Subject: Review FY 2023/24 City Council Goals and Objectives and Establish FY 2024/25 Council Goals and Objectives
BACKGROUND
As part of the annual Strategic Planning Session (Session), the City Council will review Council Goals and Objectives for FY 2023/24 and establish FY 2024/25 Council Goals and Objectives. The Session serves as the structure for evaluating, refining, and/or adding Goals, Objectives, and setting annual priorities.
DISCUSSION
The FY 2023/24 Council Goals and Objectives were adopted by City Council on February 22, 2023 (Attachment 2). Staff prepared a status report for City Council’s review and discussion (Attachment 1) of current Action Strategies in department work plans.
The Mayor will then lead the City Council in discussion regarding the current Goals and Objectives in preparation of a Draft FY 2024/25 City Council Goals and Objectives Strategic Plan. City Council’s strategic planning focuses on the needs of the community through the overarching policies determined by the Goals and Objectives, while the City Manager and staff work on presenting Action Strategies, in the form of projects, tasks, and/or programs. At this Session, the City Council will set the Draft FY 2024/25 Goals and Objectives to be adopted at the next available meeting. This establishes the framework from which the City Manager prioritizes, and plans workload efforts including new Action Strategies, allocates financial resources, and seeks opportunities for funding.
While this meeting does not aim to establish Action Strategies, any projects suggested by the City Council will be noted by the staff after the City Council completes its discussion on Goals and Objectives. Newly proposed Action Strategies by staff and/or the City Council which can be incorporated into a department work plan will be presented to the City Council during the Budget Workshop (anticipated in May) and incorporated in the draft proposed budget, if approved by the City Council. will be presented to the City Council as they are analyzed for feasibility, cost, staffing impacts, and to determine a project timeline and priority.
FISCAL IMPACT
There is no budget impact as a result of this action.

RECOMMENDATION
Review and discuss FY 2023/24 Council Goals and Objectives and direct staff to establish the Draft FY 2024/25 Council Goals and Objectives.
