Camarillo City Council
AGENDA REPORT
Date: April 10, 2024
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: David Sanchez, Director of Community Development Subject: Annual Status Update of Existing General Plan Amendment (GPA) Referrals
BACKGROUND
In accordance with City Council Policy No. 7.01 General Plan Amendments (GPA) (Non- City Initiated), on or before the first meeting in April, staff will present a report to the City Council on the status of each General Plan Amendment Referral.
DISCUSSION
The General Plan is a long-range comprehensive policy document that is periodically updated to meet new conditions, and revised or amplified to respond to unforeseen changes or community needs. City Council Policy 7.01 (Attachment 1) provides guidelines for considering proposed amendments to the Camarillo General Plan by an applicant other than the City.
The initial review process of a GPA Referral starts with the submittal of an application presented to the City Council for consideration at the first meeting in April of the following year. The City Council, at its discretion, may order further processing or may terminate application proceedings at that point. There are no new GPA Referral applications that have been submitted for the Council’s consideration this year.
There are two existing GPA Referrals – Roadrunner (Kenner, LLC) and Claberg Ranch, that were ordered for further study in previous years by the City Council. An update on the status of these GPA Referrals is provided below.
•Roadrunner (Kenner, LLC) – A request to amend the General Plan Land Use Element designation from the current Agriculture designation to Industrial, over the approximate 3.4 acres that are adjacent to Roadrunner’s (Kenner, LLC) existing Vista bus maintenance station at the end of 240 Glenn Drive. The 3.4 acres are located in the northeastern section of the existing 104.85-acre neighboring agricultural property.

On February 22, 2017, this request was referred by the City Council with a vote of 4 in favor, 0 dissenting, and 1 abstention (Councilmember Trembley), for further study. The applicant’s original concept to change the land use from Agriculture to Industrial is for expansion of the existing bus maintenance station to provide additional land adjacent to Roadrunner’s (Kenner, LLC) existing property to allow for additional parking and storage of non-Vista busses, and to provide additional employee parking. The applicant has also indicated that it would allow for bus carports with solar panels on top to power the electric buses for the Ventura County Transportation Commission.
The applicant has submitted applications for a General Plan Amendment (GPA 2017-3) and Change of Zone (CZ-326) and paid filing fees on April 23, 2018.
A Triennial Review of the GPA Referral was held on January 29, 2020, and a Second Triennial Review was held on January 29, 2023. At both Triennial Reviews, the City Council voted to allow the Referral to remain in place and continue further study.
A scope of work was submitted to staff by an environmental consultant to conduct the CEQA analysis, however a deposit from the applicant to commence work has not been received. The applicant has indicated that the property owner has reevaluated the price of the property and requested an increase from their original agreement. The applicant hopes to come to an agreement on the value of the property. The applicant has indicated they are also working with Southern California Edison to bring enough power to the property to be able to power the electric buses.
The applicant, Charles Sandlin submitted a letter, dated March 15, 2024 (Attachment 4), to provide an update on the GPA Referral. •Claberg Ranch – A request for a General Plan Amendment to change the General Plan land use designations from 30.2 acres of General Commercial, 16.6 acres of Office, 67.8 acres of Research and Development, and 20.61 acres of Roadways to 30.2 acres of Industrial/Commercial, 61 acres of Research and Development ,
23.4 acres of Industrial, and 20.61 acres of Roadways. The property is currently outside the city limits but is within the Camarillo Urban Restriction Boundary (CURB).
This request was referred by the City Council with a vote of 5-0, for further study on April 13, 2022. The referral included the requirement to prepare an Economic Impact Analysis.
The applicant’s representative Dennis Hardgrave of DPS has submitted applications for a General Plan Amendment (GPA 2022-1) and Change of Zone (CZ-334) and paid filing fees on September 9, 2022.
To date, the applicant has conducted background feasibility research, including mapping of existing utilities, roadways, future planned improvements, Camarillo Status Update on Existing GPA Referrals

Airport easements and impacts, and preliminary research of Caltrans issues related to US 101.
The applicant’s representative has indicated that the past year has been a time of transition within the ownership group due to unforeseen circumstances. The owners remain committed to moving forward with the process and will continue to work with City staff. As a critical next step, a Feasibility Analysis will be prepared to evaluate land development costs including, infrastructure, Central Avenue interchange improvements, and fees. This analysis will provide guidance on the feasibility of the project moving forward prior to undertaking a time intensive and costly EIR update. The analysis will be based on a project description and conceptual land use plan, prepared by the applicant, and submitted to the City for review.
Dennis Hardgrave, representing Claberg Ranch submitted a letter dated March 15, 2024 (Attachment 6), to provide an update on the GPA Referral.
