Subject: Annual Overlay (Project No. ST-5023) – Adopt a Resolution Approving Final Pay Estimate and Accepting Improvements
BACKGROUND
On March 22, 2023, the City Council awarded a Public Works Contract to Toro Enterprises, Inc. (Toro) for Annual Overlay – Project No. ST-5023 (Project), in the amount of $3,272,556.
City Council adopted a resolution finding the Project exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guideline 15301 Class 1 when the City Council adopted a resolution for the Project approving the plans and specifications, and authorizing staff to invite bids for construction on December 14, 2022.
DISCUSSION
The Project consisted of asphalt concrete pavement overlay work, curb access ramps and concrete improvements, asphalt concrete repairs and some minor slurry seal resurfacing work in the Old Town area. The Project improvements also included slurry seal and minor concrete improvements at the Camarillo Ranch House, as shown in the Project Location Map (Attachment 1).
Final Pay Estimate No. 7 (Attachment 2) to Toro in the amount of $15,532.45, is recommended for this project. The total final cost of this contract is $3,087,513.08.
Staff recommends adopting a Resolution approving the Final Pay Estimate and accepting improvements. The Resolution (Attachment 3) authorizes the Mayor to sign the Notice of Completion (Attachment 4) and directs the City Clerk to record the Notice with the Ventura County Recorder.

FISCAL IMPACT
Funds for the Annual Overlay contract are included in the Capital improvements Project Fund, Account No. 410-8510-485.92-41 and Project ST-5023.
RECOMMENDATION
Adopt a Resolution accepting improvements, approving Final Pay Estimate No. 7 to Toro Enterprises, Inc., and authorizing the Mayor to sign the Notice of Completion.
