Subject: Geotechnical Review Services – Agreement Amendment
BACKGROUND
Geotechnical review services are provided by consultants to facilitate the review and approval of Land Development projects. These services may only be performed by firms which are not currently providing geotechnical services for private development projects within the City of Camarillo.
On June 26, 2019, the Camarillo City Council approved a professional services agreement for Land Development geotechnical review services with GeoDynamics Inc. (GeoDynamics) for a three-year term in the amount of $90,000 (Agreement 2019-71).
On May 11, 2022, the Camarillo City Council approved an agreement amendment to extend the agreement with GeoDynamics for geotechnical review services beginning July 1, 2022, through June 30, 2023, in the amount of $20,000 for a total agreement amount of $110,000 (Agreement 2019-71A).
On December 14, 2022, the Camarillo City Council approved an agreement amendment with GeoDynamics for additional compensation for the remainder of FY 2022/23 due to the increase in geotechnical review for unanticipated projects. GeoDynamics’ agreement amendment was in the amount of $30,000 for a total agreement amount of $140,000 (Agreement 2019-71B).
On May 10, 2023, the Camarillo City Council approved an agreement amendment to extend the agreement with GeoDynamics for geotechnical review services beginning July 1, 2023, through June 30, 2024, in the amount of $27,000 for a total agreement amount of $167,000 (Agreement 2019-71C).

DISCUSSION
Annual budgeted amounts for geotechnical review services are based on the estimated amount of services to be provided by the geotechnical consultants during the fiscal year.
The budget is determined by estimating the number of private development projects that may be processed during the budget cycle.
There has been an increase in geotechnical review this fiscal year due to unanticipated projects, such as those projects needing soils report addendums due to actual field conditions; single family home projects having to address soils issues due to large homes proposed outside of the readily buildable areas; and existing projects proposing large modifications.
Staff is requesting an amendment to the agreement with GeoDynamics for additional geotechnical review services in an amount of $30,000 for the remainder of FY 2023/24 due to these unanticipated projects for a total agreement amount of $197,000. A majority of the cost for these geotechnical review services will be paid with revenue collected from developers during the project review and approval process.
Staff will be soliciting and reviewing consultant qualifications to provide geotechnical review services for future City Council consideration of a new multi-year agreement for these services beginning FY 2024/25.
FISCAL IMPACT
Funds for Land Development geotechnical review services are included in the General Fund, Public Works Geotechnical Account No. 101-3101-431.32-13 in an amount of $30,000.
RECOMMENDATION
1. Authorize the City Manager to execute Agreement Amendment 2019-71D with GeoDynamics Inc. in the amount of $30,000 for a total agreement amount of $197,000.
