Subject: Approve First Amendment 2021-122A with American Global Security for Guard Services at the Camarillo Public Library
BACKGROUND
On May 26, 2021, the Camarillo City Council awarded a three-year Professional Services Agreement No. 2021-122 to American Global Security (“AGS”) for nightly security guard services at the Camarillo Public Library (“Library”). A security guard is on-site seven days a week from 10:00 p.m. to 6:00 a.m. The Agreement began July 1, 2021 and terminates June 30, 2024, in the amount of $185,635.
DISCUSSION
AGS’s has provided satisfactory nightly security guard services and staff is requesting the approval of a First Amendment (2021-122A) extending the term of the agreement for two years, terminating June 30, 2026, in an amount not to exceed $157,341 for a total agreement amount of $342,976.
The service includes an on-site nightly security guard 365 days per year, from 10:00 p.m. to 6:00 a.m., in the annual amount of $71,572 and seven holidays per year in the amount of $2,099 for an annual total of $73,670 per year. The two-year total is $147,341.
The First Amendment also includes a $10,000 contingency to be used as needed for security guard services for scheduled special events held in the Library Community Room and additional guard services as requested by the City, for a total First Amendment not to exceed $157,341.
FISCAL IMPACT
Funds for the Library guard service are included in FY 2024/25 General Fund, Library Facility Operations budget, Account No. 101-5753-468.32-01.

CEQA DETERMINATIONS
City staff has determined, in accordance with Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines, that security guard services are not subject to CEQA review because it can be seen with certainty that there is no possibility that security guard services have a significant effect on the environment.
RECOMMENDATION
1. Authorize City Manager to execute First Amendment 2021-122A with American Global Security in the amount not to exceed $157,341.
2. Authorize City Manager to execute future documents if required
