Subject: Annual Resurfacing (Project No. ST-5069) – Authorization to Solicit Bids for Construction
BACKGROUND
The Annual Resurfacing – Project No. ST-5069 (Project) will provide needed street rehabilitation consisting of resurfacing of various streets as shown in the attached Project Location Map (Attachment 1).
DISCUSSION
The Project plans and specifications have been completed, and staff is requesting authorization to solicit bids for construction. Staff will review all bids submitted and return to City Council with a recommendation to award a construction contract for the Project. A resolution approving plans, specifications, notice inviting bids, and stating the City has conducted the necessary environmental review that determined this Project meets the criteria for a Categorical Exemption CEQA finding is attached (Attachment 2).
The project includes a base bid as well as alternate bids to allow additional streets to be treated. If favorable bid prices are received, alternate bids will be awarded within the budgeted amount.
FISCAL IMPACT
Funds for solicitation of bids for the Project are included in the Capital Improvement Projects Fund, Account No. 410-8510-485.92-41 and Project ST-5069. The estimated total construction cost including bid alternates is approximately $3,600,000. The budget appropriations for construction will be requested at the time of contract award.

CEQA DETERMINATIONS
The Project is not subject to CEQA review pursuant to CEQA Guideline Section 15301 Class 1, which exempts from CEQA review projects that involve existing facilities. This agenda item meets the criteria for this exemption because the project involves repair of existing streets, and it does not expand the perimeter of the existing facility.
RECOMMENDATION
1. Find Project No. ST-5069 is exempt from review under the California Environmental Quality Act (CEQA) pursuant to Article 19 Categorical Exemptions Section 15301 Class 1; and
2. Adopt a Resolution approving Annual Resurfacing – Project No. ST-5069, the plans, specifications, notice inviting bids, and authorizing staff to invite bids.
