AGENDA REPORT
Date: February 14, 2024
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Public Works Director
Subject: Pavement Management Program Update – Agreement Amendment

BACKGROUND
The City’s Pavement Management Program (PMP) is used to effectively maintain the City’s entire roadway network and develop pavement maintenance treatments and projects. The City’s roadway network is periodically inspected and the PMP is updated accordingly.

On March 9, 2022, the City Council awarded a professional services agreement with Kasraie Consulting (Kasraie) to assist staff with the PMP update in the amount of $55,435 with an authorized contingency in the amount of $8,500 for unforeseen additional services for a total agreement authorization not-to-exceed $63,935. In August 2022, a first amendment to the agreement with Kasraie was approved in the amount of $8,055 for a total agreement amount of $63,490 to provide additional project management support services for the PMP update.

DISCUSSION
Additional services are needed by Kasraie to provide additional budget scenarios for the PMP update. Kasraie will perform the additional work described in the attached amendment for an amount not-to-exceed $23,930 (Attachment 1). Staff recommends a Second Amendment to Agreement 2022-16 for the additional services in an amount not- to-exceed $23,930 for a total agreement amount of $87,420 and re-establishing the contingency in the amount of $3,600 (approximately 15% of the Second Amendment amount) for a total agreement authorization of $91,020.
