Camarillo City Council
Camarillo Sanitary District

AGENDA REPORT
Date: February 14, 2024
To: Honorable Mayor and City Councilmembers
Honorable Chairman and Board of Directors
From: Greg Ramirez, City/District Manager
Submitted by: Dave Klotzle, Public Works Director/Assistant District Manager John Thomas, Assistant Administrative Services Director Subject: Blanket Purchase Orders – Authorize the Purchasing Officer to Increase Blanket Purchase Orders for FY 2023/24

BACKGROUND
Blanket purchase orders are issued annually for the purchase of necessary supplies and materials from frequently used vendors on an as needed basis. The City’s Procurement Policy requires City of Camarillo (City) Council and/or Camarillo Sanitary District (CSD) Board approval for cumulative purchases in excess of $30,000 per vendor per fiscal year.

DISCUSSION
The following vendors are used frequently by various divisions in the City Public Works, Administrative Services Department and CSD. Current spending with these vendors surpasses the threshold set by the Procurement Policy requiring City Council and CSD Board approval for the increases. Staff recommends approval to increase the existing blanket purchase orders as listed in the following table for the remainder of FY 2023/24.

FISCAL IMPACT
Funds for the purchase of supplies and materials are included in the City and CSD division budgets for the remaining of FY 2023/24.

CEQA DETERMINATIONS
City staff has determined, in accordance with Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines, that supply and material purchases are not subject to CEQA review because it can be seen with certainty that there is no possibility that the supply and material purchases have a significant effect on the environment.

RECOMMENDATION
Authorize the Purchasing Officer to increase the blanket purchase orders for selected vendors.
