NOTICE OF PUBLIC HEARING
NOTICE IS HEARBY GIVEN that the City Council of the City of Camarillo will conduct a public hearing on Wednesday, April 10, 2024, at 5:00 p.m., or soon thereafter, at the Camarillo Public Library Community Room, 4101 Las Posas Road, Camarillo, on the following agenda item:
RECOMMENDATION OF A PROPOSED ZONING ORDINANCE AMENDMENT TO THE CAMARILLO MUNICIPAL CODE AMENDING CERTAIN SECTIONS OF TITLE 19 RELATED TO
THE PLAN REVIEW PROCEDURE AND COMPUTATION OF PARKING REQUIREMENTS The City is considering an Ordinance amending certain sections of Title 19 by repealing Chapter 19.67 of the Camarillo Municipal Code (CMC) to eliminate the Plan Review procedure and reverting several changes to CMC Chapter 19.44 governing the computation of off-street parking requirements that were inadvertently made when Ordinance No. 2018 was adopted. The Plan Review procedure is currently only utilized in the Rural Exclusive Residential (R-E) Zone and is proposed to be replaced with an administrative review process. The proposed changes to off-street parking regulations exclude certain areas from the computation of parking requirements. The amendments to the Plan Review procedure affects only those properties in the R-E zone, and the reverting of off-street parking regulations apply City-wide.
The City reviewed the environmental impacts of the Project under the California Environmental Quality Act (Public Resources Code §§ 21000 “CEQA”) and the regulations promulgated thereafter (14 Cal.
Code of Regulations §§15000, et seq., the “CEQA Guidelines”). The Ordinance is proposing procedural adjustments to CMC that have no potential to result in physical changes to the environment.
Therefore, the proposed ordinance amendment is exempt from CEQA pursuant to §§ 15060(c)(2), 15060(c)(3), 15061(b)(3) of the CEQA Guidelines.
The City Council is requested to review the proposed Ordinance to amend, add to, and eliminate certain sections of Title 19 of the CMC, open a public hearing, accept public input, and formulate a decision.
The City Council may make recommendations or other adjustments deemed to be appropriate. Any person interested in this matter is invited to attend and present testimony either for or against the proposed Ordinance. If you challenge the proposed action in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice or in written correspondence delivered to the City Council at or prior to the public hearing.
For further information regarding this Ordinance, you may contact the Community Development Department by emailing James Fowler, Senior Planner at [email protected] or by phone at 805.388.5363.
