Subject: Revised Scope and Budget Amendment Request for the Dizdar Park Renovation and Expansion Project, City of Camarillo, California
Dear Mr. Goodale:
The purpose of this letter is to request a scope and budget amendment to the existing agreement for the Dizdar Park Renovation and Expansion Project (project) between Goodale Architecture Planning and Rincon Consultants, Inc. (Rincon). Pursuant to the City of Camarillo’s (City) request, we have prepared this amendment for:
Conducting a Phase II Environmental Site Assessment (ESA) for the project site; and Collecting and reading supplemental historical research from the Pleasant Valley Historical Society to support the environmental impact analysis on the former fire station/community center building located on the project site.
In addition, Rincon is requesting additional funds for project meetings/hearings as the Schematic Design Phase required more meetings than originally assumed and we anticipate additional meeting time will be necessary for completion of the Environmental Impact Report (EIR).
Additional Scope of Work
Task 9 Phase II Environmental Site Assessment
Rincon completed a Phase I ESA of the project site (draft report dated August 18, 2021). Based on the findings of the Phase I ESA, it is our opinion there is one Controlled Recognized Environmental Condition (CREC) and three Notable Findings in connection with the site, including:
Controlled Recognized Environmental Condition (CREC)
Former underground storage tanks (USTs) on the site (under former fire station parking area) Notable Findings
Former truck wash and drainage ditch on the site (at former fire station parking area) Adjacent former gasoline service stations to the west, northeast, and north of the project site, and adjacent automotive repair to the west of the project site Potential presence of aerially deposited lead (ADL) in shallow soil on the project site CC Agreement 2021-46A
Goodale Architecture Planning
Dizdar Park Renovation and Expansion Project
In an email dated December 1, 2021 to the City from the Ventura County Environmental Health Division (EHD), the EHD indicated it “reviewed the available documents for the former Fire Protection District Fire Station #54... Based on the information contained in the reports, no additional site characterization or remediation is necessary. The release was very limited and cleaned up to standards in 1992 that are actually more stringent that today’s soil clean-up levels. The cleanup was limited to the former USTs on the site. If any previously unknown contamination is discovered during construction for the park expansion, the site would require additional action.” Based on this information, additional assessment in the vicinity of the former USTs is not proposed in this Phase II ESA scope of work.
Therefore, based on the findings of the Phase I ESA, Rincon will conduct a Phase II ESA, which will include conducting a subsurface soil investigation and soil vapor survey to evaluate potential site impacts associated with the Notable Findings identified above. The proposed redevelopment plans for the site include demolition of the existing structures on the site, and soil disturbance activities related to excavation and grading. The Phase II ESA is intended to identify hazardous materials potentially present at the site as well as potentially impacted environmental media to (1) evaluate the need for mitigation measures during demolition and construction activities to mitigate environmental and human health risks to construction workers and the neighboring residential communities; and (2) determine if remediation or mitigation measures may be required to mitigate potential health risks to future users of the park.
Subtask 9.1 Pre-Field Activities
In preparation for fieldwork necessary for the Phase II ESA, Rincon will prepare/conduct the following:
Health and Safety Plan. A site-specific Health and Safety Plan will be developed for the site. The plan will outline the procedures that field personnel will follow to minimize the potential for health and safety hazards during the course of work to be performed at the site. The need for this plan is mandated by federal law.
Boring Markout and Underground Service Alert Notification.Prior to the advancement of the soil borings, Rincon will pre-mark the proposed locations with white paint and notify Underground Service Alert (USA) utility marking service. California law requires this notification no less than two full working days prior to drilling, not including the date of notification. The utility marking service identifies known utility locations in the public right-of-way. If existing utilities are noted, we will adjust the boring locations.
Geophysical Survey. Prior to mobilization, Rincon will subcontract with a private utility locating service to identify subgrade utilities within the vicinity of the proposed soil borings and soil vapor locations. All identified subgrade utilities detected within a 10-foot radius of proposed boring locations will be marked using American Public Works Association color-coded marking paint. The sample locations will be moved to accommodate any observed subgrade utilities. The area of the former USTs will also be surveyed to determine the backfill location.
To reduce costs associated with this task, preparation of a work plan is not included because such is unnecessary for the project as the Phase II ESA work will not be directed by a regulatory agency and this proposal details the scope of work required for the Phase II ESA.

Subtask 9.2 Subsurface Investigation Program
Soil and Soil Vapor Sampling
Rincon will subcontract with and oversee C-57 licensed drillers to complete the following soil and soil vapor sampling program:
Using a direct push technology drill rig, up to seven (7) soil borings will be advanced at the project site to the depths summarized in Table 1 below. Soil samples will be collected from the approximate intervals, as summarized in Table 1. Soil samples intended for volatile organic compound (VOC) analysis will be collected into 5035 TerraCore sample kits or equivalent. Using a direct push technology drill rig, soil vapor samples will be collected from eight (8) soil vapor probe locations at five (5) feet below ground surface (ft bgs) in general accordance with the California Department of Toxic Substances Control’s Active Soil Gas Advisory (2015).1 One duplicate soil vapor sample will be collected for quality assurance purposes.

Waste Disposal
Investigative derived waste (IDW) will be containerized in up to three (3) 55-gallon drums and stored on site pending analysis. IDW will be profiled for disposal upon receipt of the analytical results. Rincon will subcontract with a waste hauler to conduct the removal and transport of the IDW off site for disposal.
Based on the proposed amount and size of borings, Rincon does not anticipate needing more than two (2) 55-gallon drums. However, we assumed up to three (3) drums to provide a conservative cost estimate for containing, hauling, and disposal of IDW. Additionally, for cost-estimating purposes, it is assumed the waste will be disposed as a non-hazardous waste.
Subtask 9.3 Laboratory Analytical Program
The samples collected and selected for chemical analysis will be analyzed by a California accredited laboratory on standard turnaround time (7 to 10 business days) as described below:
Up to twelve (12) soil samples collected from the truck wash/drainage ditch area will be analyzed for the following:
Total petroleum hydrocarbons (TPH) in the gas (TPH-g), diesel (TPH-d), and motor oil (TPH-o) range organics using Environmental Protection Agency (USEPA) Method 8015M. If TPH-d and/or 1 https://dtsc.ca.gov/wp-content/uploads/sites/31/2018/01/VI_ActiveSoilGasAdvisory_FINAL.pdf CC Agreement 2021-46A

Total lead using USEPA Method 6010B
Up to nine (9) soil vapor samples (eight [8] samples and one [1] duplicate) will be analyzed for the following:
VOCs using USEPA Method 8260B
Subtask 9.4 Reporting
Following completion of the proposed sampling scope, Rincon will prepare a Phase II ESA report presenting the findings of this assessment. The report will be signed and stamped by a California Professional Geologist or Engineer. The report will include a figure depicting the boring locations, boring logs with soil vapor construction diagrams, tables of analytical data, conclusions, and recommendations.
The scope of work for this task includes time for coordination with the City, as needed.
Additional Assumptions
Task 9 includes the following additional assumptions:
The City will provide utility plans prior to mark-outs and drilling and approve the proposed sampling locations on the site.
Rincon is not responsible for any damages to underground improvements not clearly or accurately marked by USA.
The City will coordinate site access.
This scope of work includes approximately two days of fieldwork. Work will be conducted Monday through Friday during normal business hours. If work must be conducted after normal business hours, on holidays, or on weekends, additional fees may apply. The subsurface conditions are such that the borings can be advanced to the specified depths using the specified sampling method described in Subtask 9.2. This scope assumes the contractors are able to complete seven (7) soil borings in one day and nine (9) soil vapor probe borings in one day. If subsurface conditions are unfavorable for the specified sampling method, which is considered unlikely for the project site, additional time (one day) may be needed on site. The cost for one additional sampling day is $4,627, which has been included in the cost estimate below. Ventura County Resource Management Agency indicates soil boring permits are not required for soil borings that are less than 50 feet in depth and do not encounter groundwater. Therefore, soil boring permits are not required for this project.
Samples will be analyzed on a standard 7- to 10-business day turnaround time. For time- and cost-saving purposes, the soil vapor analysis will be conducted by an on-site mobile laboratory. If use of a mobile laboratory is not feasible at the time of sampling, use of a stationary CC Agreement 2021-46A
Goodale Architecture Planning
Dizdar Park Renovation and Expansion Project
laboratory will be required, which would increase analysis time by one day and fees by $4,900.
However, Rincon staff will coordinate closely with the mobile laboratory subconsultant to ensure their availability to execute this scope of work. Therefore, the cost estimate below does not include this additional $4,900. Rincon will immediately notify Goodale Architecture Planning and the City if laboratory fees will exceed the cost estimate provided in this amendment. It is noted that the accuracy of mobile laboratory results are the same as stationary laboratories. Use of a mobile laboratory will require one day, and use of a stationary laboratory will require two days. Use of mobile laboratories provides a reduction in time and costs. Non-contaminated soils will be placed back on the site if deemed appropriate. Cancellation fees will be incurred if work is cancelled within 72 hours of the calendar start date.
Task 10 Supplemental Historical Research
The on-site former fire station/community center building was evaluated by Rincon in 2019 in the 2474 Ventura Boulevard, Camarillo Historical Resources Evaluation Report (HRE). The HRE recommended the building eligible for listing in the National Register of Historic Places and the California Register of Historical Resources, and for designation as a City of Camarillo Landmark; it is therefore considered a historical resource for the purposes of CEQA. This scope assumes the project will demolish the building, thereby resulting in a significant impact to historical resources and that the EIR for the project would require preparation of a Historic American Building Survey (HABS) package and submittal of the package to the National Park Service (NPS) as a mitigation measure. In support of the future preparation of a HABS package for the former fire station/community center building, the current scope includes communication with the Pleasant Valley Historical Society (PVHS) to obtain materials that may be pertinent to the HABS package that may be held at the PVHS archive. Rincon understands that the PVHS archive is currently inaccessible. Therefore, this task does not include an in-person site visit to the PVHS.
Rather, this task includes communication with the PVHS via telephone and email to convey what materials may be pertinent and the review and compilation of materials provided for future reference.
This task does not include preparation of the HABS package or the production of any formal deliverables.
Task 11 Additional Meetings/Hearings
Under this task, Rincon will prepare for and participate in additional meetings/hearings on the proposed project. Based on the current EIR schedule, we understand that four additional in-person public meetings/hearings will occur as part of the EIR process, including (1) the public design review meeting scheduled for February 8, 2022; (2) another public design review meeting to occur during the public comment period on the Draft EIR; (3) a City Council meeting to occur during preparation of the Final EIR; and (4) a City Council hearing regarding the certification of the Final EIR and project approval. We assume each of these additional meetings/hearings will be attended by Rincon’s Project Manager and Project Historian.
In addition, Rincon’s Project Manager, Project Historian, and/or Project Tribal Specialist will attend additional virtual meetings and/or conference calls during the EIR process. This task assumes no more than 7 (seven) one-hour meetings with City staff, tribal representatives, and/or historical organizations be required to complete the CEQA process. Of these seven meetings, three meetings/calls will require the attendance of Rincon’s Project Tribal Specialist. It is also assumed that each virtual meeting/call will require no more than one hour of preparation/follow-up time by Rincon staff.
CC Agreement 2021-46A
Goodale Architecture Planning
Dizdar Park Renovation and Expansion Project
If additional meeting/hearing time is necessary, a change order will be required.
Schedule
Rincon is prepared to start the Phase II ESA immediately upon your authorization. The schedule of the Phase II ESA is dependent upon subcontractor schedules but will be completed as quickly as possible. A draft Phase II ESA report will be submitted to the City within three weeks of receipt of the final laboratory analytical report.
Preparation of the SMP will begin after completion of the Phase II ESA and prior to initiation of project construction. The draft SMP will be submitted to the City within four weeks of commencement on the plan.
The supplemental research effort described above in Task 10 will be completed at the earliest convenience of the PVHS. Rincon has been in contact with representatives from the PVHS. Rincon will keep the City informed regarding any changes to the current appointment schedule.
Deliverables

Phase II ESA report
Task 10: Supplemental Historical Research
Rincon will provide the City with an email summary of the materials obtained from the PVHS.
Cost
The table on the last page of this amendment request letter provides a summary of the cost estimate for additional environmental consulting services for the project. The fee estimate for the above additional environmental services is $48,750. This amendment would increase the total budget for our services from $131,890 to $180,640. As requested, this cost estimate includes contingency funds for one additional day of drilling mobilization, if needed, totaling $4,627. These contingency funds would only be activated upon written authorization from the City. The work described in this amendment request will be performed in accordance with Rincon’s existing agreement between Goodale Architecture Planning and Rincon Consultants, Inc. dated April 29, 2021. To authorize this proposal, please sign on the following page and return to Rincon.
