AGENDA REPORT
Date: April 24, 2024
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: John Thomas, Assistant Administrative Services Director Subject: Award Construction Management and Inspections Service Agreements 2024-20 to Willdan Engineering and 2024-21 to Kane Construction Services, for Facility Improvement Projects
BACKGROUND
The Administrative Services Department Facilities Division has approved budgets for various Facility improvement projects at City Hall, Corporation Yard (“Corp Yard”), Police Facility and the Camarillo Public Library (“Library”). Staff requires the assistance of professional construction management and inspection companies to oversee and manage the projects.
DISCUSSION
On February 2, 2024, staff advertised a Request for Proposal (RFP) for construction management and inspection services for various upcoming Facility projects. Immediate projects include the restroom, locker room and break room upgrades at the Corp Yard.
Future projects include interior lighting upgrades at the Corp Yard and Police Facility, and replacement of the heating, ventilation, and air conditioning (HVAC) equipment at the Library and Police Facility.
RFP’s were received from two firms, Willdan Engineering (Willdan) and Kane Construction Services (Kane). Staff recommends retaining both companies to maximize the availability and expertise of each firm for expedited advancement of upcoming Facility projects. The hourly rates of both consultants average approximately $180 an hour.
Both consultants offer construction management and inspection services and have worked with the Public Works Department in the past. Willdan is currently performing the Chamber remodel and is familiar with City Hall. The President for Kane is also an electrical engineer which will benefit the City with future lighting upgrades and HVAC projects. Both firms have valuable qualifications that will assist Staff with upcoming Facility projects.
