STAFF REPORT
To: Honorable Mayor and City Council
From: Yudiana Galvan, City of Calistoga | City Clerk
Meeting: City Council - Special Meeting - Aug 19 2026
Subject: Appointing the Nominees for the Offices of the November 3, 2026 General Election
DESCRIPTION:
Consider Adoption of Resolution Appointing the Nominees to the Office of City Council and canceling the City’s General Municipal Election Scheduled for Tuesday, November 3, 2026, Pursuant to Elections Code Section 10229.
RECOMMENDATION:
Consider Adopting the Resolution
SUMMARY:
On May 12, 2026, the Council adopted a resolution calling the November 3, 2026 General Municipal Election and requesting consolidation with Napa County for election services.
Notice of Election was posted on July 2, 2026, pursuant to law and the nomination period opened July 13, 2026, and closed August 7, 2026. The extended nomination period was triggered and closed on August 12, 2026.
As of the close of the nomination period on August 12, 2026, there are not more candidates than offices to be elected.
The persons so nominated are:
For the Office of Mayor - Kevin Eisenberg
For the Office of Councilmember - Scott Cooper
For the Office of Councilmember - Lana Richardson
California Elections Code Section 10229 provides that if there are not more candidates than offices to be elected at the end of the nomination period, the City Council may take one of the following actions:
1. Appoint to the office the persons who have been nominated (and cancel the election).
2. Appoint to the office any eligible voter if no one has been nominated.
3. Hold the election if either no one or only one person has been nominated.
The City Clerk has presented to Council the required certification (Attachment 3) showing that the facts exist to invoke Elections Code Section 10229. Also, the required notice specifying the facts concerning the nominations and the proposed appointments was properly posted on August 9, 2026 (Attachment 2).
Should the Council wish to appoint Council nominees and cancel the election, the Council would need to adopt Resolution No. (Attachment 1) which, if approved, would appoint those nominees to the respective offices and cancel the election. If appointed, the candidates qualify, take office, and serve exactly as if elected at a municipal election.
If no action is taken by the City Council by the 75th day before the election (August 20, 2026), then the City would hold the election, allowing the opportunity for write-in candidates.
FINANCIAL IMPACT:
The City would save the estimated cost of $35,000 - $60,000 for conducting the November 3, 2026, General Municipal Election if the election were cancelled.
