Subject:  Revised Scope and Budget Amendment Request No. 3 for the Dizdar Park Renovation and Expansion Project, City of Camarillo, California
Dear Mr. Goodale:

The purpose of this letter is to request a budget amendment to the existing agreement for the Dizdar Park Renovation and Expansion Project (project) between Goodale Architecture Planning and Rincon Consultants, Inc. (Rincon). Additional budget is being requested due to changes to the Project Description, including offsite improvements and utilities upgrades, during the Final EIR phase, as well as additional meetings and calls with the City of Camarillo (City) and increased coordination required for the expanded scope of work. While seemingly minor, changes to the Project Description during the Final EIR phase necessitate internal coordination to ensure a defensible document, as well as updates that carry through the entire EIR.

Three new tasks are also included as part of this amendment, including assistance with development of an interactive display, preparation of a Historic American Building Survey (HABS) Report, and environmental support during final design and bid phase, as described below.

Scope of Work
Task 2.3 Changes to Project Description in Final EIR Phase Additional budget is being requested due to changes to the Project Description, including offsite improvements and utilities upgrades, during the Final EIR phase. While seemingly minor, changes to the Project Description during the Final EIR phase necessitate internal coordination to ensure a defensible document, as well as updates that carry through the entire EIR.

Task 12.2 Virtual Meetings and Calls
Rincon’s original scope of work included budget for two meetings: a kickoff meeting and a scoping meeting. Due to the evolving nature of the project description and the analysis, Rincon has attended several outofscope meetings to date, including meetings held on September 6, 2022, October 12, 2022, and January 5, 2023. Rincon has also participated on several informal calls with the City.

Cultural Resources Tasks Related to Mitigation Measures The below cultural resources scope of work will be completed in accordance with the Mitigation Monitoring and Reporting Program prepared for the Dizdar Park Renovation and Expansion Project.

Interpretive Display
In fulfillment of Mitigation Measure CUL1, Rincon will assist the city in the development of a permanent, highquality, onsite, publicly accessible interpretive display that will commemorate the history of the former Ventura County Fire Station No. 54 property. At the discretion of the City, the display may include interpretive signage with a historic narrative, historic and/or current photographs, and salvaged portions of the building. Specifically, a Rincon historian that meets the Secretary of the Interior’s (SOI’s) Professional Qualification Standards (PQS) will work with the City to develop text and provide input regarding which photographs are appropriate for the display. Rincon will provide text to the City in a digital format. This scope and cost include addressing comments associated with a maximum of two rounds of review.

Historic American Building Survey
In fulfillment of Mitigation Measure CUL2, Rincon will prepare a HABS Report of former Ventura County Fire Station No. 54. The report will comply with the SOI’s Standards and Guidelines for Architectural and Engineering Documentation (68 Federal Register 43159), Level III. It will include a sketch plan, photographs with largeformat negatives of exterior and interior views of the building, and a short form narrative. The National Park Service Historic American Building Survey Guidelines require documenting buildings using a largeformat view film camera. Specialized skill and equipment is necessary to achieve compliance with these guidelines. Therefore, this scope and cost include Rincon's use of a subconsultant who is a qualified HABS photographer. To increase efficiency, Rincon will rely on previously prepared historical resources documentation to the extent feasible and new additional research will be limited.

Pending approval of acceptance, the report will be donated to the Library of Congress via the National Park Service Washington office and digital copies will be made available to the Pleasant Valley Historical Society and the City of Camarillo Library – Local History Room.

Environmental Support During Final Design and Bid Phase This scope is included for environmental support during final project design and the bid phase.

Environmental support associated with this task may include, but would not necessarily be limited to, the following: review of design specifications to ensure Mitigation Monitoring and Reporting Program requirements have been included; review of plans for concurrence with the environmental documents prepared for the project; additional meetings and coordination with City staff; and review and response to bidder questions and requests for information related to environmental requirements.  The budget for environmental support is up to $10,600 and would only be used when requested on an asneeded basis. If the budget is exceeded and the City requests continued environmental support, then a scope and budget amendment would be necessary.

Assumptions
▪ The scope and cost do not include fees/costs associated with photograph copyright, production, or use.
▪ Rincon will not provide design input on the interpretive display under this scope and cost. ▪ This scope and cost do not cover the cost of manufacture of the interpretive display. ▪ This scope and cost include attendance by one Rincon architectural historian at two, up to 2 hour long meetings with the City and/or design team to discuss the details of the interpretive display.

▪ This scope and cost include the development of a maximum of 500 words of text and input on a maximum of three photographs for the interpretive display. ▪ This scope and cost include addressing comments associated with a maximum of two rounds of review on the interpretive display language.
▪ This scope and cost assume the direct cost associated with HABS photographs will not exceed $6,900.
