Re: City of Camarillo– Dizdar Park – CA & CCA Services
Revised Proposal for Additional Civil Engineering Services KPFF Job #2000117(.16)
Dear David:
We are pleased to submit this proposal for civil engineering services required for the abovereferenced project. This proposal is based on the RFP email from Goodale Architecture Planning to KPFF on Tuesday, January 10, 2023 and subsequent correspondence for Construction Administration (CA) Services and the RFP email from Goodale Architecture Planning on July 21, 2023 and subsequent correspondence for Construction Contract Administration (CCA) Services.
We understand this scope of work to be an extension of the existing relationship and contract between the Architect (Goodale Architecture Planning) and the City of Camarillo.
SCOPE OF WORK
We understand the City of Camarillo Dizdar Park Renovation and Expansion project requires Construction Administration and Construction Contract Administration (CCA) services for the anticipated construction duration of (18) months pertaining to the following tasks.
Construction Administration (CA)
We propose the scope of Construction Administration services to include the following tasks as they relate to the construction documents and specifications:
1. Attend up to (12) inperson weekly meetings hosted by the City and/or General Contractor with other trades present as applicable.

o Onsite demolition, grading, stormwaterquality, paving, and utilities within the site as they relate to our original design proposal dated March 4, 2021 o (1) offsite driveway, planter islands, and sidewalkarea surface improvements at the southwest corner of the site along Glenn Drive
o (1) new domestic water service connection for the proposed restroom building o (1) new fire water service connection for the proposed bandshell
4. (1) Final punch walk and following report (to verify the asgraded condition is in general conformance with the proposed grading, paving, and utility plans) and prepare final Record Drawings. The Record Drawings will be prepared based on redlined asbuilt plans submitted to KPFF in hardcopies or PDF format. KPFF will prepare the Record Drawings once all redlined drawings are provided.
5. Administrative Support: Monthly billing & invoicing.
The CA scope of work currently excludes construction administration support for the following:
a) Any offsite improvements not included in the approved drawings or specs. b) Existing private and public utility studies.
c) Construction staking services and field survey of final asgraded conditions. d) QSD/QSP Services.
e) Existing franchise utility termination (i.e. Southern California Edison and Southern California Gas). We understand the Contractor will be responsible for notifying the appropriate franchise utility companies and incorporate this timeline into their construction schedule. f) Existing easement quitclaim/processing & new easement preparation/processing. KPFF can assist with provide processing services as additional services, as needed. g) Haul Route maps. If haul route approval is required as part of this project, KPFF will provide only supplemental information and earthwork calculations. It is assumed the filing and processing of all documentation associated with the haul route approval will be performed by others.

We propose the scope of Construction Contract Administration services to include the following tasks:
1) Monthly invoice management, including:
a. Review and compile design team’s invoicing for construction administration services 2) Oversee design team services during construction, including:

i. Prepare for (asneeded) and attend weekly 1hour virtual Contractor’s OAC meetings led by the general contractor and/or City/City’s CM consultant & taking notes of construction phase updates and actions items to share with design consultants
ii. KPFF will notify design consultants to join the weekly OAC meetings, as needed b. RFI and Submittal distribution to the design team
i. KPFF will notify the appropriate design consultants for each RFI and Submittal and coordinate with consultants as needed with the goal of providing the standard of care for timely responses.

ASSUMPTIONS
We have made the following assumptions for CA scope of work:
1) The municipal infrastructure utilities are sufficient to support the project. Existing utility capacity studies other than what is included in this proposal are not included in KPFF’s basic services.
2) Storm Drain connection permits required from agencies other than the primary jurisdiction of the project are not included in the scope of this proposal. 3) There are no separate offsite improvement submittals associated with this project. Minor off site improvements will be shown on the grading plans per coordination with the City of Camarillo Public Works Department.
4) KPFF will assist the MEP in horizontal and vertical MEP utility alignments only to avoid conflicts with the wet utilities under KPFF scope.
We have made the following assumptions for CCA scope of work:
1) The project construction duration will be 18 months (81 weeks); any Construction Contract Administration Services beyond 18 months will be considered an additional service. 2) KPFF proposes to provide the services included in this proposal as they relate to the overall design team only and excludes construction management of the general contractor, their subcontractors, contractor’s construction sequencing, overall construction timeline, and other items related to the contractor’s direct scope of work. 3) We assume that Construction Contract Administration site visits can coincide with the 12 in person meetings from KPFF’s CA scope hereon inperson meetings during the 18month construction duration. KPFF will not bill for CCA site visits that coincide with the CA site visits under this proposal. However, if Construction Contract Administration site visits do not coincide with the 12 CA site visits and (1) CA punch walk, then KPFF will bill for each CCA Site Visit as outlined in this proposal.
4) KPFF will compile all CA invoices moving forward. The architect will provide written confirmation that all design consultants (including the architect, landscape/irrigation, electrical, technology, and structural) are aware of the invoicing change for their corresponding CA services and written confirmation that the design consultants are aware that invoices not forwarded to KPFF may not be compiled in the monthly billings provided to the City. KPFF understands that the City will continue to remit payment to Goodale Architecture Planning. 5) We assume that for RFI’s or submittals, the design consultants may need to travel to and observe asbuilt conditions. KPFF assumes that the CCA Services do not require KPFF involvement for every such occurrence.
6) Construction Contract Administration Services of geotechnical engineering services are excluded from this proposal.
7) Construction Contract Administration Services of special inspections are excluded from this proposal.
8) Construction Contract Administration Services of SWPPP/QSD and QSP Services are excluded from this proposal.

11) Coordination with public utility agencies other than Cityowned and Citymaintained utilities are excluded from this proposal.
12) The KPFF scope of work for the project management software will be limited to downloading and uploading of RFI’s, submittals, and bulletins.
13) Any scope of work not explicitly listed in this proposal will be considered additional services.
