City of Calistoga

STAFF REPORT
To: Honorable Mayor and City Council
From: Greg Desmond, Planning & Building Director
Meeting: City Council - Nov 04 2025
Subject: Discussion of Establishing a Home Repair Program for Income Qualified Households
DESCRIPTION:

Council Discussion of Establishing a Home Repair Program for Income Qualified Households.

RECOMMENDATION:

Discuss and provide direction to staff.

SUMMARY:

The city has a record of partnering with local organizations and volunteers to assist income-qualified homeowners with repairs and maintenance.

Between 2002-2007 Calistoga participated in the "Christmas in April" program, which was organized by the Napa Valley Housing Authority. Later, from 2010-2013, the city participated in the "Rebuild Calistoga" program which was funded through the city's Community Enrichment Grant program and was organized by Calistoga Affordable Housing.

Staff recognize and support the benefits associated such programs and the importance of establishing partnerships with organizations experienced in implementing them. In addition to strengthening the community, these programs support the following Housing Element goals, objectives, policies, and action items:

Housing Element Goal H-3 - Maintain and enhance the physical condition and aesthetic qualities of existing residential neighborhoods.

Objective H-5.1 - Preserve and improve the quality of existing housing.

Policy P5.1-2 - Encourage homeowners to maintain their property in a safe condition.

Policy P5.1-3 - Make use of governmental programs targeted at the rehabilitation of housing for lower-income households.

Action A5.1-2 - Meet with volunteer groups such as Rebuilding Calistoga to coordinate in pursuing CDBG Grant funding to help lower-income households maintain and upgrade their property.

ANALYSIS:

Item #8.1.

Page 158 of 160 ends

If the council is interested in re-establishing a home repair program, staff recommend that the council direct staff to prepare an RFP (request for proposals) document seeking proposals from local organizations who are interested and capable of partnering with the city in re-establishing and managing a home repair program. Staff also recommend that the RFP include language which seeks a partner with a record of seeking and obtaining grants for this type of program. This is important in that earlier versions of this program were made possible through a combination of grants, volunteer efforts as well as contributions from the city.

Planning and building department staff are available to assist with this program, however, the dayto-day operations and overall management of this program have historically been and will need to continue to be handled by partner organizations.

The appropriate funding source for this program would be the city's Measure D Fund. At the August 12, 2025 meeting, the council approved creating the following categories within the Measure D Fund:
- Affordable/Workforce Housing
- Land Acquisition for Affordable/Workforce Housing
- Affordable/Workforce Housing Construction/Rehabilitation - Connection, Utility and/or Permit Fee Subsidies for Qualified Residents At the August 12, 2025 meeting, the council agreed to allocate 15% (approximately $150,000) of the annual Measure D funding to a specific Affordable/Workforce Housing Construction/Rehabilitation category. This category is intended to fund multiple efforts, not just the home repair program.

Staff are seeking direction from the council regarding the amount of this category to dedicate to the home repair program.

FINANCIAL IMPACT:

Given that this is a discussion item only, there is no financial impact other than staff time associated with preparing an RFP, reviewing proposals and negotiating with qualified organizations and preparing an item to bring back to the council for consideration.

CEQA STATUS:

Under the California Environmental Quality Act (CEQA), a "project" is defined as an activity that may cause a direct or reasonably foreseeable indirect physical change in the environment. This includes activities that are directly undertaken by the City of Calistoga, receive financial assistance from the City (e.g. fully funded or in part), or require discretionary approval from the City. To qualify as a project under CEQA, the action must have the potential to result in a direct or indirect physical impact to the environment. Actions that are ministerial, organizational, or financial in nature (such as internal financial decisions, budgeting, or feasibility studies) do not meet the definition of project under CEQA and therefore are not subject to CEQA review. Pursuant to CEQA Guidelines Section 15378, the proposed action does not constitute a "project" as defined by CEQA. The action involves general policy direction, ministerial activities, or organizational or fiscal decisions that do not result in a direct or reasonably foreseeable indirect physical change in the environment. For this reason, the proposed action is not subject to environmental review requirements as established by the California Code of Regulations, Title 14, Sections 15000-15387 (and Public Resources Code Section 21000- 21189.70.10).
