Camarillo City Council

AGENDA REPORT
Date: November 8, 2023
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Public Works Director
Subject: Treated Water Diversion – North Pleasant Valley Groundwater Desalter (Project No. MC-2023-5) – Award Construction Contract

BACKGROUND
Operational processes of the North Pleasant Valley Groundwater Desalter have determined the need to periodically divert treated water to the facility drainage system before delivering water to the distribution system. For example, the need to divert treated water can arise when the facility is started up after being offline for maintenance. The Treated Water Diversion Project No. MC-2023-5 (Project) will modify existing piping, install a new flow meter, and construct sidewalk, driveway, and drainage improvements to provide for the ability to divert treated water when needed.

DISCUSSION
Construction Bids
Bid documents including plans and specifications were prepared for the Project. In accordance with California Uniform Public Construction Cost Accounting Act (CUPCCAA) guidelines, and Informal Bidding requirements in the City’s Procurement Manual, staff issued a Notice Inviting Bids on September 9, 2023, for the Project. On October 4, 2023, the City received one (1) bid for construction as shown in the following table:

Name of Bidder $ Amount of Bid
Travis Agricultural Construction, Inc. $81,650
Staff reviewed the bid submitted by Travis Agricultural Construction, Inc. (Travis Ag.) and all associated forms and has determined Travis Ag. to be responsive to the bid solicitation. Therefore, staff recommends awarding a construction contract to Travis Ag.

in the amount of $81,650 (Attachment 1) and authorize a contingency in the amount of $12,500 (approximately 15%) for unforeseen additional work if required, for a total contract authorization of $94,150. Staff also recommends City Council adopt a resolution approving the plans and specifications for the Project (Attachment 2).

Construction Management and Inspection Services
Consultant construction management and inspection services are required for the Project. In November 2021, staff advertised a Request for Qualifications (RFQ) and subsequently established a list of qualified consultants to provide various services, including construction management and inspection services. Staff selected Filippin Engineering, Inc. (Filippin) as the most qualified firm to provide the necessary construction management and inspection services for the Project. Filippin has significant construction management and inspection experience working on similar types of capital projects.

Staff has negotiated a scope of services and fee with Filippin and recommends approving a standard professional services agreement with Filippin in an amount not-to-exceed $30,200 for construction management and inspection services (Attachment 3) and authorizing a contingency in the amount of $4,550 (approximately 15%) for unforeseen additional services if required, for a total agreement authorization of $34,750.

Budget Analysis
The project expenses are summarized below:

Travis Ag Contract $ 81,650.00
Contract Contingency $ 12,500.00
Construction Management $ 30,200.00
Construction Management Contingency $ 4,550.00
Total Construction Phase Expenses $ 128,900.00

FISCAL IMPACT
Funds for the construction contract, professional services agreement, and contingencies are included in the Water Capital Projects Fund, 863-8716-487.92-41 and Project WT- 11-01.

CEQA DETERMINATIONS
The Project is not subject to CEQA review pursuant to CEQA Guideline Section 15301 Class 1, which exempts from CEQA review projects that involve existing facilities. This agenda item meets the criteria for this exemption because the project involves modifying existing piping, installation of a flow meter, and improvements to drainage and driveway and does not expand the perimeter of the existing facility.
