AGENDA REPORT
Date: November 8, 2023
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Kristy Buxkemper, City Clerk
Subject: Policy 1.01 City Council Reorganization, Committees, and Appointments
BACKGROUND
Policy 1.01 – City Council Reorganization, Committees, and Appointments, was adopted in 1975 and last amended in July 2022. The policy outlines the annual reorganization process, which is utilized to appoint Councilmembers to various committees and outside organizations. At the request of a Councilmember, it was suggested to revise the name of the Citizen Appointment Committee to better align with the City Council’s Goals and Objectives.
The Citizen Appointment Committee meets following the annual spring recruitment to fill scheduled vacancies, at various times throughout the year to fill unscheduled vacancies, and makes recommendations to the City Council for formal Board appointments.
The City, in compliance with the Maddy Act and legal requirements set forth by the California Government Code Section 54970, posts an annual list for all Boards, Commissions, and Committees which are appointed by the legislative body of the local agency. The posted list is titled Local Appointments List, and is representative of the requirement for appointees to be local residents of Camarillo.
DISCUSSION
On October 25, 2023 the Policy Committee reviewed Policy 1.01 and recommended the name of the Citizen Appointment Committee be revised to Local Appointments Committee to mirror the requirement set forth by the Maddy Act and better match the posted appointments list. The new name is the only suggested revision for this policy.
