Date: January 24, 2024
To: Honorable Mayor and City Councilmembers

Subject: Parking Restriction – 1326 Del Norte Road

BACKGROUND
Concerns have been raised regarding the routine long-term parking of recreational vehicles in front of 1326 Del Norte Road reducing visibility for vehicles entering and exiting driveways and degrading the general appearance of the business environment. These impacts pose serious public health risks including environmental contamination and mixed waste accumulation which are detrimental to the general welfare and safety of the community and business operations, and those using the streets and sidewalks. On November 27, 2023, the Transportation and Infrastructure Committee (Committee) considered a restriction of on-street overnight parking at the subject location shown on Attachment 1.

DISCUSSION
Restricting overnight parking at the subject location will improve visibility for vehicles entering and exiting the driveways, improve the general appearance of the business environment and abate the public health risks. The Committee directed a Resolution to be considered by City Council to restrict parking from 2:00 a.m. to 5:00 a.m. daily along the frontage of 1326 Del Norte Road as shown on Attachment 2.

FISCAL IMPACT
Funds for the installation of “No Parking” signs are included in the General Fund, Public Works, Traffic Signal Maintenance Account No. 101-3130-431.35-71.

CEQA DETERMINATIONS
City staff has determined, in accordance with Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines, that installing “No Parking” signs is not
