DISCUSSION ITEMS
R. Urgency Ordinance to Implement Water Conservation Measures with a Goal of 2030% Reduction in Water Use and Limiting Outdoor Watering to One Day per Week
Calleguas Municipal Water District representative and Public Works Director Klotzle reported on the state of the drought and the need to adopt an urgency ordinance in response to the Governor’s Executive Order N -7-22 to reduce water use and Metropolitan and Calleguas Municipal Water District declaration of a Water Shortage Emergency.

Councilmember Trembley requested an amendment to Section U of the Ordinance for any additional conservation measures to be presented so that Council can review the measures. He stated , while he supported water conservation , he felt the root cause contributing to the severity of the water supply is the lack of projects for storing and conveying water. Trembley requested a letter be sent to Metropolitan Water District’s (MWD) requesting fair treatment of our service area and to strongly encourage them to update the water conveying facilities.

The Council unanimously supported Councilmember Trembley’s request for a letter to MWD and included additional wording in Section U of the adopted ordinance to state: The City Manager shall submit any additional water conservation measures to the City Council for ratification in its discretion at its first meeting after the notification.

City Attorney Pierik read the title of Ordinance No. 1192 into the Record:
