AGENDA REPORT
Date: November 8, 2023
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Public Works Director
Subject: Road Rehabilitation Project (Project No. ST-5123) – Authorization to Solicit Bids for Construction

BACKGROUND
The Road Rehabilitation Project – Project No. ST-5123 (Project) will provide needed street rehabilitation consisting of asphalt resurfacing/slurry seal and pavement repair work on major roadways including Santa Rosa Road, Daily Drive, and Ponderosa Drive as shown in the Project Location Map (Attachment 1). The City received grant funding in the amount of $885,000 through the Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act for the Project with a required local match of approximately $282,000.

On July 28, 2023, a Task Order with Encompass Consulting Group, Inc. (ECG) was authorized by the City for design services for the Project.

DISCUSSION
Staff, in collaboration with the project design consultant, ECG, have completed the Project plans and specifications, and staff is requesting authorization to solicit bids for construction. Staff will review all bids submitted and return to City Council with a recommendation to award a construction contract for the Project. A resolution approving plans, specifications, notice inviting bids, and stating the City has conducted the necessary environmental review for the Project that determined this Project meets the criteria for a Categorical Exemption CEQA finding is attached (Attachment 2).

The estimated total cost of construction is approximately $1,800,000 including contingency for unforeseen additional work, construction management, inspection, and materials testing costs. The estimated total cost is higher than the $885,000 grant funding, however, the sections of the major roadways shown on the Location Map are in need of pavement rehabilitation and completing the work as a single project will reduce overall

inconveniences to the public and likely result in favorable bid prices compared to completing the work through multiple smaller projects over several years. Based on bid prices received, additional funding can be transferred from the available balance in the annual overlay/resurfacing projects fund. Following the receipt of construction bids, staff will return to City Council to recommend the award of contract and request a transfer of funds and/or additional appropriation of funds if required.

FISCAL IMPACT
Funds for solicitation of bids for Project ST-5123 are included in the Capital Improvement Projects Fund. Budget for the Project will be determined and appropriated at the time of construction contract award.

CEQA DETERMINATIONS
The Project is not subject to CEQA review pursuant to CEQA Guideline Section 15301 Class 1, which exempts from CEQA review projects that involve existing facilities. This agenda item meets the criteria for this exemption because the project involves repair of existing streets, and it does not expand the perimeter of the existing facility.

RECOMMENDATION

1. Find that Project No. ST-5123 is exempt from review under the California Environmental Quality Act (CEQA) pursuant to Article 19 Categorical Exemptions Section 15301 Class 1; and

2. Adopt a Resolution approving Road Rehabilitation Project – Project No. ST-5123, the plans, specifications, notice inviting bids, and authorizing staff to invite bids.
