GPA 2019-1, Specific Plan
Amendment, CZ-335
November 8, 2023
Requests
• GPA 2019-1: change in the land use designation of 26.1 acres from Commercial to Industrial.
• Airport North Specific Plan Amendment: amend the specific plan to be consistent with the GPA.
• CZ-335: change the zoning of 26.1 acres from Commercial Planned Development (CPD) to Limited Manufacturing (LM) to be consistent with the GPA.
Project Location
The project is located within
the Airport North Specific Plan.
Background
• Sept 2016: City Council approved GPA 2014-2 to change 26.1 acres of Industrial (Research & Development [R&D]) to Commercial, a corresponding amendment to the Airport North Specific Plan, and a change of zone (CZ-322) from LM to CPD and a Subsequent Final EIR No. 2014-08.
• Developer entered an agreement with the City to find a Regional Destination Retailer, for the commercial lot within a year. After a year, the City could revert the land use back to industrial. An extension of 5 years was later granted.

Background (Cont.)
• Jan 2019: City Council referred GPA 2019-1 for further study. The intent at the time was to reduce the Commercial from 26.1 acres to 3 acres with the remaining as LM, with a corresponding specific plan amendment and change of zone.
• Feb 2022: At the triennial review of GPA 2019-1 the applicant requested that the City revert the land use, specific plan, and zoning to the land use, specific plan, and zoning that existed prior to GPA 2014-2.
Proposed General Plan & Zoning
Proposed Specific Plan Land Use Map
Environmental Background
• A Subsequent Environmental Impact Report (SEIR) No. 2014-08 was prepared for GPA 2014-2 and adopted in 2016.
• An addendum to SEIR 2014-08 has been prepared in compliance with CEQA and in which the potential impacts of the proposal were evaluated. • The addendum concludes that no substantial changes occurred requiring major revisions to the adopted SEIR. The project will not result in any new or more severe impacts and the mitigation measures remain valid.
Community Goals Consistency
The City of Camarillo has adopted Community Goals to identify areas of concern for future development within the City. Staff’s analysis demonstrates that the project complies with the Community Goals and as follows:
• Future development will be subject to City design regulations to ensure that community character is preserved, that projects will be walkable, and that circulation will be enhanced.
• Reversion to the pre-2016 land use and zoning does not impact the City’s ratio of Commercial/Industrial to Housing and will therefore not impact the ability to meet housing needs, not increase demand on park and recreation facilities or schools, or result in an increase in residential growth beyond what has always been anticipated for the property.
Consistency
• Land Use – The proposed change promotes industrial park concepts and is consistent with the airport land use plan.
• The EDSP places a high-priority on positioning Camarillo as a place for tech-oriented entrepreneurial development. The proposed changes align with the plan by creating space for the development of Research and Development businesses.
• The changes would open the door for the development of an underutilized vacant site.
