RE: Claberg Ranch 2024 GPA Referral Status
Dear Ms. Lee,
This letter is the GPA Referral “Year Two” status report for the Airport North Specific Plan Phase III property owned by the Claberg Ranch ownership group. The Airport North Specific Plan was approved by the City of Camarillo in 1986. The Claberg Ranch property was designated as Phase III of the Specific Plan at the time of the initial approval and is included within the Camarillo Urban Restriction Boundary (CURB).
The property is a 135-acre site located south of the Central Avenue Interchange and US 101, north of the Camarillo Airport. Claberg Ranch (tenants in Common) are the Applicant and the Property Owner for the GPA Referral and all other pending entitlement applications.
The past year has been a time of transition within the ownership group due to unforeseen circumstances.
The owners remain committed to moving forward with the process and will continue to work with City staff.
While several technical studies have been updated during 2023, the process of starting an updated EIR has not occurred. Based on recent discussions with City staff it has been determined that a Feasibility Analysis will be prepared in 2024 as a critical next step. By taking this step prior to undertaking the time intensive and costly EIR update it will better inform the City of the potential costs associated with development of this property. This analysis will evaluate land development costs including, but not limited to, local roadways, utility services, Central Avenue interchange improvements, and government agency fees. The analysis can provide City staff and the owners with guidance on the feasibility of the project moving forward prior to undertaking the EIR update. The analysis will be based on a project description and conceptual land use plan, prepared by the applicant, and submitted to the City for review. The applicant proposes presenting this information in a City Council Study Session during the latter part of 2024.
The following steps in the entitlement process have taken place after the City Council approval of the GPA Referral Request on April 13, 2022.
2022-23: Applicant team conducts background feasibility research on the project site, including mapping of existing utilities, roadways, future planned improvements, Camarillo Airport easements and impacts, and preliminary research of Caltrans issues related to US 101. Applicant files applications with the City of Camarillo for the General Plan Amendment and Zone Change process. Fees in the amount of $78,281.00 were paid to the City. Traffic Studies, Preliminary Roadway Alignment plans, and Utility Capacity analysis were completed to evaluate phasing potential of the proposed project.
Respectfully Submitted,
Dennis Hardgrave
