Subject: Amendments to City Council Policy 2.03 - Grants
BACKGROUND
City Council Policy 2.03 was originally adopted July 1975, and amended January 2003.
The goal of the policy is to establish guidelines for participation in grant programs to maximize supplemental funding opportunities for City projects. Staff requests modifications to the existing policy to streamline the grant writing and application process.
This item was presented to the Policy Committee on October 25, 2023, and subsequently on February 1, 2024.
DISCUSSION
City of Camarillo staff continually monitor various funding opportunities, including grants and direct budget appropriations to supplement City appropriations for various projects.
The City has been successful at securing various sources of funding for departmental programs from several State and Federal agencies.
It is the City Manager’s responsibility to carry out the directives of the City Council. One of the Objectives under the Fiscal Management goal of the Strategic Plan describes the City Council’s expectation to “pursue opportunities for diversification of City revenues through public and private sources.” The acquisition of grants is one manner in which to meet this Objective.
Staff seeks a revision to the existing policy allowing for flexibility and streamlining of the current grant application process to be nimble and timely on potential grant opportunities for projects, programs, and services that have already been authorized by the City Council; or when the grant application requires City Council approval. Every fiscal year the Council approves the Strategic Plan, Operating Budget, and City’s Five-Year Capital

Staff requests City Council approval of the attached modifications to Policy 2.03 to allow for greater flexibility by authorizing the City Manager the ability to approve grant applications consistent with expectations. The suggested changes will align Policy 2.03 and the City’s municipal code. The City Manager will report to the City Council on all grants applied.
