not for city council to make costly decisions (almost $200,000) without having all the pertinent information available.

Thank you.

The agenda item regarding the Butler building roof repair should be deferred until the results and analysis of the FM3 survey have been completed, provided to council for review and released to the public. Ultimately the cost of financial decisions relating to the fairgrounds will be passed on to taxpayers in the 94515 school district boundaries. This may occur by bond measure(s), increased sales tax or use of general/reserve funds. Even if grants are awarded to the Calistoga Fairgrounds Foundation, in the end taxpayers will bear some of the cost for the fairground renovations.

The City spent $38k of taxpayer dollars to fund the FM3 survey. The purpose and intent of the survey was to receive feedback from the community regarding uses and renovation of the property. Ultimately, this information would provide direction on how the community wants to spend taxpayer dollars related to the Calistoga Fairgrounds. Council has already approved some contracts prior to having that crucial community input. This negates the purpose of the survey.

Please STOP putting the cart before the horse!

Subject: Butler Building Roof Repair
As the fairgrounds survey is still ongoing, I believe that it would be premature to allocate funds for repairing a building that may or may not be included in the final master plan. A well-developed and comprehensive master plan is essential to ensure that taxpayer dollars are used responsibly and not invested in facilities that may not meet the community’s future needs.

Dear City Council members,
Questions to consider for responsible spending of taxpayer funds.

Please consider the risk-reward scenarios, determining whether to spend 185k on a leaky roof or to allocate funds more wisely to marketing and beautifying the RV park as a short-term revenue solution.

How many groups or events are confirmed in the Butler building to cover the cost of the 185k roof repair?
Why wouldn't you wait until the survey results are complete to determine if repairing the roof is in our citizens' best interest? These types of decisions are key elements of a successful master planning process.

Mayor and City Council, and Interim City Manager,
The agenda item regarding the Butler Building roof repair should be deferred until there is a plan in place.

Why are we spending money on something for which we have no plan? We should, at the very least, wait to make any investment on the property until the FM3 survey results and analysis are completed, reviewed by Council, and released to the public and discussed.

Spending money at this juncture seems like a financially dubious proposition given that we do not have a business plan or development plan (that I am aware of) as to how this property will be financially sustainable. I personally do not think we should be using taxpayer money until the taxpayers have a clear plan of how, when, how much capital and revenue the entire property is projected to have. That requires a plan. PLEASE get a plan put together.

The City spent $38,000 of taxpayer funds on the FM3 survey to gather community input regarding the fairgrounds’ future use and funding. Approving additional contracts before that input is considered undermines the purpose and credibility of the survey process.

The Council should pause further spending until the community’s voice is heard and respected. Anything less disregards both the process and the public trust.

Thank you.

STAFF REPORT
To: Honorable Mayor and City Council
From: Mitch Celaya, Interim City Manager
Meeting: City Council - Oct 14 2025
Subject: Consider accepting a dedication easement right-of-way for future roadway improvements near 2449 Foothill Boulevard
DESCRIPTION:

Consider accepting a dedication easement right-of-way for future roadway improvements near 2449 Foothill Boulevard
RECOMMENDATION:

Consider Adopting the Resolution
SUMMARY:

In FY2022, Zapolski Real Estate, LLC submitted an application to redevelop a 1.6-acre parcel located at 2449 Foothill Boulevard, at the prominent intersection of Foothill Boulevard and Petrified Forest Road. On April 12, 2023 the Planning Commission approved the project with conditions of approval that included off-site improvements consisting of major roadway improvements in this gateway area.

On May 28, 2025 the Planning Commission revised the conditions of approval at the request of the applicant to instead require a dedication of land from the developer to the City of Calistoga that would allow for major roadway improvements in the future. Acceptance of the land dedication falls under the authority of the City Council.

ANALYSIS:

Project Overview
This project site at 2449 Foothill Boulevard at the corner of Foothill Boulevard and Petrified Forest Road is considered a key city gateway, facilitating transportation movement between three different counties. The project area is adjacent to the following existing uses:
 East: Arco Gas Station
 North: Riverlea Square Commercial Center
 South: Highlands Christian Fellowship Church
 West: Single-family residential dwelling
The proposed redevelopment includes the demolition of all existing on-site structures and the construction of two new commercial buildings totaling 12,000 square feet. The development is proposed to include three retail units and one bank tenant (a credit union), with the following site features (See attached Commercial Project Diagram):

Item #6.9.

Page 71 of 103 ends

 19,600 square feet of landscaped area
 56 surface parking stalls
 Six bicycle parking spaces
 Bio-retention facilities
 Pedestrian circulation pathways
 A 2,100-square-foot open patio area
 A tank house tower as a design element
Project History & Current Status
On April 12, 2023, the Planning Commission adopted a resolution approving the design review application for the proposed development. The resolution included acceptance of the project design and preliminary conditions of approval, that included major off-site improvements.

In 2024, after reviewing the city’s off-site improvement requirements and the associated cost estimates, Zapolski Real Estate, LLC placed the project on hold due to the disproportional cost of the off-site requirements to the scale of the overall project. The applicant explored and evaluated multiple additional options for the site.

On February 28, 2025, the applicant re-engaged with the city staff and proposed a compromise to advance the project as originally entitled. Specifically, the developer offered to dedicate the land easement necessary for required off-site street improvements to the city (see attached Exhibit A) and move forward redeveloping (and visually improving) this gateway corner.

Zapolski Real Estate LLC has reaffirmed its commitment to completing all on-site improvements in conformance with the approved design. The developer purports the estimated value of the proposed land dedication is approximately $150,000. Zapolski Real Estate LLP as the owner recorded the property under Foothill Blvd Ventures LLC, as North Carolina limited liability company.

If the Council agrees to accept the easement right-of-way dedication, the 2449 Foothill Boulevard Commercial Center development project would proceed as approved by the Planning Commission on May 28, 2025 (see attached PC Resolution 2025-01). The revised proposal by Zapolski Real Estate, LLC, includes the associated Conditions of Approval and the proposed dedication easement right-of-way to the city by the developer.

Acceptance of the dedication easement is under the authority of the City Council. Furthermore, the acceptance of the dedication easement right-of-way is a prerequisite for the developer to proceed with the project as approved by the Planning Commission.

Staff requests Council consider the value and appropriateness of accepting the proposed dedication easement right of way. Attached is the legal dedication description reviewed and approved by the city surveyor (See attached Exhibit A - Legal Description Dedication). In addition, attached is the Irrevocable Offer to Dedicate (see attached) and the Agreement to be recorded affecting the described real property waiver and release (see attached) allowing the city to make street improvements waiving any and all claims regarding such constructions and road improvements.

FINANCIAL IMPACT:

The value of the land being dedicated to the City of Calistoga is approximately $150,000 as calculated by Zapolski Real Estate, LLC based on their land acquisition costs. The City is not purchasing this land; it is accepting the dedication easement right-of-way. Direct city expenses for accepting the dedication easement right-of-way include staff and city attorney time and any directlyItem #6.9.
