Subject: Traffic Signal Improvements at Las Posas and Temple (Project No.
TS-5094) – Adopt a Resolution Approving Final Pay Estimate and Accepting Improvements
BACKGROUND
Traffic Signal Improvements at Las Posas and Temple – Project TS-5094 (Project) consists of the removal and replacement of the existing traffic signal with new poles and signal heads to establish protected left turn operations (left turn arrows) on all four approaches to improve traffic operations at the intersection of Las Posas Road and Temple Avenue, as shown on the Location Map (Attachment 1). The completion of this Project aligns with the goals of the City’s Local Road Safety Plan.
On November 9, 2022, the City Council adopted Resolution No. 2022-110, finding the Project exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guideline 15301 Class 1, approving the plans and specifications, and authorized staff to invite bids for construction.
On February 8, 2023, the City Council awarded a Public Works Contract to Taft Electric Company (Taft) for the Project , in the amount of $752,280 with a contingency of $112,900 for a total contract authorization of $865,180.
DISCUSSION
The Project is complete and Contract Pay Estimate No. 3 (Final) (Attachment 2) to Taft in the amount of $10,613.40 is recommended for this project. The total final cost of this contract is $767,066.26.
Staff recommends adopting a Resolution approving the Final Pay Estimate and accepting improvements. The Resolution (Attachment 3) authorizes the Mayor to sign the Notice of

Completion (Attachment 4) and directs the City Clerk to record the Notice with the Ventura County Recorder.
FISCAL IMPACT
Funds for the Traffic Signal Improvements at Las Posas and Temple contract are included in the Capital improvements Project Fund, Account No. 410-8510-485.92-41 and Project TS-5094.
RECOMMENDATION
Adopt a Resolution accepting improvements, approving Contract Pay Estimate No. 3 (Final) to Taft Electric Company, and authorizing the Mayor to sign the Notice of Completion.
