Camarillo City Council
AGENDA REPORT
Date: January 24, 2024
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Public Works Director
Subject: Parking Restrictions – City-Owned Property
BACKGROUND
Public parking is permitted on certain properties owned by the City. Several of these properties such as the former courthouse and library have posted overnight parking restrictions, while others do not such as City Hall, Constitution Park, and parking lots in the Old Town area. For consistency and public safety, staff recommended to the Transportation and Infrastructure Committee (Committee) on November 27, 2023, an overnight parking restriction on additional City owned properties where public parking is permitted.
DISCUSSION
For consistency and public safety, the Committee directed a Resolution to be considered by City Council to restrict parking from 2:00 a.m. to 5:00 a.m. daily on City owned property including City Hall, Constitution Park and other public parking areas as shown on the attached location maps.
FISCAL IMPACT
Funds for the installation of “No Parking” signs are included in the General Fund, Public Works, Traffic Signal Maintenance Account No. 101-3130-431.35-71.
CEQA DETERMINATIONS
City staff has determined, in accordance with Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines, that installing “No Parking” signs is not subject to CEQA review because it can be seen with certainty that installing “No Parking” signs may not have a significant effect on the environment.
