NOTICE IS HEREBY GIVEN that the City Council of the City of Camarillo will conduct a public hearing on Wednesday, November 8, 2023, at 5:00 p.m . or soon thereafter, in the Council Chambers, 601 Carmen Dr ive, Ca marillo, California, to consider the following:
General Plan Amendment 2019-1, Airport North Specific Plan Amendment, Change of Zone No. 335, Termination of an Agreement related to a general plan amendment and zone change, and an Addendum to a Supplemental Environmental Impact Report The City is considering applications from RIC (Springville) , LLC to revert the current g eneral plan and zoning designations (General Commercial and Commercial Planned Development (CPD), respectively) of certain real property back to their 2010 general plan and zoning designations (Industrial (Research and Development) and Limited Manufacturing (LM), respectively) ; an amendment to the Airport North Specific Plan to ensure consistency between the 2010 general plan and zoning designations and the Airport North Specific Plan; and termination of an agreement that established a procedure and timeframe for development , of the area under consideration. The area under consideration is approximately 26 acres and is located south of U.S. Highway 101/Ventura Freeway, west of Springville Drive, and east of West Ventura Boulevard.
The City reviewed the environmental impacts of the Project under the California Environmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”) and the regulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA Guidel ines”). This activity involves reverting the current general plan and zoning designations back to their original designations, as contemplated in the City’s Environmental Impact Report (EIR) (SCH # 2010081043) and the City’s Subsequent Final EIR 2014-8 (SCH#2010081043). This activity concerns general policies which do not result in a substantial change to the previously approved EIR or Subsequent Final EIR 2014-8, there are no substantial changes with respect to the circumstances under which the project was undertaken, and there is no new information of substantial importance. Additionally, there is no development proposed as part of this activity. Accordingly, an Addendum to the Final Subsequent Environmental Impact Report 2014 -08 (SCH#2010081043) has been prepared and no further review is required.
