Camarillo City Council
AGENDA REPORT
Date: January 10, 2024
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Carmen Nichols, Assistant City Manager
Subject: Second Amendment to the Memorandum of Understanding Between the County of Ventura and the City of Camarillo for Community Services Coordinator Services
BACKGROUND
On January 2019 the Ventura County Sheriff’s Office began partnering a Ventura County Behavioral Health Agency Community Services Coordinator with a Ventura County Sheriff’s Office (VCSO) deputy assigned to the Helping Our Community Progress Efficiently initiative, also known as Project H.O.P.E. The coordinator is part of the County’s Rapid Integrated Support and Engagement program (RISE). At the time the position was grant funded and covered 20 hours of the coordinator’s staff time each week at no cost to the City of Camarillo.
When the grant funding ended in late 2021, the City of Camarillo entered into Agreement No. CC 2022-13 with the County of Ventura to cover half (.50) of the full time equivalent of the position. The remainder of the position is covered by the Ventura County Behavioral Health Care Agency.
DISCUSSION
The Community Services Coordinator goal is to assist our homeless and mentally ill population with services offered through the Ventura County Behavioral Health Agency.
Additionally, the position helps to lessen the calls for service to our high-volume consumers. Together with the Project H.O.P.E deputy, the coordinator self-initiates contacts with persons of concern by visiting various areas throughout the City. Once contact is made, the coordinator helps in connecting clients with various resources, including housing, mental health services, substance abuse support, and more.

The original term of Agreement No. CC 2022-13 ended June 30, 2023, and was extended by the City Council on July 26, 2023. The First Amendment to Agreement No. CC 2022- 13A, extended the term through June 30, 2024. Following the execution of Agreement No. CC 2022-13A, City staff received a request from the County to amend the agreement to account for a cost-of-living increase that had not gone into effect at the time the Council approved the First Amendment. If approved, the Second Amendment will increase the cost of the agreement from $2,061.78 per pay period to $2,806 per pay period, with the scope and term remaining the same. The Second Amendment will change the total cost of the agreement from $53,606.28 to $67,746.46.
Staff recommends entering into the Second Amendment, to ensure the City is remitting correct payment based on the new cost-of living increase.
FISCAL IMPACT
Funds for the Second Amendment to Agreement No. 2022-13B for a Community Services Coordinator are included in Fiscal Year 2023/24 budget for City Manager Professional Services/Administrative Account No. 101-1401-414.32-01.
CEQA DETERMINATIONS
City staff determined, in accordance with Section 15061 (b)(3) of the California Environmental Quality Act (CEQA) Guidelines, that these services are not subject to CEQA review because it can be seen with certainty that there is no possibility that these services may have a significant effect on the environment.
RECOMMENDATION
Authorize the City Manager to execute Second Amendment to Agreement No. CC 2022- 13B with the County of Ventura, for a Ventura County Behavioral Health Agency Community Services Coordinator, for an amount not-to-exceed $2,806 per pay period, or a total of $67,746.46.
