SUBJECT: PROPOSAL FOR CONTRACT AMENDMENT #2

ADDITIONAL BUDGET SCENRIOS

PAVEMENT MANAGEMENT PROGRAM UPDATE
PROFESSIONAL SERVICES AGREEMENT NO. 2022-16
Dear Mr. Campero (James):

Thank you for the opportunity to assist the City of Camarillo with the Pavement Management Program Update project.

As discussed during a recent meeting, additional budget scenarios analysis will be required.

Therefore, we respectfully request a contract amendement for the additional effort in the amount of $23,930 as follows:

SCOPE OF WORK
The purpose of this project is to evaluate and perform additional budget scenarios to assess the impact of the Pavement Condition Index (PCI) on changes to the annual budget projections .

Specifically the City would like to explore PCI trends for 5 years, 10 years, and 20 years into the future. A yearly inflation rate of 3% will be included in the assessment. The proposed scope of work for the additional effort will be as follows:
(a) BUDGET ANALYSIS – Evaluate and analyze six budget scenarios:

1. Perform no pavement treatment and resurfacing

2. Assume a $4M per year expenditure for pavement treatment and resurfacing

3. Assume a $5M per year expenditure for pavement treatment and resurfacing

4. Assume a $6M per year expenditure for pavement treatment and resurfacing

5. Assume an $8M per year expenditure for pavement treatment and resurfacing

6. Determine the minimum pavement resurfacing/treatment required to maintain PCI at 83, and the cost associated with this option
(b) SUMMARY RESULTS – Prepare a summary chart showing the various budget scenarios and impact on the PCI in the next 20 years
(c) YEAR ONE ADJUSTMENT – The City also requests to change Year One of the proposed pavement program from 2023 to 2024 since all paving work for 2023 h ave now been completed. Some of the previously planned roads , not completed in 2023, will be reevaluated. This will result in performing and recalculating all the budget scenarios, regrouping roads by neighborhood to include the latest PCI for recent streets resurfaced in 2023, and updating the City’s road network PCI values. The additional assessment was CC Agreement 2022-16B

added to calculate how long it would take for the City to touch and perform pavement resurfacing on every street based on the annual spending budget of $4M and $8M (d) PERFORM GIS MAPPING – Map t he final budget scenario for the planned five years, starting in 2024 and going through 2028. This will include:

1. Grouping of roads by year and neighborhood Area

2. Creating exhibits in the final report

3. Creating a Google Earth KMZ file that can be used to view proposed treated roads (e) PROJECT MANAGEMENT – Include an additional meeting to discuss the findings and the results of the additional task added to the contract
